2 1) INTRODUCTION 1.1 Purpose Volume II of the Emergency Medical Services Communications Plan (EMSCP) has been developed by the State of Florida, Department of Management Services (DMS), formerly The State Technology Office, as an operational field manual to be carried as standard equipment on all transport permitted vehicles within the State. It is designed to contain information useful for day-to-day operations, as well as to provide the data necessary to enable radio communications during transport operations in unfamiliar areas, including neighboring counties in Georgia and Alabama. The Department of Management Services invites suggestions regarding the contents of both Volume I and Volume II of the plan. Please submit recommendations and corrections for the EMS Communications Plan to the Health and Medical Communications section. Telephone (850) , SUNCOM (850) , or by mail to: State of Florida Department of Management Services Building 4030, Suite 180R Tallahassee, Florida Summary Section 2.0 OPERATIONAL INFORMATION contains best practice information for correct operation of communications equipment including operating protocol and technical considerations. Section 3.0 EMS FREQUENCY ALLOCATIONS contains an alphabetical listing by county of all radio frequencies for EMS operations within the State, as well as Hospital Emergency Department addresses and telephone information. Radio dial codes are shown for those counties using selective addressing for radio communications with hospitals. The city and telephone number of each provider is listed. The air ambulance providers are listed separately, showing contact information, frequency allocation, and latitude/ longitude coordinates. Section 4.0 INTERSTATE ALLOCATIONS gives a general description of the EMS communications systems in adjacent counties of both Georgia and Alabama, as well as the address, telephone, radio frequency, and selective address dial code of each hospital in those counties. Section 5.0 HOSPITAL LATITUDE/ LONGITUDE COORDINATES gives a listing of general latitude/longitude coordinates as provided by the EMS providers. Section 6.0 STATEWIDE INTERSERVICE/ MUTUAL AID FREQUENCIES This section lists the channel usage, eligibility, primary use, and statewide mutual-aid frequencies available for utilization in Florida. 3 2) OPERATIONAL INFORMATION 2.1 Operating Practices In the course of providing emergency health care to the public, many of the individual participants practicing in the EMS system are required to communicate with one another via two-way radio communications. Good operator practice is essential to the effectiveness and efficiency of any public safety communications system. For EMS, good radio practice followed by an EMT, paramedic, dispatcher, physician, nurse or other emergency department personnel relates directly to a reduction in response time which in turn saves lives, reduces further injuries and minimizes suffering Equipment Familiarization The first step in proper communications techniques is a familiarization with the radio equipment to be used by the operator. There are many different brands and types of radio equipment items that EMS personnel will encounter in their work and manufacturers are continually introducing new products that will always present new educational challenges. As a minimum, communications systems are comprised of mobile and/or portable radios, base/repeater stations and various radio-controlled devices. Additionally, they may include more complex aspects such as telemetry, satellite receiver voting systems, vehicular repeaters, trunked operations and data. EMS personnel should be sufficiently trained in the correct operation of all equipment used for communications. Personnel should fully investigate equipment features in order to maximize the extent to which their equipment can assist in delivery of emergency services. Operators are encouraged to ask questions of their communications technicians, manufacturer s representatives or the Department of Management Services to ensure understanding Communications Skills The objective of radio communications in EMS is to convey information in a concise and accurate manner. The communications skills exhibited by operator personnel can have a positive influence on the outcome of a particular event. A. Operating Protocol In most EMS services there is generally some agreed-upon protocol (written or unwritten) for the purpose of governing radio communications. If unwritten, such procedures are defined by tradition. No attempt is made here to establish a particular mode of operation, however, certain key points are highlighted for the benefit of operator personnel Follow standard protocol established by the EMS service. It may address the manner in which calls are to be placed from one unit of the service to another, and govern the manner in which messages are formatted. Maintain channel discipline. Courtesy and respect for the communications of others sharing the radio channel go a long way in preserving order, especially in congested geographic areas with much radio traffic. Monitor the channel before transmitting to prevent interference to other users. Think ahead and keep transmissions short and to the point to maximize airtime.

4 Practice verbal communications skills. Speak distinctly, at a moderate rate, and directly into the microphone or handset to maximize intelligibility. Keeping the microphone close to the mouth overcomes background noise and permits the operator to speak in a normal tone of voice. Shouting should be avoided as it can result in audio distortion and therefore prevent intelligible transmission. Use plain language to describe a particular condition or event. Individuals under stress may find it easier to relate clear and simple descriptions. B. Technical Considerations Key your transmitter for at least one second before engaging in speech. The complexities in communications system design often introduce delay in the time it takes to turn on the various components comprising the system. Transmitters take time to come up to full power output, tone squelch decoding equipment requires time to open receivers and receiver voting systems take time to select the best receiver. While these events generally are accomplished in less than one second, there are many voice transmissions that could be missed in their entirety if the operator did not delay slightly before beginning his/her voice message. Pausing one second after depressing the pushto-talk button on the microphone or headset is sufficient in most cases to prevent missed words or responses. Keep loudspeaker clear of clutter. Papers or other materials covering or obstructing loudspeakers can diminish receiver audio and alter intelligibility. Avoid turning receiver volume too low. A low setting may fail to attract the operator s attention to an incoming call

5 3) EMS FREQUENCY ALLOCATIONS 3.1 General The following tables of radio channel allocations and organizational data for EMS communications within Florida has been incorporated into an automated database to be maintained over time for future revisions. As with any database of this size, errors and omissions are bound to occur. The Department of Management Services requests all organizations to review the data applicable to them, and to advise DMS as to any changes or additions. 3.2 Introduction to Allocation Table The following tables are organized alphabetically by county. Within each county is a listing of UHF radio channel information, followed by information about Emergency Department facilities, and EMS Providers Radio Channel Information Radio channel information is shown by channel use description, by continuous tonecontrolled squelch (CTCSS), frequency (in Hertz), and by base-transmit and base-receive frequency (in MHz or MED channel number). A. B. CTCSS Frequencies Continuous Tone-Controlled Squelch Systems (CTCSS) provide a reduction of nuisance interference in FM radio systems by incorporating a sub-audible tone onto the carrier frequency such that only a similarly keyed radio receiver will open its squelch circuit to receive the transmission. Although CTCSS by itself cannot prevent undesired "FM capture" from occurring due to nearby simultaneous co-channel transmissions, systems equipped with CTCSS will eliminate most interference from distant sources. CTCSS frequencies are designated by the Telecommunications/Electronic Industries Association (TIA/EIA) in TIA/EIA Standard 603. The following table is a portion of those CTCSS frequencies above 90 Hz and below 211 Hz, which are approved for EMS radio communications in Florida. Since there is an abbreviated code scheme for these frequencies common to systems supplied by Motorola Communications & Electronics Inc., the Motorola code designations of these CTCSS frequencies are shown. Similarly, the Wolfsberg (WOLF) codes are also shown. Insofar as possible, CTCSS tones within a local geographic area should be exclusively from either Group A or Group B to avoid false sensing due to adjacent tone frequencies

EMS channel usage shown for Emergency Departments is current as of July Specific Emergency Department MED channel allotments have been assigned by The Department of Management Services to each Emergency Department facility and are shown beside each facility under the column titled Med Channel Assignment EMS Provider Information Within each County, EMS providers are listed alphabetically showing the telephone number of each provider. Telephone numbers are current as of July Statewide DTMF Addresses Each county has been assigned a primary DTMF address for use in the MED 8 Statewide Medical Coordination (SMC) system. The DTMF address is listed with the name of each county. This list was derived from an alphabetical list of Florida counties
