1 Office of the Provost New Degree or Credit-Bearing Certificate Proposal Form Proposed New Degree: Academic Components Title of Degree or Credit-Bearing Certificate (e.g., Bachelor of Arts in History): Master of Science in Computer Science with Specialization in Data Centric Computing 1. Please provide the name, title, address, and phone number of the primary contact person for this academic program: Mark Crovella, Professor and Chair, Please briefly describe the proposed new degree: This new degree will consist of a program of study at the level of our current Master s degree in Computer Science, with the additional requirement that students focus their electives in areas related to data-centric computing. 3. Please provide a rationale for the proposed new degree: Computation over large amounts of data has become increasingly important in the past decade and is expected to become even more prevalent in the coming years. As a result there is considerable and growing demand for Computer Scientists specifically trained in methods for extracting knowledge from large data sets, and with the ability to develop computing systems and software that support that process. The Computer Science department has existing strength in data centric computing, with a number of faculty members doing research related to data, many of whom are also actively involved in Data Science in industry. Furthermore, the Computer Science department has established a program of MS degrees with specialization (the first of which is the MS with Specialization in Cybersecurity). Hence, we propose to offer a new MS specialization that 1

2 leverages the strengths of the department and responds to the needs of our students and industry. The MS with specialization in Data Centric Computing will involve faculty from the CS department with expertise in aspects of data (George Kollios, Evimaria Terzi, John Byers, Stan Sclaroff, and Mark Crovella) but will also have the potential to involve faculty members that work on areas related to Data Science from the CS department, the College of Arts and Sciences, and other colleges in the University. Similar to our existing MS specialization in Cybersecurity, we propose that students who complete the MS specialization receive a diploma that indicates this specialization, e.g. Master of Science in Computer Science with Specialization in Data Centric Computing. 4. Please describe how the proposed new degree advances the Strategic Plans of the department, school/college, and University: With specific respect to Recruiting great Boston University students, this new Computer Science degree is a more relevant and focused program of study than the generic MS degree in Computer Science. We expect that strong prospective students will compare it favorably with programs elsewhere and so, be more likely to apply and to attend BU. At the University level, a distinct commitment has been made to computer and mathematical sciences in the form of the new building planned for Commonwealth Avenue. Our proposal seeks to modernize the CS curriculum at a time when the University and College are investing in the program. The University has made innovative STEM education a priority, including a commitment to diversity among STEM students, which our proposal is designed to enable. 5. Please list the program requirements for the proposed new degree (denote new courses in bold print): Similar to our other MS specialization, this MS specialization has the same course requirements (8 graduate courses, 32 credits) and core breadth course requirements as the MS in Computer Science. In particular, master s candidates are required to complete at least five courses from the list of designated breadth (core) courses shown in the department graduate bulletin at Among the grades received for the five core courses, the number of grades of B must not be greater than the number of grades of B+ or higher. The three remaining non-core (elective) courses are determined in consultation with, and approved by, the student s faculty advisor. No grade lower than B may be used for graduate credit. The breadth courses in the Masters curriculum are divided into four areas: Theory, Systems, Software, and Applications. At least one course must be taken in each subject area. Here is the 2

Students in the MS with specialization in data centric computing have the following additional requirements: i. at least two of their eight courses must come from list A below of core CS data courses; ii. at least three of their eight courses must come from list B below of CS data-related courses; and iii. up to two of their eight courses may come from list C of elective non-cas/cs datarelated graduate courses, taught in another graduate program at BU and approved by the faculty advisor. List A: core CS data courses CAS CS 542: Machine Learning, CAS CS 562: Advanced Databases, CAS CS 565: Data Mining, and CAS CS 660: Graduate Databases. 1 List B: CS data related courses All list-a courses plus CAS CS 530: Algorithms, CAS CS 591: Electronic Commerce, 2 and CAS CS 592: Algorithmic Techniques for Large Problems. 3 List C: elective non-cas CS data-related graduate courses This list will be updated each semester in consultation with other affiliated programs and faculty and can be found on the departmental graduate web page. 4 Initial List-C courses include: 1 This list may increase in size by one or more courses that are being developed currently. An example is a course in Large Scale Data Analytics that is in the process of development. 2 This course is under development by John Byers and will be a course on Electronic Commerce. A version of this course was offered in Fall 2012 as CAS CS 591/791: Electronic Commerce. 3 This course is also under development by Evimaria Terzi and Steve Homer and was offered for the first time in Summer 2014 under the name: Algorithmic Techniques for Large Problems. 4 3

A sample student program is provided below. Language Requirement: The department does not have a foreign language requirement. 6. Please list program learning outcomes: Students graduating with an MS in Computer Science are expected to: 1. Possess a broad mastery of in-depth knowledge of Computer Science, across theory, software, systems, and applications. 2. Demonstrate mastery of data centric computing encompassing both algorithmic and applied aspects. 7. For master s or professional doctorate degrees, please describe what this program prepares students for after they have graduated: This is a professional master s degree that prepares students to work across the spectrum of computer science employment possibilities. Further, it specifically equips students to work in the rapidly growing fields related to data analysis. Such positions are often termed data scientists and good candidates for those positions are currently in extremely high demand in industry. 8. Please describe how the proposed new degree relates to existing programs at the University: The proposed degree is targeted at students who already have a Bachelor s degree in Computer Science, and are seeking to deepen it with special emphasis on data centric computing. Thus, this degree is quite different and distinct from a degree in Data Science, which is understood as a discipline that spans Computer Science, Statistics, and disciplinary specializations. Hence 4

5 there are distinctly different goals and populations served by this program as compared to an MS in Data Science. The proposed degree includes some topics shared with Master of Science in Computer Information Systems concentration in Database Management & Business Intelligence offered by the Computer Science Department of Metropolitan College. However, the two programs target different student populations. In particular, the MET program is an evening continuing education program and targets mostly working professionals. Our CAS master s program is a day program that mostly attracts full-time students and is very selective in its admission process. We in fact consider our master s program as a gateway for exceptional master s students to join our PhD program. The Math and Statistics department has recently initiated a new Master s degree with title Master of Science in Statistical Practice. This degree (approved in Spring 2014 and launching in January 2015) focuses on the art of statistical practice, whereas the proposed CS degree will focus on algorithmic and computational aspects of modeling, querying, and analyzing large amounts of data. We are not aware of other MS programs with specialization in related areas at BU. However, there are number of faculty members in CAS as well as in other colleges that offer courses related to data science that our proposed degree will leverage. 9. Please place the proposed program in the context of comparable programs at peer institutions: The peers identified in the Department of Computer Science Strategic Plan all offer the Master of Science in Computer Science, and all emphasize special tracks/concentrations. These peers are: Brown University (uses Sc.M. designation), New York University, University of Rochester, Johns Hopkins University (uses MSE designation), University of Chicago, Northeastern University, University of Southern California, and the State University of New York at Stony Brook. In addition, a large number of universities offer or are starting to offer Master of Science in Data Science and related areas. Examples include: MIT, UC Berkeley, CMU, Columbia, and Stanford 5. Because the current proposal is not to create an MS degree in data science per se, but rather a MS degree in Computer Science with specialization, we are not using the term data science in the degree title. 5 For a partial list, see: 5

Please list the program s faculty: The MS with specialization in Data Centric Computing will involve faculty from the CS department with expertise in aspects of Data Science (George Kollios, Evimaria Terzi, John Byers, Stan Sclaroff, and Mark Crovella) but will also have the potential to involve faculty members that work on areas related to Data Science from the CS department, the College of Arts and Sciences, and other colleges in the University. 11. Please provide an administrative plan for the proposed new degree: This degree will be administered in parallel with our existing degrees: MS in CS, and MS in CS with specialization in Cyber Security. The same staff that administers those degrees will also handle this degree. 12. Please provide an advising plan for the proposed new degree: The requirement structure of this degree follows fairly closely that of the MS with specialization in Cyber Security, which we already have in place. Hence advising guidelines for this new degree are quite similar and essentially already understood by our faculty. 13. For a proposed graduate program, please provide the admissions standards involved: Admissions to this program will use the same standards as our existing MS degree. 14. Please document any implications that the formation of the proposed new degree has on professional accreditation or licensure at the program or school/college level: None to our knowledge. 15. Please provide the bulletin copy (exactly as it will appear) for the proposed new degree including program goals/outcomes: The ability to answer urgent and novel questions using large datasets has become increasingly important in the past decade and is expected to become even more prevalent in the coming years. As a result there is considerable and growing demand for Computer Scientists specifically trained in methods for extracting knowledge from large data sets, and with the ability to develop computing systems and software that support that process. To meet that need, we offer our master s students the opportunity to specialize in data-centric computing. The specialization incorporates intensive study across a spectrum of related areas, including machine learning, databases, data mining, algorithms, and systems, in an eight-course program. The computer science (CS) program at Boston University is geared toward students with a CS undergraduate degree, but we also welcome those with equivalent computer training 6

7 and experience, as well as students with gaps in their CS background but strong academic records overall. Course Requirements The Master of Science (MS) specialization in data centric computing has the same course requirements, eight graduate courses (32 credits), and core breadth course requirements as the MS in Computer Science. In particular, master s candidates are required to complete at least five courses from the list of designated breadth (core) courses shown in the department graduate bulletin at Five designated breadth courses, including at least one course in each of the following areas: Theory Systems Software Applications At least two core CS data courses At least three CS data-related courses Up to two elective non-cas/cs data-related graduate courses, taught in another graduate program at BU and approved by the faculty advisor. A CS course can be used toward satisfying multiple requirements. For example, CAS CS 542: Machine Learning can be used to satisfy both the applications breadth course requirement and the core CS data requirement, or CAS CS 530: Advanced Algorithms can be used to satisfy both the theory breadth course requirement and the CS data-related course requirement. 9 Initial enrollment will depend on demand. Since introducing our Specialization in Cyber Security two years ago, we have seen a steady growth in the program to about 5 students per year currently. We expect both that and this program to expand well beyond that as potential students become aware of the program s existence. 20. Please submit a complete budget for the new program or credit-bearing certificate, using the appropriate budget template. No new budgeting is needed. NOTE: The Library Impact Statement is required for the review of a new degree program. Proposers should contact the Library as early in the proposal development process as possible. 9

It is a natural extension of your program, and would help awract students interested in the specializauon. We will likely have a concentrauon area in our masters of science that focuses on informauon and data science. Our focus, given the preparauon of our students, would have less of a networks/so[ware perspecuve, but would have more of an opumizauon/algorithms/stausucs perspecuve. However, courses that are a core part of your applicauons track, such as data mining and machine learning, would also be useful for our students. On our part, we will be teaching courses on pawern recogniuon and machine learning, as well as advanced stausucal inference that may also become part of your applicauons track. Many people describe the field of data science using a Venn diagram with three overlapping disks: one for Computer Science, one for Sta5s5cs, and one for Domain (business, engineering, medical, scien5fic, social science,...) Exper5se. For us, true data science occurs in the middle of the Venn diagram, in the overlap of all three disks. Advances in the field can be mo5vated by people working in any of the three disks, and advances in any one area usually drive advances in the others, as well. As captured by the 5tle of the specializa5on and by the stated ra5onale for the program, this proposed specializa5on emphasizes one component of this Venn diagram, namely the methods from Computer Science that are useful in data science. We are happy to support this proposal, and we understand that the crea5on of this specializa5on is complementary to the proposal for a full- fledged, mul5- disciplinary Program in Data Science - - and a planned Masters degree associated to it- - that is currently being dra[ed jointly by our two departments with sustan5al input from many other data scien5sts around the University. COMMENTS: Computation involving large data sets is a very fast developing area with enormous potential across various fields of science. Thus, there is an ever increasing demand for computer professionals with adequate education in methods of mining data from large data sets. The ability to develop computing systems and software that support this process is a part of this education. The CS department has several faculty members who do research in the field of large data sets so it is well qualified for offering a concentration in data centric computing. The program will also use courses developed and taught by faculty at ENG, GSM, GRS and MET.
