5 EXECUTIVE SUMMARY The Georgia Biennial Hazardous Waste Report contains information on the amounts of hazardous waste generated, treated, managed, disposed of, or shipped by Georgia hazardous waste handlers for calendar year The information in this report is based on self-reporting by industry Data Summary Four hundred and thirty-six Georgia industries generated 7,130,755 tons of hazardous waste in This is a decrease of 7,325,825 tons from Approximately 87% of the waste (6,303,570 tons) was produced by the top eleven generators. Generators in ten counties produced 6,608,839 tons, or 93% of the waste generated in the state. Richmond was the top waste-generating county with 2,794,022 tons. Five industries generated 93% of the waste. The Chemicals and Allied Products industry generated the highest amount of waste. Five waste codes, DO1 8, MOMX (mixtures across waste categories), FOMX, (mixtures of "F" wastes), D002, and DO03 make up 85% of the waste generated. 154,464 tons of hazardous waste was shipped off-site in Twenty-three Georgia facilities received 47,558 tons of waste from off-site; the top five facilities received 37,253 tons, or 78%. Waste was generated on-site and managed on-site or received from off-site and managed by 142 facilities; the amount of waste managed was 7,937,728 tons. Hazardous wastewaters and sludges treatment was 7,277,179 tons, or 92% of the waste managed. Georgia facilities exported waste to 30 states and foreign countries; Georgia facilities received waste from 46 states and foreign countries. Of the 426 facilities filing Hazardous Waste Reduction Plans, 350 have set shortterm numerical goals for waste reduction; 341 have set long-term numerical goals for waste reduction; 234 reported recycling wastes; 177 reported eliminating waste through process changes; 139 reported elimination through raw material changes; and 135 reported elimination through equipment changes. Impediments to waste reduction were identified by 106 facilities. 1

INTRODUCTION The 1993 Georgia Biennial Hazardous Waste Report contains information on the amounts of hazardous waste generated, treated, managed, disposed of, and shipped by Georgia hazardous waste handlers for calendar year The report is a compilation of forms submitted by 442 Georgia facilities which generated and/or managed large quantities of hazardous waste. Information in this report is based on self-reporting by industry..- The data presented in this report is only a partial extract of the total information available. The entire body of data comprising the Biennial Report can be obtained in an electronic format from the Georgia Environmental Protection Division (EPD). The Requirement to Report The U.S. Environmental Protection Agency (EPA) has authorized EPD to regulate hazardous waste in Georgia in its stead. Georgia industries, government facilities, municipalities, commercial hazardous waste operations, and individuals who generated or managed hazardous wastes are regulated by the Georgia Hazardous Waste Management Act (Act) and the Georgia Rules for Hazardous Waste Management (Rules). One of the requirements of the Act and the Rules is the collection of data regarding the creation and movement of hazardous wastes in the State. Section of the Rules incorporates by reference that portion of the Federal rules which requires submittal of a periodic report by each generator of waste generated and managed. Georgia requires this report to be submitted in even-numbered years for the previous odd-numbered year's activities. EPD has again used EPAs reporting form NB (revised 8-93) to collect the information. In general terms, persons who generated in any calendar month over 2.2 pounds of acute hazardous waste, as defined in the "PI' list of 40 CFR (e), or over 2,200 pounds of any other hazardous waste are considered "large quantity generators." These large quantity generators must complete and submit the Biennial Report. Additionally, all facilities which receive hazardous waste from other generators are required to report such receipt regardless of the quantity received or whether they generated any hazardous waste themselves. Of the 442 facilities contained in this report, 436 generated large quantities of hazardous waste and six facilities did not generate waste themselves in 1993 but either received waste from off-site or managed waste generated on-site in a previous year. Copies of the report forms and instructions are available on request from the Hazardous Waste Management Branch. 2

7 II. WASTE GENERATION A. Generation Trends Four hundred and thirty-six Georgia industries generated 7,130,755 tons of hazardous waste in Wastewater generation is included in the total. Some reporters make confidentiality claims for the information contained in the ir Biennial Reports. Consistent with RCRA Confidential Business Information (CBI) regulations, information from these handlers is excluded from all publicly published data. This is a decrease of 7,325,825 tons from Table A-1 in the Appendix is an alphabetical summary of the hazardous waste activities of all 442 facilities that submitted a Biennial Report. This summary table includes data on 1993 generation, tons received from off-site, tons shipped off-site and tons managed. Table A-2 is a generation report sorted by Facility EPA ID Number. Figure 1, below, depicts the waste generation trend over the last three reporting periods (during the use of EPA's Form NB). Figure WASTE GENERATION TRENDS I V YEAR OF GENERATION B. Hazardous Waste Generation By Waste Code Table A-5 lists waste generated by waste code. Included in the table are subtotals for each waste "category". When a facility reported a waste stream designated by a single waste code, the amount of waste generated was assigned to that waste code. In the event a waste stream was designated by two or more waste codes, it was assigned a single "mixture" code. For example, if a waste stream exhibits the characteristic of ignitability, EPA Waste Code D001, and the characteristic of corrosivity, EPA Waste Code D002, the resulting mixture is designated as DOMX, a "mixture" of "D" wastes; a waste stream listed for nonhalogenated solvents, F003, and which is ignitable, DO01, is designated as MOMX, a mixture of multiple waste types. Five waste codes, D018, MOMX (mixtures across waste categories), FOMX (mixtures of 'IF" wastes), D002, and DO03 make up 85% of the waste generated. Figure 4 illustrates these top five waste codes in tons. Figure 4. Hazardous Waste Generation By Industry The Standard Industrial Classification (SIC) code system is one method of showing waste generation by industry. Five industry categories generated 93% of the waste (see Figure 6 below) in Figure 6. HAZARDOUS WASTE RECEIVED FROM OFF-SITE GENERATORS All facilities which received RCRA hazardous waste from other generators during 1993 were required to report the quantities and characteristics of each waste and how they managed each hazardous waste received from an off-site source (even if the source is considered a small quantity generator or a conditionally exempt generator). As has been the case in previous reporting years, not all of the facilities which receive waste from offsite are "commercial handlers". For example, manufacturers whose products become hazardous waste when disposed of are obligated to declare as hazardous waste any virgin product which is returned as unusable by a customer. Twenty-three Georgia facilities received 47,558 tons of waste from off-site in 1993; the top five facilities received 37,253 tons, or 78%. Figure 7, below, lists the top five facilities. HAZARDOUS WASTE MANAGEMENT Waste was generated and managed on-site or received from off-site and managed by 142 facilities; the total amount of waste managed in 1993 was 7,937,728 tons. This figure includes exempt hazardous wastewaters and contaminated groundwater from sites undergoing corrective action; however, the contaminated groundwater is not included in the generation section of this report because of the way the facilities were instructed to report this particular "waste". Table A-8 lists the 142 facilities managing wastes on-site by descending amount. As shown in Figure'8, below, the top five managers handled 68% of the waste managed on-site in Georgia. 7

HAZARDOUSWASTEREDUCTIONPLANS The Hazardous Waste Management Act was amended in 1990 to require large quantity generators of hazardous waste to develop and to submit hazardous waste reduction plans by March 1, 1992 and biennially thereafter. During the fall of 1991, EPD developed an instruction manual and forms to serve as a guide to the completion of this requirement. Thus, for the first time in 1991, facilities were required to complete and submit Hazardous Waste Reduction Plans providing detailed outlines of on-site and corporation-wide waste reduction efforts. The plans were to include detailed descriptions of a company's manufacturing and waste generation processes, lists of raw materials, environmental policy and corporate commitment to waste reduction, and other information. For 1994, facilities that submitted a plan in 1992 were required to submit a progress report and/or amendments to their initial plans. Those facilities that did not file a 1992 report, were to complete an entire waste reduction plan. Although most of the information in the plans is of a descriptive, narrative, and illustrative nature, some qualitative and quantitative analyses of the information is possible. Table A- 12 summarizes alphabetically by facility name data regarding specific items contained in the plans. Copies of the reporting forms can be obtained from EPD.
