2 MEDIA RELEASE: In February and December 2004 major flood events caused significant damage to the Moree Plains Shire Council road network. As a result RTA issued a total amount of $20.18m for the restoration of local and regional shire roads. These allocated funds for the restoration where required to be spent by December The challenge was to find the resources to repair 625km of unsealed road with 425,000m3 of gravel, 32,000m2 of heavy patching of sealed road and 29,000m2 of sealed causeways rehabilitation. The restoration program could not be resourced from within the existing workforce that was already understaffed and committed to a significant Capital Works Program. The key to achieving these objectives was to appoint a competent Project Manager and utilising a combination of Council Staff (permanent and temporary), Consultants, Contractors and the resources of Gwydir Shire. The project was delivered on time and to budget. Community feedback has been positive with many reports of satisfaction with the program. DESCRIPTION OF THE PROJECT: In February 2004 Moree Plains Shire Council suffered $12.99m damage from flooding to its local and regional road network. The RTA issued the schedule of work in August 2004 and permanent restoration work had just commenced with an expenditure of $3.09m when a further flood in December 2004 escalated the damage by $10.28m to the roads and $0.37m to other infrastructure, with the new balance of $20.18m for road funds having to be spent by December The challenge was to find the resources to repair 625km of unsealed road with 425,000m3 of gravel, 32,000m2 of heavy patching of sealed road and 29,000m2 of sealed causeways rehabilitation. CONCEPT AND OBJECTIVE OF THE PROJECT: Restore roads to pre-flood damage condition Accurately assess the damage Provide and maintain access until permanent works could be carried out Complete the works within the allocated time frame Complete the works within budget To carry out works in a safe manner Minimise impact on the environment To ensure that works provided a long term effective repair DURATION OF THE PROJECT COMMENCEMENT AND COMPLETION DATES Commenced February 2004 with completion of December 2006 DESCRIPTION OF THE PROJECT PLANNING AND DEVELOPMENT Disaster recovery required comprehensive planning to ensure that the works could be successfully completed within the allocated timeframe and available resources. Accurately access the damage o The allocated funds Provide and maintain access until permanent works could be carried out

3 o Catered for one of the largest harvests on record in November 2005 o Priority on repairs matched to road hierarchy and school bus routes Complete the works within the allocated time frame o All scheduled gravel road works completed by June 2006 o All scheduled sealed roads completed by December 2006 Complete the works within the budget o All monies spent by December 2006 To carry out works in a safe manner o The safety records shows on LTI of ten (10) days and five (5) MTI incidents were incur o Site inductions and risk assessments carried out before crews new works o Regular toolbox meetings and OH&S Audits were undertaken on all active worksites. Minimise on the impact of the environment o Gravel extended in accordance with management plans o Regular OH&S, Quality and Environment audits undertaken on all active worksites o Staff trained to meet work procedures manual developed for compliance with RTA R2 prequalification To ensure that works provided a long term effective repair o Experienced and adequate supervision was provided to monitor quality of materials and construction techniques o Council funds supplemented natural disaster funding to value add on works undertaken (e.g. Causeways stabilised and sealed). DESCRIPTION OF HOW THE PROJECT ACHIEVED ITS OBJECTIVES The restoration program could not be resourced from within the existing workforce that was already understaffed and committed to a significant Capital Works Program. The key to achieving the objectives was appointment of a competent Project Manager and using a combination of Council Staff (permanent and temporary), Consultants, Contract and neighbour Gwydir Shire Resources. The project was delivered on time and to budget. Community feedback has been positive with many reports of satisfaction with the program. SYNOPSIS In February 2004 and December 2004 major flood events caused a total of $20.18 m damage to the Moree Plains Shire Council road network.
