4 Part I - General Information 1.0 The University The Open University of Sri Lanka established in 1980, is constituted under the Universities Act. No. 16 of 1978, and OUSL Ordinance No: 1 of 1990, as amended, and has the same legal and academic status as any other national University in Sri Lanka. Academic programmes of the university has been designed to enable persons aged 18 and above to pursue courses leading to Certificates, Diplomas, Degrees and Post-Graduate Degrees, on their own time and in their own homes. The Central Campus and the Colombo Regional Centre of the Open University are situated in Colombo - Nawala, and are easily accessible by road and rail. Several regional and study centres are located throughout the country. The Academic Departments of the University are grouped into five Faculties: Natural Sciences, Engineering Technology, Health Sciences, Humanities and Social Sciences, and Education. 2.0 Open University Vocabulary 2.1 Programmes of Study In the Open University vocabulary, a Programme of Study consists of a combination of compulsory and optional courses. These programmes of study lead to Certificates, Diplomas, Degrees and Post Graduate Degrees. The specific programmes of study offered by the Open University at present are as follows: 1) Foundation Programmes 2) Certificate/ Advanced Certificate Programmes 3) Diploma Programmes 4) Bachelor's Degree Programmes 5) Post Graduate Degree Programmes 6) Post Graduate Diploma Programmes

5 7) Continuing Education Courses 8) Stand Alone Courses 2.2 Courses and Course Codes Each Course is a unit of study, normally completed within a period of one year or less. A Programme of study consists of a number of courses. The word 'credit' does NOT therefore imply any measure of academic performance at an examination (e.g. Credit pass

7 at GCE Ordinary/Advanced Level Examination). Average total time expected to be spent on self-study for courses whose (total) academic value is eighteen (18) credits is about 450 hours. The maximum number of courses a student is permitted to register (within one or two programmes for an academic year of study) corresponds to those adding up to an academic value of 36 credits. The minimum number of courses a student should offer corresponds to those with a total credit rating 9. In addition to those courses, a student may also register for continuing education courses up to an academic value not exceeding 9 credits. Table 3 - Credit Rating Second Digit (5 th Character) of Code Credit Rating Time expected to be spent on self study for 18 credits is about 450 hours. 3.0 The Study System The system of study adopted by the Open University of Sri Lanka is based on a multimedia system with strong emphasis on distance education techniques using printed material and audio-visual aids. These are supported by day schools, consultancy sessions, seminars, workshops, discussion classes etc. 3.1 Printed Material The central element in the teaching system is a series of printed course material that fulfills several purposes. They provide the student with the primary material for self study and offer the equivalent of lectures that help the student to learn. It also provides a series of carefully designed self assessment questions (SAQ) interspersed through the text. These will also help the student to develop analytical skills and independent thought. 3.2 Audio-Visual Aids These are particularly important for the self-learner. They are designed to supplement the printed material and enable contact between students and teachers.

8 3.3 Laboratory work Laboratory facilities are made available at selected Regional/Study Centres, where students have the opportunity to follow demonstrations and engage in practical work. 3.4 Day Schools/Discussion Classes/Tutorial Classes/ Workshops Although the printed material and audio-visual aids are designed for students to learn independently, day schools are conducted from time to time to enable the students to discuss problems arising from the printed materials, assignments etc. 3.5 Library Facilities Students are required to do additional reading on topics covered in the study material. The main library of the University in the central campus at Nawala is available for this purpose. Students who wish to make use of the limited lending facilities (fourteen days reference) are required to register by paying a refundable library deposit of Rs. 500 for 1 book or Rs. 1,000 for 2 books. The University also operates libraries at all regional and study centres for all registered students. Students also have access to the Internet from the library. The Audio Visual Resource Centre (AVRC) situated in the main library in the Central Campus provides facilities for individual students or groups. 3.6 On- line Courses Online courses, which are supplementary, blended or on-line-plus courses, have been developed by the different departments to support the distant learner. These would facilitate self-learning and enable learners to access courses from their own homes/areas reducing time spent on traveling to OUSL centers.

9 3.7 Evaluation A student's progress is assessed continuously throughout the course of studies by means of a specified number of Assignments, Assignments Tests, and also at the end of the course by means of a Final Examination. The final grade for each course will be determined by an appropriate combination of the Continuous Assessment Mark and the Final Examination Mark, provided the Final Examination Mark is above a specified mark. Eligibility to sit the Final Examination at the end of the course will be based on obtaining a pass in the Continuous Assessment. Students unable to obtain eligibility to sit the Final Examination for any course will have to re-register for the course. Students who are unsuccessful at the Final Examination may reattempt as re-sit candidates. They need not obtain eligibility for the particular course again. 3.8 Duty Leave for Government School Teachers Government school teachers are entitled to duty leave - 1 day per month to attend academic activities of their study programme, 1 week to prepare for the Final Examination and the days in which the Final Examinations are held. 4.0 Regional Services Regional/Study/Teaching Centres of the Open University provide other services such as issuing of applications, registration of students, distribution of course materials, conducting of day schools, and providing laboratory, library and computer facilities.

Registration will be conducted at the Colombo Regional Centre, Nawala. The availability of registration facilities at a particular center depends however, on the number of applicants at that center. Students who wish to change or add courses after registration will be permitted to do so only during the 2 week (Add-Drop) period following the last date of registration. However, students will be permitted to drop courses without an academic penalty up to a period of 3 months from registration. Fees are due on demand and must be paid promptly. The University reserves the right to revise fees and all other charges at any time without prior notice. Fees paid will not be refunded.

12 Fees for the Master of Education Programme for the Academic year 2016/ 2017 are given in Part II - Section Student Services 6.1 Counselling Counselling is available to all students in the relevant Faculties. The Chief Student Counsellor may be contacted for all non-academic matters pertaining to the study programme. The Faculty Staff will be available for all academic matters. 6.2 Student Affairs Division The Student Affairs Division maintains the personal and academic records of Open University students. All matters pertaining to registration of students including change of address, medium of study, study centre, civil status etc. should be immediately informed in writing to the Senior Assistant Registrar/Student Affairs Division, Open University, P.O Box 21, Nawala, Nugegoda (Phone: ). Any queries relating to examinations and finance should also be directed to SAR/Student Affairs who will attend to student queries in consultation with the Senior Assistant Registrar/Examination and Bursar respectively. 6.3 Cafeteria Facilities Food can be purchased from the university canteens at reasonable prices. The canteen provides services both on week-days and weekends. 6.4 Postal, Banking and Telephone Facilities The university has its own banking and telephone facilities and also a subpost office within the premises of the Colombo Regional centre. 6.5 Library, Laboratory and Computer Facilities Library, laboratory and computer facilities are available at Colombo, Kandy and Matara Regional Centres.

13 6.6 Temporary Residential Facilities Temporary residential facilities are available for students from outstations, for participation in specified in-campus academic activities. 7.0 Faculty of Education The Faculty of Education consists of three departments: 1. Department of Secondary & Tertiary Education 2. Department of Early Childhood Education 3. Department of Special Needs Education The Faculty offers a multitude of programmes leading to the award of Certificates, Diplomas, Degrees, Post-graduate Diplomas, Masters Degrees and M.Phil/ Ph.D Degrees. 1.0 Introduction Part II - Programme of Study Degree of Master of Education The programme of study for the award of the Degree of Master of Education is offered by the Department of Secondary & Tertiary Education of the Faculty of Education. It is a fifty-four credits programme consisting of both course work and research. A candidate should acquire the fiftyfour credits within a minimum of 1 ½ academic years, not necessarily consecutive, provided the student maintains registration throughout. The total number of credits to be earned by a student during one year shall not exceed thirty-six. 2.0 Objectives The objectives of the programme are to: Expand the opportunities for higher studies in education for those who are already serving in the field of education.

14 Enable personnel already serving in higher educational institutions to obtain specialized knowledge in fields relevant to professions by offering a variety of new subjects. Promote research in education in areas relevant to the development of education. 3.0 Admission Requirements The minimum entry requirements for the Master of Education Degree Programme are as follows. Admission Requirements: 1. Either a Bachelor s Degree in Education (B.Ed) with at least a second class (lower division) from a recognized University. or 2. A pass with at least a merit at the Post Graduate Diploma in Education from a recognized University or 3. (a) A pass in the Post Graduate Diploma in Education from the Open University of Sri Lanka with A or B grades in courses adding up to a minimum of 2 ½ credits (Old syllabus- before 2001) or (b) A pass in the Post Graduate Diploma in Education from the Open University of Sri Lanka with A or B grades in courses adding up to a minimum of 1 ½ credits (New syllabus-after 2001 to 2010) or (c) A pass in the Post Graduate Diploma in Education from the Open University of Sri Lanka with A+ or A or A- or B+ grades in courses adding up to a minimum of 27 credits (New syllabus-after 2010) or 4. A pass in Bachelor s Degree in Education (Natural Sciences) offered by the Open University of Sri Lanka, with (a) (i) A or B grades in courses up to a minimum of 4 credits in any of the courses, inclusive of at least 2 credits in courses

15 at levels 5 and 6 (before 2011). Or (ii) A+ or A or A- or B+ grades in courses up to a minimum of 72 credits in any of the courses, inclusive of at least 36 credits in courses at levels 5 and 6 (after 2011). Or (b) (i) with exemptions up to 2 credits at Level 5, with A or B grades in courses up to a minimum of 4 credits in any of the courses, inclusive of at least 1 ½ credits in courses at Level 6 (before 2011). Or (ii) with exemptions up to 36 credits at Level 5, with A+ or A or A- or B+ grades in courses up to a minimum of 72 credits in any of the courses, inclusive of at least 27credits in courses at Level 6( after 2011). 5. A pass at least with a merit in the Post Graduate Diploma in Distance Education from the Open University of Sri Lanka. Or 6. A pass at least with a merit in the Post Graduate Diploma in Special Needs Education from the Open University of Sri Lanka. Or 7. Secured any equivalent qualification acceptable to the Senate. 4.0 Registration and period of study In order to be registered for the degree of Master of Education, a student should satisfy the Council with the admission requirements stated above (under section 3.0) Eligible applicants are requested to sit a selection test. Selections will be made on merit basis on the performance at the selection test. Selection test would be conducted in all Regional & Study Centres. All Or

16 Academic activities will be conducted at Colombo Regional Centre only. Structure of the Selection Test Part 1 A Case Study Part 2 Current Issues in Education Part 3- Translation * Students who wish to follow the courses in English Medium have to sit a special English Paper A student who registers for the M.Ed. Programme will normally be expected to complete the programme within 3 academic years of registration. However the minimum registration period would be 18 months A student should pay the registration fees and course fees as stipulated under section 9.0. Applications The students are required to apply online for all degree programmes offered by the Faculty of Education. You can fill the online application as per the instructions given in the Appendix 1. For the Mater of Education Degree Programmes, the students will be selected through a selection test. Once you complete the application for the programme, you will receive information about the date and centre you will be required to attend for the selection test and an admission number. The cut off mark for the particular academic year is determined by the department offering the degree programme and selected list of students will be published in the OU website. Further, the selected students will be informed individually. 5.0 Programme Structure and Content The programme consists of both coursework and research.

17 5.1 Coursework The coursework comprises 3 compulsory courses and one optional course. Compulsory Courses ESP2311 Psychological Foundations of Education ESP2312 ESP2313 Social and Philosophical Foundations of Education Research Methods in Education Optional Courses ESP2317 Teacher Education ESP2318 ESP2319 ESP2323 ESP2332 Management in Education Guidance & Counselling in Education Contemporary Issues in Education Computer Technology in Education Choice of optional courses will depend on the availability of staff and number of students requesting a course. 5.2 Research Each student is required to conduct a minor investigation and submit a research dissertation on a topic approved by the Open University. Individual supervision is provided for this purpose. Degree will be based on continuous assessment (6.1) and final-examination (6.2). 6.1 Continuous Assessment Continuous assessment is based on assignments. A student will present 12 assignments on the basis of three per course. Out of the above three, the best two will be taken into consideration in calculating the marks for continuous assessment for the purpose of determining eligibility Each student who completes the continuous assessment in the respective courses will be awarded a grade depending on the overall assessment, as follows. 19 A+, A, A-, B+, B, B-, C+ and C constitute Pass Grades A student who obtains an "C-, D+,D or E" grade in continuous assessment in any of the courses will not be eligible to sit the final written examination in that course The weightage given to continuous assessment and final examination will be: Continuous Assessment 30% Final Examination 70% 6.2 Final examination The Final examination will consist of a) a written examination and b) submission of a minor research dissertation 1. Students shall sit a written examination of three hour duration for each course. 2. A student who completes the written examination will be required to submit the research dissertation in fulfillment of the requirement for the Degree of Master of Education. 7.0 Medium of instruction This programme of study is available in all three media. However, offering the programme in English Medium will depend on the number of students, performance at the selection test, and resources available. Knowledge of English will be essential for all students. 8.0 Awards 8.1 Award of the M.Ed. Degree The M.Ed. degree will be awarded to candidates who successfully complete the final written examination and the acceptance of the minor dissertation The pass mark for each of the four courses and the research report will be 50%.

20 Those candidates who obtain an average of 65% or above in the final evaluation of the four courses could, if they so wish, transfer to the M.Phil Degree Programme. 8.2 Prize for Best Performance A candidate who successfully completes the Final written Examination with the highest aggregate fulfilling all of the following requirements will be awarded the David De Silva Memorial Prize for the best performance in the Degree of Master of Education Programme: obtaining at least two B+ Grades and two B- Grades obtaining a Highest Grade Point average of Fees Successfully completing the research dissertation within a period of two years after the written examination Registration Fee Rs. 1, Facility Fee Rs. 1, Library Facility Fee Rs Examination Fee Rs. 6, Tuition Fee Rs. 59, (Per credit Rs 1,100.00*54) Total Rs. 68, Course fee is subject to revision as and when necessary.

22 Appendix - 1 Instructions for ONLINE Application APPLICATIONS for Degree Programmes have to be submitted online (via internet for the Academic Year 2016/2017. First you need to create an online login account. Then only you can proceed to submit your application online. 1. In the internet browser type: 2. In the OUSL homepage, Click on the Önline Application to obtain an online account login 3. Register ONCE by creating a new account. In order to do this click on create new account as per the instructions given in the page. Note: You need to provide information considered as MANDATORY including an address and a mobile number, both of which may be your own or of a family member/friend. The university may use them to communicate with you, to acknowledge receipt of your applications and to provide you additional information as and when necessary. 4. Once your account has been created you can proceed to submit your application online. For this y o u n eed to go to Online Application and proceed by entering your username and password and then fill the online application form. Once you have filled all sections, submit the form. Note: Select the payment method and proceed further by following the instructions given. Application fees is Rs You can pay this amount by credit/debit card. Applicants who do not have a Credit/Debit card can make the respective payment by cash to any Regional or Study Centre of The OUSL. 5. Download the Admission Form for the Selection Test which will be generated for you after successful completion of the application process. Make a printout of the Admission as it is essential to produce the Admission at the selection test. Those who need assistance with the online application process can call over at any one of the Regional or Study Centres with the following information: Full name of applicant with address, National identity card number, address, Mobile phone number.
