Formerly all known as community college or junior college Now some offer 4-year degrees and have dropped the community and junior from their new names

11 SECTION , FLORIDA STATUTES FLORIDA COLLEGE SYSTEM INSTITUTIONS Governed by a District Board of Trustees Each is an independent, separate, legal entity created for the operation of a Florida College System institution Locally-based and governed with statutory and funding ties to the state government Responsive to local educational needs and challenges Maintain sufficient local authority and flexibility while preserving appropriate legal accountability to the state

13 STATE BOARD OF EDUCATION RULE 6A PROCUREMENT REQUIREMENTS Colleges shall, as the circumstances require, publicly solicit the submittal of competitive offers from at least three (3) sources, when purchasing services or commodities exceed $65,000. However, District Boards of Trustees may adopt smaller amounts beyond which to require the solicitation of competitive offers. There are many exceptions to these requirements! Practices vary among Colleges.

14 EXCEPTIONS TO THE REQUIREMENT TO SOLICIT COMPETITIVE OFFERS Educational tests, textbooks, instructional materials and equipment, films, filmstrips, video tapes, disc or tape recordings or similar audio-visual materials, graphic and computer based instructional software. Library books, reference books, periodicals, and other library materials and supplies. Purchases at the unit or contract prices established through competitive solicitations by any unit of government established by law or buying cooperatives. Food. Services or commodities available only from a single or sole source. Professional services, including, but not limited to, artistic services, instructional services, health services, academic program reviews, lectures by individuals, attorneys, legal services, auditors, and management consultants. Information technology resources defined as all forms of technology used to create, process, store, transmit, exchange and use information in various forms of voice, video and data, and shall also include the personnel costs and contracts that provide direct information technology support consistent with each individual college s information technology plan. Single source procurements for purposes of economy or efficiency in standardization of materials or equipment. Items for resale.

26 NAEP/NIGP MISSION STATEMENTS NAEP The mission of the National Association of Educational Procurement is to facilitate the development, exchange and practice of effective and ethical procurement principles and techniques within higher education and associated communities, through continuing education, networking, public information and advocacy.

27 NAEP/NIGP MISSION STATEMENTS NIGP To promote ethical, efficient and cost-effective public purchasing policies and practices; To provide educational programs, products and services for public purchasing personnel; To enable public purchasing personnel to exchange useful information about policies, practices, procedures, products and services of common interest; To otherwise facilitate the conduct of purchasing activities by government and other public agencies; To assist other charitable and educational organizations in the conduct of similar activities; and To engage in any and all lawful activities to accomplish the foregoing purposes, except as restricted herein

29 FAPPO July 10, 1967:Twelve governmental purchasing agents in southeast Florida formed a committee to establish a formal association: January 1968: Robert Lowery, CPPO was elected as the first President. The committee selected the name of the association: The Florida Association of Governmental Purchasing Officers (FAGPO)

30 FAPPO April 28 May 1, 1968: The first annual conference was held in Orlando. April 1969: The By-Laws were presented and adopted at the second annual conference through 1979: A greater emphasis was placed on education of the purchasing professional during this period. The Association gained approval of giving members educational credit points towards certification for those attending program activities from NIGP and ISM (formerly NAPM).

31 FAPPO 1980 through 1984: Professional speakers from outside the Association, and management topics were added to the conference program. NIGP courses were offered by the Professional Development Committee : A turning point in the Association was the addition of trade shows to the Annual Seminar and Workshop. The first Trade Show was held in Revenue from the Trade Show provided the opportunity to subsidize professional development seminars for members at a reduced rate to members. The Association contracted with NIGP for courses aimed towards certification. The Association became incorporated.

32 FAPPO 1992: We celebrated our Silver Anniversary. State Purchasing began providing State Contracts via Electronic Data Interface (now known as the Internet) and discontinued providing microfiche. There was standing room only at the State Contract Workshop where the change was introduced.

33 FAPPO 1994: The name of the Association was changed to the Florida Association of Public Purchasing Officers, Inc. (FAPPO). Eight professional development classes were held, the most ever offered in one year. The Distinguished Service Award was established and awarded to a founding member and mentor to many FAPPO members, George H. Wolf, C.P.M. The original Officers and Committee Chairpersons Manual was authored and implemented.

34 FAPPO 1995: The Internet became a reality, and FAPPO s website was established to provide information on cooperative bids and bid specifications available from other entities. More than 100 members attended two NIGP and inhouse courses offered. 1996: Entity awards for the Best Purchasing Department in the State of Florida were established. Orange County was the first recipient. 2001: FAPPO became a sponsor of NPI s Achievement in Excellence in Procurement Award program.

35 FAPPO 2003: The progression of officers was changed, with Secretary now being the first level. 2003: The first Volunteer of the Year award was presented to Bobbi Palmer, CPPB, for her years of dedicated service to FAPPO. 2004: The Distinguished Service Award was renamed in honor of its first recipient and a founder of the Association, George Wolf, C.P.M. 2006: The Above and Beyond Award was established. Bobbi Palmer, CPPB and Ranae Smith were the first recipients.

36 FAPPO 2009: The website was re-designed. The tuition reimbursement program was expanded. FAPPO Bucks were instituted. Credit Cards were accepted for Trade Show booths. 2010: FAPPO established additional benefits to allow Vendors to participate in the Conference s educational program and events. A conference subsidy was established, along with the continuance of FAPPO Bucks, to assist members in attending the Annual Conference for a combined allocated total of $47,000.

37 FAPPO 2011: The name of the Association was changed to the Florida Association of Public Procurement Officials, Inc. 2013: A formal Policies and Procedures manual, which included Social Media, PCard, and Travel Policies, was authored and approved. The Officers and Committee Chairpersons Manual was updated. Our Blog was launched, and we implemented awards for Diversity Essays. President Woodell signed a Resolution formally adopting the NIGP Values and Guiding Principles. The Outstanding Educator Award was established, and awarded to Warren Geltch.
