6 Weastflows: Action 3 Seeks to address the implementation of Sustainable Gateway(s) and integration with regional policies with two sub actions: (1) The development of sustainable gateway systems (2) Supporting policy integration for the development of sustainable connectivity Specifically Action 3 looks at ways to use policy to improve the functionality of freight transport & logistics across North West Europe
7 What is a Sustainable Freight Gateway? A sustainable freight gateway is best understood as a city or region which features an efficient freight logistics system, that contributes both to the economic and social well-being and where there may be an impact on the environment, it is well understood or mitigated.
8 What is a Sustainable Freight Gateway? A sustainable freight gateway will have a strong governance model with cross-sectoral representation, cooperation and commitment, and where collaboration and innovation across the freight and logistics sector are evident and demonstrated.
9 What was developed to support implementation of this concept A toolkit was developed, demonstrated and tested across the Weastflows Gateways so to enable a region/ Gateway to use a more holistic approach towards improving the sustainability and functionality of its freight & logistics sector This is at concept stage at present
10 Sustainable Freight Gateway Toolkit
11 What is involved for a company/ organisation? 1. Gateway collaboration to complete the sustainable freight gateway questionnaire, through stakeholder engagement 2. Characterisation of the gateway/ region based on questionnaire findings 3. Launch new umbrella label for the gateway 4. Gain cross sectoral sign up to use & commitment to become active in change 5. Ongoing actions that can be further advanced, coordinated and implemented each year 6. Forum manage label, annual assessment of companies actions via an ISO:9001 or other quality management system 7. Demonstrate and market the benefits of this closer cooperation

14 Governance Model Managed by business for business Start at an inclusive, workable size and scale up once credibility and momentum is achieved Demonstrate the added value for industry to want to join Open innovation & collaboration to play key roles Best practice and learning core ideals Democratic.and requires champions Prepare specific governance strategy to develop best model tailored to gateway conditions
15 Reference Guide Policy integration via a Reference Guide designed to aid cities and regions to establish themselves as Sustainable Freight Gateways Description of steps that can be taken to enhance the sustainability of a Gateway/ region under the themes of: Socio-economic Governance Infrastructure & accessibility Environmental quality Guide for policy & decision makers
16 Taking a fresh approach to Gateway development A grassroots approach to implement and commit to change and action to become more sustainable and embed efficiencies at an operational level Industry represented through forum and unified through the label Knowledge and data sharing, skills upgrading are paramount to the forum s objectives If we want change we need to effect it Embed operational change now to address EU 2020 targets - reward v. penalty Delivering a tailored approach with added value Embedding an open innovation culture within a naturally competitive sector

18 Added value Enhanced positioning of Gateway to capitalise on future opportunities by working in greater co-operation & partnership Collectively react quickly to change and global trends Mobilise to lobby collectively to influence policy change Greater ability to secure capital and funding through improved collaboration
19 Added value Gateway will be more attractive for foreign direct investment (FDI) by demonstrating its on going commitment towards improving sustainability across its freight & logistics sector fitting FDI corporate social responsibility/ marketing ideals More attractive for FDI investment through greater co-operation at operational level to get product to market faster, remoteness less of an issue Clustering of freight transport sector in region - economies of scale and efficiencies
20 Demonstration of the findings in the Limerick - Shannon Gateway Enhanced stakeholder engagement in past year, with emphasis on networking and collaboration (local meetings, 2 workshops and 2 small stakeholder sessions) Marketing & governance strategy due by February 2015 to underpin brand development and framework of governance model Establishment of an active forum for the freight & logistics sector by April 2015, managed by two Chambers of Commerce (working together on first joint project) Sustainable freight strategy for Gateway due by February 2015 Gateway label launched, working with companies to gain commitment Raise awareness and support to the industry to seek CEF, HORIZON 2020 and relevant INTERREG EU funding
21 Testing of the findings in other Weastflows Gateways Enhanced stakeholder engagement in Forth Gateway (Edinburgh) with Workshop in June 2014 and further discussions with Scottish Government Gateway label and toolkit presented in Luxembourg Gateway and Nord Lille region Gateway label and toolkit presented to Peel Ports, Liverpool
