1 Health and Safety Policy Hazardous Substances UHSP/15/HS/05 Schedule 7.1 Hazardous Substances Policy - Waste Disposal Hazardous Waste (Excluding Clinical and Radioactive wastes) UHSP/15/HS/03:HSWD/HW/05 This document sets out in more detail the arrangements at Budget Centre level for compliance with University Health and Safety Policy for the disposal of certain hazardous wastes. Hazardous Waste, formerly titled Special Waste, is a sub-policy of Hazardous Substances Policy which forms a part of the University Health and Safety Policy. This version of Hazardous Waste is a revision of HSWD/SW/01 and it has been approved by the Environment, Health and Safety Executive Committee, in consultation with the Joint Safety Advisory Committee, and it will be subject to review. Hazardous waste includes not only chemicals but any material or article that contains a dangerous substance including electrical equipment, detergents, batteries, fluorescent tubes, laboratory chemicals, paints, etc. November 2005 Updated October 2011 UHSP/15/HS/05:HSWD/SW/05

3 Hazardous Substances Policy - Waste Disposal Hazardous Waste (Excluding Clinical and Radioactive wastes) (UHSP/15/HS/05:HSWD/SW/05) INTRODUCTION Certain substances, including solvents, and waste materials and articles or equipment that contain such substances, are so damaging to people or the environment that they must be identified as "Hazardous Waste" and disposed of separately from the normal refuse collection, in accordance with The Hazardous Waste Regulations (These regulations have replaced the Special Waste Regulations 1996, under which hazardous waste used to be classified "Special") Wastes that are hazardous are listed in the List of Wastes Regulations University Health and Safety Policy requires Heads of Budget Centres to ensure that proper arrangements are made for the disposal of hazardous wastes, in accordance with these regulations. Scope of Policy Hazardous waste is any material or object listed as hazardous in the List of Wastes Regulations 2005 or is listed and contains a dangerous substance in a concentration range specified in the regulations. Thus hazardous waste covers all types of material and equipment such as electrical equipment, detergents, batteries, fluorescent tubes, laboratory chemicals, paints, etc. The following requirements apply to all such substances and equipment that have been identified as "Hazardous Waste" for separate disposal from the normal refuse collection (for guidance in identifying Hazardous waste see Hazardous Waste: Guidance on Assessment GUIDANCE/11/HWGA/05). University Contract A contract for the collection and disposal of Hazardous Waste by a University-approved waste disposal company has been set up. The University's contact with the Waste Disposal Company is through Hospitality and Accommodation Services (HAS). The contract provides for the segregation, packaging and transportation of the waste and regular collections direct from agreed pick-up points around the campus. Prior Notification A key feature of the arrangements is that all requests for disposal must be made on the Request for Hazardous Waste Disposal form (copy attached) and sent to the University Hazardous Waste Coordinator in HAS. Only waste which has been previously notified to and for which an acceptance and collection date has been issued by HAS can be included for a particular collection. This confirmation of acceptance from HAS is essential because the law requires prior completion of the precise details of Hazardous Waste on a Consignment Note before waste is removed from the campus. A copy of the Consignment Note is kept as a record of the movement of the waste and a further copy accompanies the waste on its journey to ultimate disposal. Heads of Budget Centre must: POLICY Appoint a Hazardous Waste Co-ordinator to oversee the arrangements for hazardous waste and to liaise with the University Hazardous Waste Co-ordinator. Ensure that every member of the Budget Centre who may produce waste is aware of this policy. 1

4 The Budget Centre Hazardous Waste Co-ordinator must: Ensure that everyone is aware of the University s procedures and of the local arrangements for implementing them. Ensure that supplies of waste solvent labels and Request for Hazardous Waste Disposal forms are available. Assist in identifying and assessing hazardous waste. Liaise with the University Hazardous Waste Co-ordinator in HAS in accordance with the University s Hazardous Waste Procedures. Producers of Waste must: Be aware of and follow the local arrangements for implementing the University s Hazardous Waste Procedures. Ensure that Hazardous Waste is classified/identified in advance of its production, normally in the risk assessment of the activity Ensure that Hazardous Waste is appropriately segregated Not permit Hazardous waste to be collected with ordinary refuse and not allow any to enter the sewers. In a research laboratory, "Producer" includes individual postgraduates and research workers and in a teaching laboratory "Producer" means the Laboratory Manager. The Director of Hospitality and Accommodation Services must: Appoint a Hazardous Waste Co-ordinator to oversee the arrangements for hazardous waste disposal in the University. Ensure that a register is kept containing copies of both parts of the completed Request for Hazardous Waste Disposal form, statutory Consignment Note and Carrier's Schedules relating to Hazardous Waste removed from the University. 2

5 Producers must: For All Hazardous Waste Schedule 7.1 HAZARDOUS WASTE PROCEDURES Identify the hazard class(es) and six digit code for the waste following the procedure in GUIDANCE/11/HWGA/05. Ensure that containers are sound, leakproof and sealed by a secure closure, otherwise transfer the substances out of the defective containers into suitable alternatives. Ensure each container is durably labelled with the proper name of the substance(s), and the hazard warning symbol(s) depicting the major hazard(s) assigned under the CHIP/CLP * regulations. (This information may be in the University's HAZDAT database) Ensure that potentially unstable substances are appropriately stabilised; e.g., picric acid is wetted. Complete Part 1 and Part 2 of the Request for Hazardous Waste Disposal form and pass both parts to the department's Hazardous Waste Co-ordinator. Further Requirements For Hazardous Waste that is solvent Classify waste solvent as: HALOGENATED ornon-halogenated at the point of production and collect in securely closed, screw-capped 2.5 litre glass Winchester bottles. Replace or cover the original label on a waste solvent bottle with a Hazardous waste solvent label (obtainable from the Health and Safety Unit) and mark the label with the room number and building number where the waste was produced. Leave at least 10% empty space in a waste solvent bottle to allow for expansion. Ensure that the release of toxic and highly flammable vapours into the atmosphere is kept to a minimum by pouring waste solvent only in a well-ventilated area, preferably a fume cupboard. When not in use, when full and while in laboratories, keep bottles of waste solvent in a small fire resistant bin or cupboard. Ensure that potentially active waste solvent is stabilised or de-activated, as appropriate, before the bottle is removed from the laboratory. Remove full bottles of waste solvent as soon as possible to the appropriate external store (nonhalogenated waste solvent must be kept in a flammable solvent bulk store and halogenated waste solvent must be kept in a hazardous chemical bulk store). NB Waste solvent contributes towards the total amount of solvent permitted in a laboratory. Further Requirements For Equipment Containing Dangerous Substances If the part of the equipment that causes it to be Hazardous can be isolated from the whole, remove that part and discard the remainder as non-hazardous waste. Seal the Hazardous waste content of the equipment against accidental release. Ensure that the equipment is durably labelled with the proper name of the hazardous component(s), and the hazard warning symbol(s) depicting the major hazard(s) assigned under the CHIP/CLP regulations. * The Chemicals (Hazard Information and Packaging for Supply) Regulations (as amended) 3

6 The Budget Centre Hazardous Waste Co-ordinator must: Send the completed Request for Hazardous Waste Disposal forms, Part 1 and 2, to the University Hazardous Waste Co-ordinator in HAS. Liaise with HAS and the Waste Disposal Company on the day of the collection and sign Part 1 of the Request for Hazardous Waste Disposal form to confirm that the agreed consignment of waste has been removed from the department. Ensure that no unlisted items are removed with the agreed consignment of waste. At the time of collection, inform the Waste Disposal Company's representatives of the local arrangements for contacting the emergency services. The University Hazardous Waste Co-ordinator must make arrangements to ensure: Prior to Collection Requests for disposal are only accepted when the Request for Hazardous Waste Disposal forms identified in this Policy are used. Both parts of the Request for Hazardous Waste Disposal form are checked to see that they have been completed correctly. Those forms found to be incomplete will be returned to the sender. A unique Waste Series ID Number is assigned and printed on both parts of the Request for Hazardous Waste Disposal form and on any continuation sheet. Part 2 of each completed Request for Hazardous Waste Disposal form is sent to the Waste Disposal Company with the order. The consignment note code issued by the Waste Disposal Company is printed on both parts of the Request for Hazardous Waste Disposal form and on any continuation sheet. The Budget Centre is notified of the Waste Disposal Company's collection date. Both parts of the Request for Hazardous Waste Disposal form, appropriately completed, will be returned to the Budget Centre. (This process will confirm in print the collection date and the items due for collection.) During Collection Collections of waste by the Waste Disposal Company are made direct from the appropriate departments, except in the case of the Medical School where collection of waste solvents will be made from the East Courtyard, Cancer Studies/Clinical Research Block Courtyard and the West Loading Bay. Checks are made to confirm that the items designated for disposal contained on the Waste Disposal Company's copy of the Request for Hazardous Waste Disposal form matches the waste being collected. The Budget Centre Hazardous Waste Co-ordinator signs the Request for Hazardous Waste Disposal form to confirm that the waste has been removed. After Collection All individual Request for Hazardous Waste Disposal forms relating to a particular consignment of waste have been signed by the respective budget centres before the Consignment Note is signed. The statutory Consignment Note or Carrier's Schedule is signed by an authorised representative of HAS on behalf of the University. A register is kept containing copies of the signed and completed Request for Hazardous Waste Disposal form, Consignment Note and Carrier's Schedules relating to Hazardous Waste removed from the University. 4
