8 Foreword I am very pleased to foreword the first Statistical handbook which is the very first publication of its kind of the Open University of Sri Lanka (OUSL). I consider it to be a realization of a long felt need of the OUSL. It s important to note that official statistics are used for a great many different purposes, by a great variety of users such as decision makers, those with a research interest, those with a general interest and those with a business interest. Those who collect statistics need to build a good working relationship with Departments such as IT and Computing in a particular establishment. Without the support of the persons concerned, collection of data would not be authentic. The collection of statistics of the OUSL presently dealing with around students is arduous but significant because the academic activities have been spread out all around Sri Lanka through the network of regional service. Gathering information would not be possible unless the continued support of all concerned is assured. Moreover the open mode technique, a unique feature of the OUSL makes data handling a complex matter. However I believe that this handbook caters to the demands of the different users as mentioned above. This handbook comprises 02 sections: Part 01 and Appendix. The Statistics for a 05 year period from have been presented wherever possible, in Part 01 and the data from the beginning of the OUSL and more detailed statistics appear in Appendix. This publication would not have been a reality without the support and the interest of all concerned. I gratefully acknowledge the support extended by all Academics and Officers of the OUSL. 10 OUSL Chapter Brief History - Open University of Sri Lanka Vision To be the premier Open and Distance Learning institution in Asia through excellence, efficiency and equity in lifelong learning Mission To enhance access to high quality, affordable and relevant education through Open Distance Education and ensure life-long learning opportunities to face challenges in a knowledge society The Open University of Sri Lanka (OUSL) was established as a national single mode distance teaching University in 1980 under the Universities Act No. 16 of 1978 and the Open University of Sri Lanka Ordinance No. 03 of The University incorporated within its system the External Services Agency (ESA) and the Sri Lanka Institute of Distance Education (SLIDE). The Open University is one of the 15 national Universities enjoying the same legal, institutional and academic status as any other national University in Sri Lanka. However, it differs from the other national Universities because of its dependence on open distance learning philosophy to expand opportunities for higher education regardless of age, previous qualifications, income, geographic and employment barriers. 1

11 The OUSL commenced its Academic activities on 22 nd July 1980 with Dr Gamani Corea as the Chancellor and Professor P.D Gunatillake as the Vice Chancellor. The OUSL is unique within the University system because of its significant feature of offering programmes of study leading to certificate, diploma, degree, postgraduate diploma and postgraduate degree through the distance mode. In a context where access to higher education is limited due to lack of places in the conventional university system, the OUSL has contributed considerably to meet the needs of the country by providing opportunities to gain advanced degrees for the adult population and thereby ensuring the professional development of the work force. The OUSL which opened its doors with nearly 4000 students has now been expanded to accommodate a student population of approximately from all over the island. The strength of the OUSL by the year 2013 is manifest from 19 academic departments within house and infrastructure facilities attached to four Faculties, General Administration Complex, Regional Education Service, Library Network, Center for Educational Technology and Media (CETMe), IT Network, Printing Press, Medical Centre, Temporary Accommodation Service, Regional Education Center and Staff Development Center at the Central Campus at Nawala and regional service network including 06 Regional Centers and 18 Study Centers scattered all over the island. Its 67 academic programmes include 23 Certificate Programmes, 09 Diploma Programmes, and 14 Undergraduate Programmes 09, Postgraduate Diploma Programmes, 12 Master Degree Programmes in addition to M Phil and PhD degree programmes and about 15 short courses. The staff strength by the year 2013 stood at 319 Teaching staff (Permanent Cadre) and 698 non academic staff (Permanent Cadre ) to cater to the needs of the student community.
