Review of member status Discussion to extend membership tenure because experience is lost in 2- year tenure cycle. 1 Scope of Practice Competencies for the Registered Nurse Performing a Sexual Assault Forensic Examination October minutes reviewed and approved by attendees. Will continue to send minutes early to facilitate posting on the web. Gretchen will begin drafting revisions to Nursing Practice Committee (November 19, 2009) policy. 1. Final approval by Board and posted on OSBN web page Presentation related to proposed policy work on Guidelines for Infusion Therapy 2 Role of the Registered Nurse in performing Medical Screening Examinations under the Emergency Medical Treatment and Active Labor Act 3 Tele-nursing Issue Brief Jamie Bowen Santolucitto, Alicia Dickenson, Ellen Adrian, Stuart Gordan and Tara Rutledge presented on behalf of vascular access nurse specialists throughout Oregon requesting that OSBN strongly consider policy update that would allow the insertion of CICVCs by qualified RNs who have met the education, experience, training and competency validation criteria under the guidance, support and supervision of qualified medical staff. Jamie presented evidence-based research and practice data on the insertion of centrally-inserted venous catheters or CICVCs (i.e., internal jugular, axillary, subclavian and femoral approach) by the registered nurse. Sheryl Oaks Caddy suggestion: separate current policy (5 pages) into two policies, one for general/peripheral infusion therapy one for CICVCs. 2. Final approval by Board and posted on OSBN web page. 3. Board is assimilating info and no decision at this time. Consensus of NPC to proceed with separating current policy. Shannon Carefoot stated she will lead on the CICVC draft with the vascular access nurse specialists as key content experts within subcommittee. Page 2 of 5

3 NPC Subcommittee: Nursing Scope of Practice for the Use of Sedating and Anesthetic Age Mary Kristine states definitions added to policy. She reviewed changes and format for the committee. Linda M. asked if the question and answers associated with the policy could be available for the public review of the policy. Gretchen asked that the committee send the most current edited policy with track changes to all NPC members. Mary will send policy with track changes. Plan to send to Board in April. Discussion regarding the charting of prescribed quantity of medications and the need to have a documentation system that accommodates numerous entries. Christina Cowgill reported with Mary Kristine that a nurse anesthetist student has been sending s to the subcommittee group communicating his authorship of a white paper on this policy topic and desire for committee to delay work on policy to coordinate with his academic timelines. Committee consensus to continue editing work on policy and not delay. NPC Subcommittee: Standing Orders use by RNs and LPNs Draft policy work deferred until May 9, 2014 Subcommittee to continue work on draft policy. NPC Subcommittee: Orientation to a Nursing Position Prior to Licensure Linda Mollino states policy was shared on Google Docs. Recommendation that definitions include license and certification level; I.e., RN, LPN, EMT, CNA2. Postpone committee work until next meeting. Organize language in Board Policy section of document according to certification/licensure level. Recommendation to include FAQ for clarity. Q & As specific to EMT & other allied health worker practices not regulated by the Board. Page 3 of 5

4 Graduates are responsible for knowing the rules that will govern their license or certification. Recommendation for policy text to hyperlink to rules that support specific content. Links must be defined in such a manner that if the link breaks the reader will have enough information to research the link source. Add a rational for number 7 of the policy: If the RN licensure applicant is employed in a RN position (RN position description) and holds a current license as a Licensed Practical Nurse (LPN) or Certified Nurse Assistant (CNA), the RN licensure applicant may not function in the role of a LPN or CNA. Include bibliography. Suggestion to share orientation policy with HR, nurses, and CNA nursing students in facilities and ask if the information is clear. Policy work for consideration General Discussions 1. Licensed Nurse Supervision in Settings other than Community Based Care 2. Registered Nurse Delegation in Settings other than Community Based Care 3. Nursing Scope of Practice for Cosmetic and Dermatological Procedures 4. Scope-of-Practice Decision Making Guidelines for RN and LPN Practice by committee: Should committee define naming schematics of Board decisions on policy (approved, revised, etc.)? The licensed nurse is responsible to have knowledge of the statutes and regulations governing nursing and practice within the legal boundaries of licensed nurse practice. This means the licensed nurse must recognize and decline requests for services that are not within the nursing scope of practice. No content changes or committee work recommended at this time due to committee workload. As the content of these policies allow, they will be formatted to NPC policy format guidelines. Look at secretary of state policy language for reviewing and editing policy Deborah Cateora will send letters that speak to the use of antipsychotics in treatment of Alzheimer s and the difference between use of antipsychotics in ALF and Hospice. 5 Prior to accepting any assignment, the licensed nurse must possess the knowledge, skills and competencies to fulfil the role. Suggestion that the committee schedule a state-wide ilinc classroom setting (with camera) for nursing student participation. Discussion on policy formatting policy. Gretchen asked Penny to add text to the formatting policy for a cover page to be included with draft policy: Listing of suggested edits Include name of subcommittee members on policy draft Add info about using hyper- links.
