2 INTRODUCTION THE PURPOSE OF THE COMMISSIONING (CX) PLAN This Commissioning (Cx) Plan describes the commissioning process for the Columbine High School renovation project located in Littleton, Colorado. This living document provides a high-level overview of the commissioning process, scope summary, and it identifies the various roles and respective responsibilities of those that will participate in the commissioning process. The end goal of the and the execution thereof is to ensure the systems are designed, installed, started, tested, and documented to meet both the owner s requirements and the specifications of the project. The contains the following sections: Introduction Purpose of the Project Description Systems to be Commissioned Commissioning Schedule Terminology Commissioning Overview Parties Involved Design Phase Construction Phase Acceptance Phase Close-Out/Transition Phase Operation & Maintenance (O&M) Phase Deliverables Responsibilities PROJECT DESCRIPTION The project includes a complete DDC replacement of the pneumatic controls system. The following valves will be replaced: all terminal unit re-heat valves (190), heating and cooling valves on the existing RTUs (10), new RTUs (7), and the cooling tower sump fill and drain valves (2). The existing valves are pneumatic controlled and will be replaced with direct digital controlled (DDC) valves. The project also includes the replacement and installation of (6) cooling only RTUs, (1) make-up air unit, (4) boilers, (2) heating hot water pumps. SYSTEMS TO BE COMMISSIONED The commissioning process for this project will include the following systems: Control Valve Replacement o Installation Verificaiton Rooftop Units o Submittal Review o Start-up Witnessing 2

4 TERMINOLOGY Below is a list of common terminology and abbreviations used throughout this document. 5 Commissioning Overview DESCRIPTION Commissioning is the systematic process of ensuring that all building systems included in the scope perform interactively according to the design intent, BOD, and the Owner s operational needs. Generally, the CxA is involved in the process from design through post-construction. The CxA partners with the Owner, A/E firm(s), Contractors, and Owner s Facility Staff throughout the process to identify the operating requirements, verify system functionality & documentation, and assist with the transition of the facility to steady-state operations. Below is a high-level flowchart of the commissioning process, which is followed by a description of each phase. DESIGN PHASE Review Design Set Provide Cx Specs Review CD Set CONSTRUCTION PHASE Submit Cx Plan Review Construction Submittals and SOO Cx Kickoff Meeting Site Visits & Meetings Distribute Pre- /Start-Up Tests Submit Cx Tests for Review Maintain Observation Log ACCEPTANCE PHASE Review Pre-Start Tests Coordinate Start-Up Tests Review & Verify TAB PTP Verification Conduct FPTs CLOSE-OUT/TRANSITION PHASE Review O&M Manuals Verify Training Resolve Observation Log Deliver Cx Report 5
6 DESIGN PHASE The Design Phase spans from pre-design through the generation of construction documents. In the Design Phase, the Cx steps are as follows: Review Design Set The A/E provides the CxA a design development set for review. The CxA reviews the design set for inconsistencies, misses, and opportunities for improvement. The CxA documents their comments and provides them to the A/E for incorporation into the design set. Provide Cx Specs The CxA provides Commissioning Specifications to the A/E to include in the Construction Document (CD) set. The CxA caters the specifications as necessary to the project. Review CD Set The A/E provides a Construction Document (CD) set that is near 100% complete to the CxA for review. The CxA reviews the set to verify previous comments have been addressed and to identify any further misses or opportunities. The CxA documents their comments and provides them to the A/E for incorporation into the construction set. CONSTRUCTION PHASE The Construction Phase spans from construction inception through system installation. In the Construction Phase, the CxA is involved through meetings and site visits. The CxA performs the following steps: Submit Cx Plan Based on the construction documents and Cx contract, the CxA develops the Cx Plan and submits it to the Owner and A/E for review. The CxA incorporates the feedback and submits the revised draft. The CxA maintains and updates the Cx Plan as necessary throughout the Cx process. Review Construction Submittals and Sequence of Operations (SOO) The CxA reviews the submittals and SOO which pertain to the Cx scope to confirm the systems/equipment meet the Owner s requirements and goals. The CxA documents their feedback and provides it to the A/E and/or Contractor as necessary. Cx Kickoff Meeting The CxA coordinates a Cx Kickoff Meeting with the Owner, A/E, and contractors to communicate the Cx process, their responsibilities, and overall expectations. Site Visits & Meetings The CxA will conduct site visits and attend project meetings as necessary to stay apprised of project status and to identify issues; such issues will be identified and communicated via the Observation Log. The CxA s presence will gradually increase as the project nears the Acceptance Phase. Distribute Pre-/Start-Up Tests The contractor distributes the Pre-Start and Start-up Tests to the CxA. Contractors should not start equipment without coordinating with the CxA; contractor shall give 7 days notice to CxA of equipment s readiness. Submit Cx Tests for Review The CxA develops the Functional Performance Tests and provides them to the A/E and Contractor for review. The CxA incorporates feedback as necessary. Maintain Observation Log The CxA will document identified issues from site visits and tests in the Observation Log. The CxA will communicate such issues as needed to the Owner, A/E, and/or Contractor. The CxA will maintain and update the log throughout the project and will submit a final log as part of the Cx Report. 6
7 ACCEPTANCE PHASE The Acceptance Phase spans from system start-up through building/system turn-over. In the Acceptance Phase, the CxA assumes the leadership role in coordinating system testing. The CxA performs the following steps: Review Pre-Start Tests The contractors submit completed Pre-Start Tests and manufacturer supplied tests to the CxA. The CxA reviews such documents to verify that the equipment/system is ready for start-up. In some cases the Pre-Start may be performed with the Start-Up Tests. Coordinate Start-Up Tests The CxA will work with the Contractor to coordinate system/equipment startup. The CxA will witness selective start-up activities as performed by the contractors per the CxA supplied Start-Up Tests. The CxA will document any issues on the Observation Log. Review & Verify TAB The CxA will spot verify the TAB as required by contract; the TAB Contractor will conduct the spot test as directed by the CxA. The CxA will document any issues in the Observation Log. PTP Verification The CxA will conduct a Point-to-Point sampling of the building controls system to verify that the field devices, system points, and graphic user interface (GUI) align. Conduct Functional Performance Tests (FPT) The CxA will coordinate with the Contractor and contractors to conduct the FPTs. The contractors will execute and assist with the tests as directed by the CxA. The CxA will document any issues in the Observation Log. CLOSE-OUT/TRANSITION PHASE The Project Close-Out or Transition focuses on the turnover of the facility/system to the Owner and facility operations staff. The CxA assists with this transition per the following steps: Review O&M Manuals The CxA will review the Operations & Maintenance (O&M) Manuals for completeness and adherence to project to requirements. The CxA will document the review and provide comments to the A/E and/or Contractor. Verify Training The CxA will verify the training of the facility operations staff on the various systems within the Cx scope. The contractors will provide the CxA with copies of the training material and completed training attendance logs. Resolve Observation Log The CxA will work with the Owner, A/E, Contractor, and contractors to resolve the open issues on the Observation Log. The end goal is to close all issues on the log or obtain mutual acceptance of outstanding issues. Deliver Cx Report The CxA will provide a draft Cx Report to the Owner and A/E to review. The CxA will incorporate feedback as necessary. The CxA will obtain all required documentation and update Cx Report. The CxA will deliver final Cx Report to the Owner. 7

9 Responsibilities PARTIES INVOLVED The commissioning process requires the involvement of various project stakeholders. Below is a list of parties, other than the CxA, who have responsibilities in the commissioning process. These responsibilities do not negate contract requirements or specifications. 10 OWNER S RESPONSIBILITIES Below are the Owner s responsibilities by phase: Design Phase Select Commissioning Agent Review and provide feedback to CxA on the Construction Phase Include Commissioning Agent in pertinent communications and meetings, including meeting minutes, drawing updates, known issues, etc. Review and provide feedback to CxA of the test procedures Attend progress meetings to observe and provide direction on open issues Conduct periodic site visits; Report any issues to CxA for documentation and follow-up Witness Start-up Testing, if desired Periodically include Operations staff in site inspections Acceptance Phase Witness/participate in FPT at Owner s discretion Work with CxA, A/E, and Contractor to resolve issues Close-Out/Transition Phase Ensure Operations staff is available for training Review Final Commissioning Report Operations & Maintenance Phase Operate and maintain the systems & equipment facility per original equipment manufacturer (OEM) requirements or recommended maintenance practices Log system parameter changes and document any deficiencies Notify Cx Team of any significant facility/system changes required or of any unanticipated occupancy requirements that become evident Inform the design/construct team of any salient alterations or changes to the systems and their setup and indicate why it was necessitated Partner with CxA to resolve issues Provide building access to CxA to conduct site reviews, utility analysis, and resolve issues Provide remote access to controls system for the CxA to monitor; provide application and network login/username, as required 10
11 A/E S RESPONSIBILITIES Below are the A/E s responsibilities by phase: Design Phase Review and provide feedback to CxA The A/E is responsible for providing the CxA with a copy of the Design Documents (about 95% complete) for the commissioning review. The A/E should allow at least three weeks for a design review. The A/E is responsible for providing the CxA with a copy of the Construction Documents (about 100% complete) for the commissioning review. The A/E team will address/incorporate the CxA s review comments The A/E team will review and incorporate commissioning specifications into the construction documents Include Commissioning Agent in pertinent communications and meetings, including meeting minutes, drawing updates, known issues, etc Construction Phase Review submittals, shop drawings, and product data; forward copies to CxA Review commissioning test procedures and provide feedback Participate in the resolution of system deficiencies identified during commissioning, in accordance with the contract documents Acceptance Phase Consult on and resolve any design-related issues that arise during acceptance testing Mechanical Design Engineer shall review and approve balancing reports Close-Out/Transition Phase Provide updated as-builts, one-line diagrams, and sequence of operations to CxA Operation & Maintenance Phase Consult with Owner as necessary to convey and maintain design intent and respond to any identified deficiencies Participate in the resolution of non-compliance, non-conformance and design deficiencies identified during warranty phase 11
12 GENERAL CONTRACTOR S AND CONTRACTORS RESPONSIBILITIES Below are the General Contractor s (GC) and Contractors responsibilities by phase. These are in addition to the Commissioning Specifications and contract documents. In general, the GC is responsible to ensure all their contractors support and meet the requirements of the commissioning process. Design Phase The GC is responsible for scheduling and cost estimating Include Commissioning Agent in pertinent communications and meetings, including meeting minutes, drawing updates, known issues, etc. Construction Phase Provide copy of submittals to CxA in a timely manner Install equipment per manufacturer and construction specifications Review commissioning test procedures and provide feedback to CxA Complete Pre-Start Tests and inform CxA equipment is ready for start-up Execute Start-Up Tests under direction of CxA Participate in the resolution of system deficiencies identified during commissioning, in accordance with the contract documents Include Commissioning Agent in pertinent communications and meetings, including meeting minutes, drawing updates, known issues, field changes, etc Assemble and provide copy of O&M Manual, updated drawings, final submittals, record product data, and other pertinent documents to the CxA for review Acceptance Phase Execute FPT under direction of CxA Resolve issues as identified Close-Out/Transition Phase Conduct training for Operations staff as coordinated by CxA Provide copy of training material to CxA Operation & Maintenance Phase Work with Owner and CxA to resolve issues as identified 12
