3 Introduction Developing countries faces different challenges : Burden of disease, shortage of health workers, weak health information systems, limited resources, E-Health has been identified as among the solution to transform health system for the benefit of health care services Evidence based studies has shown that; clinical decision support system improve quality care Information technology systems improve efficiency and best management of health care services More quality studies are needed to confirm the contribution of telemedicine as an evidence based intervention however several studies has shown that telemedicine reduce the cost of transport avail service in remote areas, support isolated health workers via teleeducation,

ICT is being regarded as the tool for the developing of Rwanda E-learning and telemedicine have been identified as strategy to be used for education and avail remote clinical services in Rwanda e- health strategic plan Several e-health programs are on going and there is a need human resources for effective management and monitoring as well as evaluation these systems in health care sector Since 2010 Rwanda has hosted the regional E-health Center of Excellence funded by the Rockefeller foundation in collaboration with the government of Rwanda. Finding high caliber lecturers is very difficult expert from South Africa, Belgium, India and USA are consulted to participate in the teaching, learning and research program of health informatics The use of videoconference could be one of the solution to attract expert lecturers, guest Lecturers across the globe to provide latest trend of e-health systems
5 Objectives The objective of this case study is to assess student satisfaction with a teleeducation module in the health informatics Masters Program. Analysis students perception and evaluation
6 Teaching Methodology : The teaching was done via videoconference Core reading Materials, assignment presentation, exam were posted on learning management system for student access. Group work was organized 2 weeks of face to face (videoconference) and 2 weeks of off campus activities Off campus assignment were provided Summative evaluation was invigilated after scanned in a special rapid scanner sent to South Africa in one day
7 Results 88 % participants agreed that teaching via videoconference was comparable to faceto-face with regard to quality of learning experience. 82 % agreed that they would wish to follow another module teaching delivery methods. 94 % of the respondents agreed that the technical support and tutorial assistant are needed in remote training site.
8 Results cont d 88 % agreed that videoconference system should be integrated in normal teaching and learning activities. 100 % of participants have agreed that the quality of audio and audio was good.100 % participant have internet access at their workplace. 100 % participants have their personal laptops and their own modem. This type of teaching methodology has saved approximately $ 5000 per month.

12 Conclusion Tele-education is an appropriate teaching methodology and use of technology. In comparison to face-to-face teaching, students are similarly satisfied with the use of a high definition room-based videoconference in combination with a learning management system. It is recommended that institutions of higher education consider including provisions for the sharing of expert lecturers via tele-education in routine memorandums of understanding they hold with other institutions. This would be particularly helpful for institutions developing new programs where specialist knowledge is difficult to access locally.
