3 2015 Mexican Government Scholarships for Introduction On behalf of the Ministry of Foreign Affairs, the Mexican Agency for International Development Cooperation (AMEXCID) invites foreign citizens who are interested in studying for a specialization, master s degree or doctorate, conducting graduate or postdoctoral research, or taking part in an undergraduate or graduate-level academic mobility program, to participate in the 2015 Mexican Government Scholarship Program for. The scholarships are offered to more than 180 countries through a series of bilateral conventions, multilateral programs and special agreements. More than 70 Mexican institutions participate and all offer academic programs registered with the National Council for Science and Technology (CONACYT) as National Quality Graduate Programs. These programs demonstrate the progress made by Mexico in the sciences and humanities. By offering Mexican government scholarships for international students, Mexico strengthens its role as an actor with global responsibility and renews its commitment to cooperation programs that help create highly-skilled human capital. The presence in Mexico of international students, academics and scientists helps build permanent bridges of dialogue that enrich the long-term foreign policy agenda through contributions of exceptional value for the country and its partners abroad. 4 General Terms and Conditions The scholarships are awarded annually for the following: 2015 Mexican Government Scholarships for Program Undergraduate and graduate mobility programs Graduate research and postdoctoral fellowships Specializations Master s degrees Doctorates Medical specialities and subspecialties Maximum Duration of the Scholarship 1 One academic term (quarter, trimester or semester) 12 months (1 month minimum) 1 year 2 years 3 years 3 years UNDER NO CIRCUMSTANCES WILL THE SCHOLARSHIP BE EXTENDED Scholarships are not granted for direct Ph.D. programs (combined M.A. and Ph.D. programs), distance learning programs, open or online education. The following institutions and academic programs are included: The scholarships are offered in the following countries: The following academic programs are not eligible for scholarships: business administration, plastic surgery, accounting, marketing, dentistry and advertising, and related areas. If the academic program requires a thesis and an end-of-course exam, the student must finish the thesis and take the exam before the specified end date of the scholarship. Application Deadline Applications for the scholarships will be accepted from May 9 th to July 31 st, The Foreign Ministry scholarships are awarded for the periods of time indicated in this document. If the program applied for is longer, the scholarship recipient is responsible for financing the period of time not covered by the scholarship. 2
5 2015 Mexican Government Scholarships for The results will be announced starting in November 2014 by Mexico s diplomatic offices abroad. APPLICATIONS SUBMITTED AFTER THE DEADLINE WILL NOT BE PROCESSED Applicant Profile Requirements for all applicants: Bachelor s, Master s or Ph.D. degree, as required by the program for which the scholarship is requested. Minimum grade point average of eight (8.0) on a scale of 0 to 10, or the equivalent, for the last academic degree received. Be accepted to or currently enrolled in a program at one of the participating Mexican institutions. Required Documents The applicant must submit the documents in the following order: 1. Official nomination of his/her government 2. Application form 3. A letter explaining why the applicant is interested in studying or conducting research in Mexico 4. Curriculum vitae (maximum of three pages) 5. Acceptance letter from the Mexican host institution indicating the length of the program with start and end dates and the method of study 2 6. Copy of the diploma for the last degree obtained 7. Copy of the transcript of the last degree obtained showing a minimum grade point average of 8/10. If a different scale is used, the equivalent on a 10-point scale must be submitted. 8. For mobility scholarships, a letter from the applicant s institution agreeing to give academic credit for the classes or course of study that will be taken in Mexico 9. Candidates already in Mexico must have a current immigration document with a temporary student resident visa (card). 10. If Spanish is not the applicant s native language, include certificate of an advanced level of proficiency in Spanish from a university or language center Copy of birth certificate 12. Copy of passport 13. Original medical certificate, issued by a public institution no more than three months prior to submitting the application 2 Applicants may submit a contact letter from the institution while applying for the scholarship and continue with the process and requriements of the host institution. 3 A Spanish course is offered for some countries prior to the beginning of the academic program. 6 2015 Mexican Government Scholarships for 14. Eight recent photographs (not digital), full-face front view, white background, 3 cm x 3cm. Write name and nationality on the back. Documents in any language other than Spanish must be accompanied by a Spanish translation. Incomplete files and original documents will not be accepted (except for the medical certificate, which must be submitted in the original). The entire scholarship application process must be done at the Mexican or concurrent embassy for the applicant s country. NO APPLICATIONS WILL BE ACCEPTED DIRECTLY FROM THE APPLICANTS Applicants with more than one nationality may only submit one application. The nomination must come from the same country as the nationality chosen by the applicant to use while in Mexico. If awarded a scholarship, the recipient must travel to Mexico with the passport used throughout the application process, which must be issued by the nominating country. This is the only passport that may be used while in Mexico and to leave the country while a scholarship recipient. THE FILES OF UNSUCCESSFUL CANDIDATES WILL NOT BE RETURNED Selection Process Preference will be given to candidates that: Select a program on an issue important to the development of their country. Apply for graduate programs not available in their country. Study or do research at institutions located outside of the Mexico City metropolitan area. Hold faculty or research positions at public universities and scientific research centers in their country. Are public officials in charge of areas or programs of special interest for their country. Have not previously received a scholarship from the Mexican government. Applications that meet all of the requirements are subject to review by authorities from the applicants respective countries as part of the selection process. The Mexican government will only review files received from its embassies. Selection Criteria: Academic excellence of the candidate in the intended area of study The intended field of study in Mexico is related to the applicant s academic and job history. The area of study is important to and has a direct impact on the development of the applicant s country. 4
7 2015 Mexican Government Scholarships for The program must relate to specific current or approved projects that have an impact on the development of the applicant s country. The final decision on the scholarships is made solely by the Mexican government. NONE OF THE DECISIONS RELATED TO THE SELECTION PROCESS ARE SUBJECT TO APPEAL 5
8 Scholarship Benefits 2015 Mexican Government Scholarships for Registration fees and tuition, as established by the program at each institution. Health insurance from the Mexican Social Security Institute (IMSS), starting in the third month of the scholarship. (The scholarship recipient must have health insurance that covers both major and minor medical expenses and provides international coverage for the first three months in Mexico.) Transportation from Mexico City to the host institution and back at the start and end of the scholarship, if studying outside of Mexico City. Monthly stipend of $8, Mexican pesos (equivalent to USD$ ) for undergraduate mobility scholarships, specializations, master s degrees or master s degree research, Spanish language and Mexican culture courses. Monthly stipend of $10, Mexican pesos (equivalent to USD$ ) for doctoral studies and research, postdoctoral fellowships and medical specializations and subspecializations. Expenses Not Covered by the Scholarship Academic costs (registration and tuition) if not waived by the academic institution or authorized by the Foreign Ministry Fees for transferring academic credits and course revalidation Cost of printing a thesis Fees for obtaining the diploma Registration in the National Registry of Foreign Citizens Other expenses not mentioned above 4 Exchange rate as of January 20,
9 Transitory Provisions 2015 Mexican Government Scholarships for The admissions process of the Mexican institution and its letter of acceptance is independent of the scholarship program. Applicants are responsible for applying for admission directly to the academic program of interest. The applicant must present a nominating letter from his/her government for the application to be processed. Submission of an acceptance letter, a nominating letter and/or all of the required documents does not automatically result in a scholarship. All applicants go through the selection process described in this announcement. Applicants will be advised in writing by the corresponding Mexican diplomatic office if he/she has been awarded a scholarship. The scholarships are non-transferable and may not be deferred for use in subsequent academic years. The following are not eligible: i) Foreign diplomats accredited in Mexico or their relatives ii) Foreign residents in Mexico iii) Foreign citizens with Mexican nationality Scholarships will not be given to two or more people from the same family. ONCE THE SCHOLARSHIP HAS BEEN AWARDED AND BEFORE TRAVELING TO MEXICO, THE SCHOLARSHIP RECIPIENT MUST GO TO THE APPROPRIATE MEXICAN EMBASSY (CONSULAR SECTION) OR CONSULATE FOR THE CORRECT VISA. SCHOLARSHIP RECIPIENTS MAY NOT TRAVEL TO MEXICO AS TOURISTS UNDER ANY CIRCUMSTANCES 7
10 2015 Mexican Government Scholarships for Responsibilities of the Scholarship Applicants and Recipients Complete all required forms fully and correctly and submit all documentation within the acceptance period for applications. The correct visa must be obtained from the appropriate Mexican consular office before traveling to Mexico. Scholarship recipients must have health insurance that covers major and minor medical issues and international medical coverage that covers the first three months in Mexico. If the academic program requires a thesis and an end-of-course exam, these must be completed within the period covered by the scholarship. Scholarship recipients may not change their immigration status with Mexican officials while they are receiving the scholarship. 14 2014 Mexican Government Excellence Scholarships for Special Programs Grants are given for the following programs: Visiting Professors High-level Conferences Genaro Estrada Scholarship for Specialists in Mexican Studies Artist Residencies Media Residencies Improving the Quality of Mexican Secondary and Higher Education Institutions General Conditions Only citizens of the countries included in this scholarship program are eligible. All documents and forms must be presented in Spanish or submitted with translations into Spanish. Applications must be submitted at least one month prior to the beginning of the activity for which the grant is sought. All scholarship applications must be submitted to the Mexican or concurrent embassy of the applicant s country or to the Mexican host institute. Applications will not be accepted directly from the applicants. Applications sent by fax or will not be accepted. The Academic Exchange Office will arrange for and purchase the international airfare. If the applicant or the host institution purchases the ticket directly, they will not be reimbursed. If the applicant cancels his/her trip after the Foreign Ministry has purchased the plane ticket, he/she or the institution that nominated the applicant will be asked to reimburse the Foreign Ministry. Only applications accompanied by all of the required documentation will be accepted. Original documents will not be accepted (only the medical certificate should be the original copy). The files of any unsuccessful applicants will not be returned. Deadline Applications will be accepted from March 05 to August 29, The programs must begin between April and October APPLICATIONS RECEIVED OUTSIDE OF THESE DATES WILL NOT BE PROCESSED Transitional Provisions Applicants will be informed of the results in writing by the corresponding Mexican embassy or the Mexican host institution. 15 Mexican Agency for International Development Cooperation 2014 Special Programs Improving the Quality of Mexican Institutions of Higher Education Program Description Grants for education specialists and international education administrators to give conferences, courses and workshops and to exchange experiences and best practices with Mexican administrators and others that contribute to improving the quality, internationalization and administration of Mexican public higher education institutions.. Candidate Profile Must be an expert in the topic of the conference, course, workshop or exchange of experiences and best practices in internationalization. Mexican Host Institutions Public institutions of higher education. This program is coordinated by the National Association of Universities and Higher Education Institutions (ANUIES), which will present the candidates to the Foreign Ministry. Length Minimum: One week Maximum: One month The following documents must be submitted: Application form, completed and signed, with photograph Letter from the host institution, clearly stating the title of the conference, course or workshop or for international education administrators the work program, and the start and end dates of the applicant s activities. 17 Mexican Agency for International Development Cooperation Artist Residencies 2014 Special Programs Program Description Grants to create an artistic work in Mexico under the guidance of an expert in the field, either national or foreign, in residence in Mexico. Applications may only be submitted to create a work (not for research or performances). The grant does not cover courses or seminars, nor the chance to perform or exhibit the work created in Mexico. Candidate Profile The applicant must have a proven record in the type of artistic creation for which the grant is requested. Host Institutions Academic, cultural and artistic institutions, studios and workshops, as well as individual artists who commit to being advisors and providing the installations needed to carry out the artistic project. Length of Grant Minimum: One month Maximum: Six months The following documents must be submitted: Application form, completed and signed, with photograph Letter from the host institution inviting the applicant to carry out the artistic project, clearly stating the title of the project, the start and end dates of the applicant s activities and the name of his/her advisor. Resume (CV) in Spanish, or the original and a Spanish translation. An explanation of why the applicant is interested in producing an artistic work in Mexico and what (s)he hopes to accomplish. Structured work plan with a specific title and a timetable describing in detail the piece that will be created. Letter of recommendation from a well-known artist from the applicant s country attesting to the caliber of the candidate Portfolio with photographs of three of the artist s works and several sketches of his/her work that demonstrate experience in the area in which the artist residency is requested. Include the dates the work was done. For music, include recordings of three pieces on a good-quality cassette or CD. Medical certificate of good health issued by a public institution Copy of passport 8 photographs (not digital) for a stay of over 2 months, or 2 photographs if for less than two months Benefits Monthly stipend of $10, Mexican pesos (equivalent to US$744.91)* Round-trip international airfare Round trip transportation from Mexico City to the final destination in Mexico and back Any additional travel within Mexico needed to carry out any sort of activity must be paid for by the grantee. 18 Mexican Agency for International Development Cooperation 2014 Special Programs Genaro Estrada Research Grant for Mexican Studies Program Description Research grants for international specialists in Mexican studies. Candidate Profile Must be a published expert on a topic related to Mexico with an established career. This program is not open to candidates who are beginning their studies or research. Host Institutions in Mexico Higher education institutions, archives, libraries, research centers, cultural institutions, etc. Length of Grant Minimum one month Maximum twelve months Requirements Must have extensive experience, research and publications on any topic related to Mexico, and the grant must be related to this topic. Must have a research proposal on education or any other topic related to Mexico that has been approved by an advisor. The following documents must be submitted: Application form, completed and signed, with photo Letter from the host institution in Mexico inviting the candidate to conduct his/her research, clearly stating the title of the research and the start and end dates of the project. Resume (CV) in Spanish, or the original and a Spanish translation. An explanation of why the applicant is interested in conducting research in Mexico. A research proposal on a topic related to Mexico for which the research grant is being requested, and what the applicant intends to accomplish. If Spanish is not the applicant s native language, a certificate of an advanced level of proficiency in Spanish. Medical certificate of good health issued by a public institution Copy of passport 8 photographs (not digital) for a stay of over two months, or 2 photographs if for less than two months. Benefits: Monthly stipend of $10, Mexican pesos (equivalent to US$747.69)* Round-trip international airfare Round trip transportation from Mexico City to the site of the grant and back Any additional travel within Mexico needed to carry out any sort of activity must be paid for by the grantee. IMSS health insurance beginning in the third month of the grant *At the January 24, 2014 exchange rate
19 Mexican Agency for International Development Cooperation 2014 Special Programs High-Level Conferences Program Description Grants for international experts to give high-level conferences in Mexican academic, research, social and cultural institutions, etc.. Candidate Profile Must be an expert in the topic of the high-level conference. Must have a PhD or an established record in the field. Length Minimum: One week Maximum: One month Requirements Must be invited by an academic institution in Mexico to give the high-level conference. The following documents must be submitted: Application form, completed and signed, with photo Letter from the host institution in Mexico inviting the applicant to give the high-level conference(s), clearly indicating the title(s) of the conference(s) and the start and end date of his/her activities Resume (CV) in Spanish, or the original and a Spanish translation Medical certificate of good health issued by a public institution Copy of passport Benefits: Round-trip international transportation Transportation from Mexico City conference location Mexico City if the conference takes place outside of the capital. NB: The Mexican institution and the grantee to agree on the conditions of the exchange.
20 Mexican Agency for International Development Cooperation Visiting Professor Program 2014 Special Programs Program Description Grants for specialists and/or professors to give special lectures, courses, workshops, seminars, etc. in Mexican universities or research centers for a minimum of four hours a week. Candidate Profile Must come from a university or research institution and hold a PhD or have extensive teaching experience and be an expert in the subject of the lecture, course, workshop or seminar. Length Minimum: One month Maximum: Six months The following documents must be submitted: Application form, completed and signed, with photograph Letter from the host institution inviting the applicant to give a lecture, course, workshop or seminar, clearing stating the title, the audience and the start and end dates of the activities Resume (CV) in Spanish, or the original and a Spanish translation Timetable of the activities arranged with the academic institution, specifying the number of hours involved. Medical certificate of good health issued by a public institution Copy of passport 8 photographs (not digital) for a stay of over 2 months, or 2 photographs if for less than two months Benefits Host Institution The Mexican institution can offer the specialist financing in addition to that offered by the Foreign Ministry, if so required.
