1 # Pages 5 Number A1 POLICIES & PROCEDURES Originator: Enrolment Services Approved by: President s Council TITLE: Effective Date Replaces APPLICATION AND ADMISSION TO COLLEGE PROGRAMS June 13, 2006 July 1, 2004 INTRODUCTION The admission of applicants to full-time College programs (excluding Contract Training) is guided by the following Red River College policies and procedures. ADMISSION REQUIREMENTS Applicants must meet all College and program entrance requirements. Regular Admission Requirements The Regular Admission Requirement for all College programs (excluding upgrading and integrated programs and those programs requiring post-secondary education) is Manitoba Senior 4 high school graduation with standing in at least 28 credits which satisfy the Manitoba Education, Training and Youth high school program, Senior Levels 1-4. Senior 2, 3 and 4 compulsory subjects are: Senior 2: 1 credit in each of language arts (English), math, science, social studies and physical education/health education; Senior 3: 1 credit in each of language arts (English), math, social studies; Senior 4: 1 credit in each of language arts (English) and math. Applicants may submit applications upon completion of Senior 3. Confirmation of enrolment in Senior 4 prerequisite subjects is required. Official final grades must be submitted by July 15 for enrolment in Fall intakes or by the deadline date specified in the applicant s letter for other intakes. Special Admission Requirements Applicants who will be at least 19 years of age on or before September 30 in their year of registration, and who have been out of high school for a minimum of one year, who do not meet regular admission requirements, may apply under Special Admission Requirements as specified by each program. Applicants must have successfully completed the Special Admission Requirements prior to submitting their applications. Programs for which Post-Secondary Education is an Entrance Requirement Applicants must have completed or, where applicable, be enrolled in post-secondary entrance prerequisites at the time of application. Proof of enrolment will be required.
2 C13 Application and Admission to College Programs June 13, 2006 Page 2 English Language Proficiency Requirements English is the language of instruction at the College. Applicants to the College are responsible for a level of English proficiency that is sufficient to participate in all aspects of College study, including lectures, reading, writing and discussion. Applicants whose first language is not English and who have not successfully completed a Manitoba Senior 4 English course or equivalent will be required to meet one of the following English language proficiency requirements: a. Canadian Language Benchmark in Reading, Writing, Listening, Speaking at the level required for the program. b. TOEFL a minimum of 550 on the PBT (Paper Based Test), OR a minimum of 213 on the CBT (Computer Based Test), OR a minimum of on the ibt (Internet Based Test). c. CanTEST - a minimum band level of 4.5 in Reading and Listening, and 4.0 in Speaking and Writing. A band level of 4.5 in Speaking may be required for some programs. d. IELTS a minimum overall band of 6.5 in Reading, Listening, and Speaking with a minimum of 6.0 in Writing. e. MELAB a minimum final score of 80 with a minimum of 77 in Writing. f. CAEL a minimum overall result of 60 with a minimum of 60 in Writing. g. Successful completion of AEPUCE (Academic English Program for University and College Entrance) offered through the University of Manitoba and Red River College. h. A passing grade in the highest level (Academic Level 5) of the Academic English Language Program offered through the Division of Continuing Education, University of Winnipeg. APPLICATION PROCESS 1. The minimum age requirement for enrolment at the College is 16 years of age. 2. Applicants must submit an application form, a non-refundable application fee and an official high school mark transcript and, where required, a post-secondary transcript for each program for which they apply. Post-secondary transcripts must be submitted directly from the post-secondary institution. High School transcripts may be submitted by the applicant, but must be originals printed on school letterhead, signed by a school official and sealed with the school seal. If an applicant requires the original transcript to be returned, they must submit the original and one copy. The copy will be verified and the original returned. 3. All supporting documentation must be in English or French or have English translations attached. The documents must be legible. 4. Application forms, transcripts and other supporting documentation submitted become the property of the College. 5. Applicants will receive written confirmation upon receipt of an application.

In addition to official transcripts, applicants may be required to submit documents showing formal and informal academic qualification, and/or information on related work experience. Where there is uncertainty regarding academic readiness, applicants may be required to write College entrance tests. Some applicants may be advised to complete specific subjects required for entry into College programs. 7. Students enrolled in Red River College preparatory programs may apply for other College programs thirty (30) days after enrolling in the preparatory program. Applications must be signed by the Chair of the preparatory program and will be processed conditional to successful completion of the preparatory program(s). 8. Applicants enrolled in modified high school subjects, home schooling or an unaccredited school will be assessed by the College to determine their eligibility. Entrance testing may be required. 9. Students applying for re-entry into a program must submit an Application for Re-entry and pay the applicable fee. The fee will be waived for students submitting the Application for Re-entry within 30 calendar days of the last date of attendance. 10. The College will advise applicants in writing of any changes to program entrance requirements. Applicants who have met the original entrance requirements may be required to meet new entrance requirements prior to registration. 11. It is the applicants responsibility to notify the College of changes to personal information either in writing or through contact at the Student Service Centres or to update their personal information through the College web site. Correspondence that is returned because it was undeliverable will result in the application being cancelled. 12. Applicants requesting a name change must provide supporting legal documentation verifying the name change. 13. Applicants are required to respond to College correspondence within the deadlines specified. Failure to do so will result in their applications being cancelled. 14. The College will take appropriate action against individuals submitting falsified or tampered documents. 15. Students who have been expelled from the College and wish to apply for re-entry require the approval of the Vice-President Academic or designate. ADMISSIONS PROCESS 1. Applications and notices of acceptance are processed by date of receipt. 2. Applications for programs where final admission is determined by external selection boards must first be submitted to the College for initial review of selection criteria.

Admission of part-time students will be subject to availability of space and the approval of the Vice- President Academic or designate. 4. Unless covered by a formal agreement, admission preference to programs approved and funded by the Council of Post-Secondary Education (COPSE), will be given to applicants in the following order: 1) Manitoba residents who are Canadian Citizens or Landed Immigrants 2) All others. 5. Applicants may be required to provide proof of Canadian Citizenship or Landed Immigrant status at the time of application. 6. If space is not available in a program, applicants who are not residents of Manitoba will be informed, in writing, that their application cannot be considered and the application fee will be returned. 7. Applicants are responsible for providing the College with written confirmation of any sponsorship agreement prior to registering for the program. 8. Applicants who are accepted are required to pay a non-transferable/non-refundable deposit fee by the date specified in the acceptance letters. These fees vary by program. 9. Should vacancies exist in programs after all fee-paying students are accommodated, qualified individuals 60 years of age or older, who are unemployed, will be accepted on a first-come, firstserved basis and will be exempt from the payment of program tuition fees. All other program fees must be paid by the student. Proof of age will be required. ACCEPTANCE AND REGISTRATION PROCESS 1. Applicants must submit deposit fees and the Registration and Payment Option Form by the deadline indicated in their acceptance letters. Applicants who fail to do so by the deadline will forfeit their acceptance and their application will be cancelled. 2. Applicants must report for registration at a location, date and time determined by the College. 3. Applicants unable to register at the designated time and date must advise Enrolment Services prior to the registration date. Failure to do so will result in the cancellation of acceptance and application. SPECIAL SELECTION PROGRAMS 1. Special selection programs are those that require additional documentation, testing, interviews and/or demonstrations of special aptitudes.
5 C13 Application and Admission to College Programs June 13, 2006 Page 5 GENERAL PROCESS 1. The College reserves the right to make changes to the fee schedule. 2. The College reserves the right to cancel or revise College programs at any time. 3. Applicants who have been accepted for a program intake which is subsequently cancelled or where the number of seats available in the intake is reduced will be offered the following options: acceptance into the next program intake on a priority basis; or acceptance into an alternate program, provided space is available and the applicant meets all program prerequisites.
