2 Legislation changes 2004 New Law on Higher Education of Georgia according to Bologna Process Requirements, but still there were some gaps 2015 Changes in the Law on Higher Education of Georgia aiming at: Integration of teaching and research Improvement of teacher education system Harmonization with European Higher Education Area Concept of Joint and Double (Multiple) degrees introduced Changes in External Quality Assurance recognition of Accreditation awarded by recognized foreign Accreditation Agencies

4 Legislation changes Joint academic degree as a result of the implementation of joint program by HEIs recognized by Georgian or/and foreign legal system, jointly awarded qualification, which is granted upon completion of appropriate level of higher education; Double (multiple) degree as a result of the implementation of joint program by HEIs recognized by Georgian or/and foreign legal system, jointly awarded qualification, which is granted upon completion appropriate level of higher education. The implementer of the joint program according to the Georgian or/and foreign legislation shall be HEI that awards qualification and issues the documentation certifying the acquisition of appropriate qualification
5 Legislation changes The joint degree awarding program which is implemented in cooperation with Higher Education Institution recognized by foreign legislation maybe accredited by foreign organization which is recognized by the National Center for Educational Quality Enhancement The accreditation of joint degree awarding program which is implemented in cooperation with Higher Education Institution recognized by foreign legislation is recognized according regulations of HEI program accreditation
6 Bringing the concept of joint/double (multiple) degree into the legislative level is also preferable for the following factors: Joint programs are one of the priorities of EHEA, Georgia is part of this area since 2010 Additional source of funds provided for Georgia in higher education Broadened opportunities for students and academic staff for mobility Increased awareness and confidence of Georgian higher education system Internationalization, quality development Opportunity of sharing knowledge and experience, mechanism of increasing confidence, prestige and competitiveness
7 The request about the programs awarding joint/double degrees was sent to 74 authorized HEI s, including: 29 University State Private Tbilisi Region 31 Teaching University Colleges State Private Tbilisi Region State Private Tbilisi Region
8 In cooperation with foreign leading HEIs, double degree awarding educational programs are carried out by the following educational institutions: Ivane Javakhishvili Tbilisi State University (5 programs); Tbilisi State Medical University (3 programs); Georgian Technical University (2 programs); Ilia State University ( 1 program); Grigol Robakidze University (3 programs); Caucasus University (2 programs); Higher Education Institution "Education Academy" (1 program)
9 Universities administer double degree awarding programs in cooperation with the following foreign HEIs: Friedrich Schiller University, Jena (Germany) San Diego State University (USA) The University of Paris VIII (France) University of Bologna (Italy) Emory University (USA) French Academy of Management and Performance (France) International Business School, Budapest (Hungary) French National School of Administration (France) Potsdam Center for Policy and Management (Germany) Grenoble business school (France) Tallinn University of Technology (Estonia) Saarland University (Germany) Czestochowa European Standards Highest Linguistic School (Poland) European University of Kiev (Ukraine) Julich Research Center (Germany)
