1 TIES From 16 th February to 28 th February INTRODUCTION Kings College of Engineering is delighted to welcome you to the Mega Sports event of TIES We have enclosed the general instructions and the fixtures of various sports and games of TIES 2011 for your information. ABOUT OUR INSTITUTION KINGS COLLEGE OF ENGINEERING is located just 10 km away from the Thanjavur New Bus Stand on the Thanjavur - Pudukkottai Highway. The college is approved by AICTE, New Delhi and affiliated to the Anna University of Technology Trichirappalli. The National Board of Accreditation (NBA), New Delhi has accredited the UG courses. The College was issued an ISO certification by the world renowned TUV (Rhineland) for its innovative and inspiring teaching methods and infrastructural development. 2 TIES TIES is an organized body initiated for the purpose of conducting tournaments for various Sports and Games to develop Friendship, Social Integration, Co operation, Leadership Quality, Sportsmanship, Self discipline, Courage, Health and Fitness and Over all development of Personality among the Students and Physical Education Personnel of Engineering Colleges and Universities situated in Tamilnadu. About 455 Engineering Colleges are the member institutions. MEMBERS The Principal / Dean and Director / Directress of Physical Education are the members of the TIES. The Chairman and the Secretary of the host institution are selected either unanimously or by voting with due consideration of their infrastructure facilities and other features pertaining to the conduct of TIES activities. E. C. MEMBERS Two members from each zone with an eligibility of 5 years experience in an Engineering College are nominated in the General body and be the Executive Council for TIES. If no such candidate is available for the zone, the position is kept vacant. The term of office of E.C. members is of 2 years duration and ceases to be the member of E.C. if he or she fails to attend more than 2 E.C meetings. The chairman / secretary convene the E.C. meeting at least twice a year. GENERAL BODY MEETING Two sessions at least per year shall be conducted; first session in the beginning of the academic year and the second session during the Athletic Competition. VIOLATION OF TIES RULES Either removal from the membership or debarring the particular institution for 3 years of which shall be decided by the Executive Committee. PENALTY FOR NOT CONDUCTING TIES If any institution fails to conduct TIES, a penalty of Rs. 5 lakhs has to be paid to the next host institution. 2

3 REGULATION OF TIES Engineering Colleges which have Qualified Director / Directress of Physical Education as per AICTE norms are alone eligible to participate in TIES. A College can engage two team Managers namely Director / Directress of physical Education, Assistant Director / Directress of physical Education duly authorized by the Principal. No one other than Physical Education Personnel can act as Team Manager. The team that are not accompanied by the Physical Education Personnel will be disqualified. Coaches are not permitted to enter into the campus. Staff members of participating colleges are not permitted for Officiating the Tournaments and Athletics Competitions. Only B. E., B.Tech, B.Arch., students of 4 year Degree courses are eligible to participate in TIES events. M.B.A, M.C.A and other P.G students are not eligible to participate in TIES. Since the officials in the state panel may not be practicable, the host institution is permitted to appoint qualified officials from District Associations. The host institutions are given the freedom of organizing various functions as per their plan. IDENTITY CARDS The participants shall produce Identity cards (ID) signed by the Principal of their college for the purpose of TIES 2011 at the time of registration and participation. Otherwise, he/she will not be permitted to participate. Participants must produce the TIES I.D. cards for every match on demand. Identity card should be complete in all respect/entries along with the four signatures and four seals. The identity card will be invalid, if it is incomplete. Only the participants will be allowed to enter the campus. UNIFORM Players and athletes are expected to be in proper uniform. REPORTING TIME Teams should report to the officials concerned 30 minutes before the commencement of their match in the respective grounds. PLAYING MATERIALS Teams should bring the playing materials. Chess players should bring their chess boards, chess men and chess clocks. The organizer will provide chest numbers and relay team letters. All colleges shall participate in the march past at 2.00 P.M with their college flag on A Rolling Shield will be awarded to the best turnout team in the march past. 3

4 HANDING OVER THE TROPHIES The Heads of the institutions are requested that the trophies (Winners, Runners / Third Place etc.) won by them during the previous TIES should be handed over to the reception committee without fail on or before for women and for men through the Physical Directors. RULES GOVERNING THE TOURNAMENTS AND SPORTS IN TIES Badminton- One singles, one doubles and 2 nd singles (max: 4 players) 2. Ball Badminton- Best of three sets (max: 10 players) 3. Basket Ball- Duration minutes (max: 12 players) 4. Foot Ball Duration minutes. In case of draw, tie breaker system will be followed (max: 18 players). 5. Hockey - Duration minutes. In case of draw, tie breaker system will be followed (max: 18 players) 6. Kabaddi- Duration minutes (max: 12 players) 7. Table Tennis- One singles, one doubles and 2 nd singles (max: 4 players) 8. Tennis- One singles, one doubles and 2 nd singles (max: 4 players) 9. Volley Ball Best of three sets (max: 12 players) 10. Chess- Swiss system team event (max: 5 players) 11. Weight Lifting: Total 8 categories up to 56, 62, 69, 77, 85, 94, 105 & above 105 Kg (max: 8 participants per college but not more than 2 in each category) 12. Best Physique: Total 8 categories up to 60, 65, 70.75, 80, 85, 90 & above 90 Kg (max: 10 participants per college but not more than 2 in each category) 13. Participants should bring Bonafide, (Full time U.G. (B.E/B.Tech/B.Arch only) students of the member institution) 14. Part time P.G. Students and the distance education students of the member institutions are not eligible for participation in TIES

7 RULES FOR ATHLETICS 1. An athlete can take part in maximum of any four events (Track and Field) excluding Relays, Decathlon and Heptathlon. 2. Two competitors and one reserve per event from a college are permitted to take part in athletic events excluding Relays. 3. For each event in Athletics, there shall be a minimum of four entries. If the number of participants present is less than 4, then the event shall not take place. 4. The members of the relay team shall be from the contingent list taking part in the athletics of the respective college. In the case of injury to any relay team member, a competitor from the athletics list may substitute him/her. 5. Overall Championship shall be awarded to the institution that scores maximum points in the Games and Athletics. Athletics is considered as a single game. 6. Protest if any on any point of rules and regulations will be entertained only WITHIN AN HOUR of the match / event. Protest of any, on eligibility shall be raised before the match / event is over. The protest should be lodged in writing with a protest fee of Rs. 500/-. This amount will be refunded only if the protest is upheld. 7. Accommodation will be provided for the men events one day in advance before their schedule of play. 8. Qualified Officials from respective associations will be officiating for all Sports & Games, no protest shall be entertained. REGISTRATION DATE AND TIME FOR SPOT ENTRY OF EVENTS I. WOMEN Spot entry registration for all women Tournament is on before 5. p.m. Fixtures will be on at 6. p.m. II. MEN CHESS, WEIGHT LIFTING AND BEST PHYSIQUE Spot entry for Chess is before 4.00 P.M on Weight Lifting, Best Physique is 4.00.P.M on The weighing time for Weight Lifting is 6.30 A.M on The weighing time for Best Physique is 6.30 A.M on DISCIPLINE Strict discipline shall be maintained at the campus. Smoking and consumption of liquor inside the campus is strictly prohibited. Severe disciplinary action will be taken against those who indulge in such activities. 7

8 GENERAL INFORMATIONS TIES OFFICE-I TIES OFFICES The office will function at THE ADMIN BUILDING of our college. The verification of College ID cards and registration will be made at this office. The team managers are requested to report along with the teams at the reception for registration. TIES OFFICE-II The office functions at SCIENCE AND HUMANITIES BLOCK. The accommodation, transport facilities will be made at this office. The team manager and participants are requested to contact this office for accommodation and get any other information other than registration. ACCOMMODATION 1. The team managers are requested to report along with the teams at the reception, for registration, accommodation and other information. 2. No team shall be entertained without a team manager. Each Institution has to pay Rs. 500/- a caution deposit, which will be refunded, deducting the cost of damages if any, at the time of vacating the campus. 3. The participants are requested to arrange their own bedding. 4. The team managers are requested to send back the unsuccessful teams immediately after the match to avoid discomfort to other team members and to facilitate accommodation for the next team. 5. Participants are requested to bring locks and keys for keeping of their baggage. 6. Physical directors will be provided accommodation in the hostel. 7. All participants are requested to stay in our college campus only. 8. No accommodation will be allotted with out registration. 9. Visitors and guests are not allowed. BOARDING Food tokens at the cost of Rs.75/-per day will be available at the reception counter on the previous day evening. This includes breakfast, lunch and dinner. All the participants are requested to purchase the food tokens during the previous evening before 6.00 P.M to avoid last minute inconveniences.
