This implementation has been divided into various phases. Each phase includes specific functions. Phase 1 and Phase 2 have been implemented. The team is currently working on Phase 3 functions. It is the intention of the Delaware DOC to have,, and as part of the integrated EHR. Physical Therapy, Dialysis, and Lab Corp The Department uses the CIPS pharmacy software to track presciptions that are dispensed to inmates, but CIPS does not interface with the mainframe OBIS system (see # 8 below). All costs are rolled into the contracted CPI under the vendor's contract (Corizon) ADC has just started implementation of a scheduled rollout of the EHR, which began April 15, 2014, and will continue through calendar year 2014 at various sites throughout the state. Funded by State Appropriation through Budge Process; the EHR is a component of a much larger Inmate Information System which provides all of the necessary information in regards to an Inmate. The electronic system used by the Department was developed internally. Currently, the Department utilizes multiple information systems to capture, retain, and access health information, including paper charting. As the information needs have grown, the system has become antiquated requiring users to access multiple systems to gather needed information. The home grown system lacks integration with all portions of the patient s health record, ad hoc report capability, and internal and external interfaces with supporting information systems making it difficult to obtain certain aspects of information for patient care. The Department was recently funded to purchase a new Offender Management System which in part includes an Electronic Record (EHR). For fiscal year 2014/15, $5,796,000 was funded over a three year phase. Phase one is designed for the foundation of the Offender Management System and the EHR. We are in the process of implementing a comprehensive electronic health record and information exchange in Connecticut. This is funded through the Governor's IT infrastructure modernization fund. We invited nine different vendors in to conduct system demonstrations. We do anticipate submitting a budget request package within the next 12 months. We do believe we will look to toward a monthly fee for service contract arrangement rather than outright purchasing of a product.
