Founded in 1990, the mission of the Texas Organization of Rural & Community Hospitals (TORCH) is to be the principal advocate, voice and leadership organization to address the needs and priorities of rural and community hospitals in Texas. TORCH is a nationally-recognized rural hospital association providing a fullrange of quality services, programs and education to a broad constituency that includes over 150 rural & community hospitals, 137 rural health clinics, 100 provider-based home health agencies, and 150 corporate members.

This is an extremely challenging time for the healthcare industry. The demand for qualified health IT workers is evident and continues to grow as hospitals and healthcare providers everywhere aim to expand their adoption and use of EHR technologies. Estimates from the Bureau of Labor Statistics, HIMSS Analytics and the ONC show a projected need for as many as 50,000 more HIT workers by 2015 (this represents a 50% increase in the current estimated HIT workforce). The ONC has awarded $84M (of the $118M budgeted) to community college consortia and universities to initiate workforce development programs. Here at home, the University of Texas has received ARRA funding to develop an IT certification training program. The Texas Health Services Authority (THSA) was created as a public-private partnership focused on supporting and coordinating HIE statewide. Texas has received $28.8 M to develop a strategic and operational plan to guide the establishment and operations of electronic health information networks in Texas over the next four years.
