3 Message from the Chief In Partnership with Our Youth to Achieve Academic and Career Excellence The Criminal Justice Academies are career technical education programs designed to prepare students for both college and careers. While we would like to develop as many future leaders in law enforcement as possible, it is not the end goal. The end goal is raise the graduation and college attendance rates of at-risk students. We have been very successful in this endeavor. Our first partnership began in 1990 at John F. Kennedy High School with 12 students in the Criminal Justice Magnet Academy Program. The great success of the Program led us to expand our partnerships first to include Hiram Johnson and Grant Union High Schools, and then C.K. McClatchy High School. Today we have over 500 students enrolled in the four criminal justice academies within the city of Sacramento. The continued success of the Academies would not be possible without the generous financial support of the Sacramento Police Foundation. The Police Foundation helps to fund many extra services for the students such as college mentoring, SAT preparation courses, leadership camp, competitions, and college scholarships. These career technical education programs are an evidence-based way to successfully intervene in the lives of at-risk youth so we can get them to their high school graduation and on to college. 4 Message from the Police Foundation Dedicated to Helping Youth Achieve Excellence The Sacramento Police Foundation s mission is to inspire innovative community partnerships that provide resources to the Sacramento Police Department which enhance neighborhood safety, support youth programs, and ensure the well-being of Department members and their families. The Foundation board is dedicated to helping our youth strive for academic and career excellence. Through the board of trustee s financial efforts, we are able to support the Criminal Justice Academy with college scholarships, life coaching skills, college mentorships, SAT preparation, team building opportunities and career readiness. The Academy serves as the catalyst for our youth to become successful and productive members of our community. This unique program focuses on instilling in our students a strong sense of pride, honor and civic responsibility. The Academy serves as the cornerstone of these principles that motivates us toward achieving our goals. We pride ourselves on knowing that the 500-plus Academy students now enrolled in Kennedy, McClatchy, Johnson, and Grant High Schools are receiving one of the best educational experiences offered in the state of California. 5 Mission & Program Overview The Mission of the Criminal Justice Academy is to strive through teamwork, to promote higher academic achievement, develop marketable career skills, encourage continued education, and enhance the quality of life in our community. The Academy Model The Criminal Justice Academies are funded by grants to the schools from the California Department of Education under its California Partnership Academies (CPA) model. The CPAs represent a high school reform movement that is focused on smaller learning communities with a career theme. The CPA model is structured as a school-within-aschool that combines academic and career technical education (CTE) courses framed around a career theme intended to prepare high school students for both college and careers. The Department of Education mandates that at least 50% of students enrolled in an Academy must be at-risk. 2012/ Enrollment Male Female TOTAL Grant Johnson Kennedy McClatchy TOTAL / Enrollment Male Female TOTAL Grant Johnson Kennedy McClatchy TOTAL Student Events Academy students are provided many opportunities to participate in specialized events to increase their skills and reward them for their hard work, including: Career Day - to learn job research skills College Fairs CSI Sacramento - an event replicating the real-world experiences of police officers and forensic investigators Quiz Bowl - a battle of wits in a game to test students knowledge in a variety of areas from the Penal Code to the U.S. Constitution Law Ball - a fun evening where students from all four academies gather for dinner and dancing All-Academy Challenge - teams from all four academies compete in team building events SAT Prep Workshop - a free 12-hour class on unique strategies for obtaining high SAT scores Program Requirements The Criminal Justice Academies have used the CPA model of cohort scheduling to create a family-like atmosphere at each school, and they have developed partnerships with employers and the community to provide work-based learning. Most students begin the Academy their freshmen year, however, some join later. The program is a paramilitary type of academy modeled after the Sacramento Police Department s Police Academy. Participants are expected to do the following: Maintain a 2.0 GPA Maintain an 80% attendance rate Volunteer 50 hours of public service a year Earn 90% of their credit requirements to qualify for graduation Wear uniforms once a week and undergo uniform inspection Participate in physical training where they learn to march in formation and move as a team 5
6 Leadership Development Students who enter the Academy agree to uphold higher academic requirements, technical skills, and citizenship standards than those of non-academy students. Leadership Development Criminal Justice Academy cadets can promote to ranking leadership positions such as Commanders, Captains, Lieutenants, Sergeants, and Corporals, allowing them to learn the complex nature of leadership. The Sacramento Police Foundation also sponsors an annual summer Leadership Camp where the ranking officer cadets are put through a leadership development program. Organizational Management Rank officers are assigned to supervise and manage areas of responsibility overseeing three specific organizational units. Office of Administrative Services - responsible for classroom management, facility maintenance, discipline, and equipment and uniform inspections. Office of Public Service - responsible for coordinating community service projects as well as promoting Academy activities through the use of a media relations team. Office of Academy Services - responsible for building esprit de corps through the implementation of social-based events, and helps cadets with educational and emotional support needs. Community Service Each cadet is required to perform at least 50 hours of community service per year, an essential component toward building character and developing job skills. Academy students have performed over 42,000 hours of community service during the two school years of this report. They work at major events including the California International Marathon, the Amgen bicycle race, Power Inn Alliance Picnic at the Park, Crime Alert Crab Feed, and numerous others. 7 Graduation & Higher Learning Higher Learning During the past year, the combined graduation rate of all four Academies far surpassed the state graduation rate of 80%. (See below.) The success of the program relies on the dedication and hard work of each Academy s officers, teachers, parents, students and program sponsors. Preparatory programs help students succeed. The Criminal Justice Academy continues to be one of the most successful career technical education programs in the state. College Mentorship Program Begun in January 2012, every Academy student receives mentoring in college and scholarship application processes one time per month during the school year. 8 Scholarships The Sacramento Police Foundation has awarded over $99,000 to Academy students since The Sacramento Police Foundation takes pride in providing college assistance to cadets exhibiting great character throughout the academy. Since 2008, the Sacramento Police Foundation has awarded over $99,000 in total scholarships to Academy cadets. Cadets are required to write an essay and participate in an oral interview process. Winners are selected based on character, leadership, maturity, and presentation skills.
