3 Program Perspective Background Boulder Valley School District (BVSD) has five High Schools that are designated as a small Municipal Separate Storm Sewer System (MS4) by the Environmental Protection Agency and the Colorado Department of Public Health and Environment. The following High Schools are designated as MS4 s: Boulder High School Fairview High School Centaurus High School Monarch High School Broomfield High School With this designation BVSD is required to apply for a General Permit for these five high schools associated with the Stormwater discharges from each of these sites. As a requirement for this permit a Stormwater Management Program will be developed and implemented at each of the five High Schools. The purpose of this Stormwater Permit and Stormwater Management Program is to improve the quality of water in streams and rivers throughout the United States. Boulder Valley School District and its five high school sites can contribute to the overall efforts of improving the quality of water in streams and rivers within their respective communities by implementing the elements defined within the following Stormwater Management Program. Overview This Stormwater Management Program will utilize existing communication mediums such as the district website, s, and newsletters to promote and educate the public within each site. The public within each site is defined as students, teachers, custodians, maintenance personnel, and outside contractors who work at each of the sites. The district will also encourage participation in Stormwater pollution prevention activities for the student/teacher populations at each High School. Training programs will be developed and implemented for custodians and maintenance personnel. Additions in custodial and maintenance procedures will be documented and implemented by custodians and maintenance personnel with a focus on Stormwater pollution prevention. Language will be incorporated into existing documentation for new construction requiring contractors to follow erosion and sediment control on building construction projects. The Boulder Valley School District will fully implement this program within a five year timeframe as required by the State of Colorado. 3

4 I. Public Outreach To educate their publics, the school district will utilize several communication tools to increase knowledge and awareness associated with Stormwater run-off and the quality of streams and rivers. The awareness program will be initiated with a Board Agenda item for approval of the plan. Following approval of the plan, the district will conduct an awareness campaign for all five High Schools utilizing several communication processes. To initiate the awareness program for the teachers and students of each high school. An overview of the program will be documented and distributed at a faculty meeting. This overview will outline the program and the approach. Include an article on the district s monthly newsletter announcing the establishment of the Stormwater management program. Develop an awareness of the program for custodians and maintenance personnel. Conduct training meetings for each site crew to provide an overview of the program and what their role will be. Develop a poster, utilize the district s print shop, and post at effected schools. The poster will provide awareness in respect to water quality associated with Stormwater run-off from high school sites. Provide an article on Stormwater to be included at least annually for each of the student newsletters at each High School. Post an article on the District s Web site providing information and awareness with respect to Stormwater runoff and water quality. Stencil Stormwater drain inlets with appropriate information. All awareness and training programs shall include the topic of illicit discharge. Existing Program There are a number of communication tools in place for the district. This program will utilize these communication tools to educate and increase awareness for the Stormwater Management Program. Include a board agenda item announcing the Stormwater Management Program by 1/04. Develop and implement awareness programs by 4/04. Develop and implement poster campaign by 4/04 Include information on newsletters and the district website by 4/04 Stencil Stormsewer inlet drains by 8/04 4

Public Participation and Involvement The district will provide information and encourage public participation through the following actions: Provide information once a year at the High School Faculty meetings. Provide information once a year for the student newsletter outlining what students can do to participate. Encourage voluntary activities such as litter clean-up at each school. Offer an in-service workshop for teachers focused on Stormwater management and water quality. The annual report will include status of the implementing the Stormwater curriculum and what Stormwater education has been provided to students. Existing Programs The district s science curriculum has a number of instructional components related to water, watershed, and environmental issues. These components will remain in place. Several schools have piloted watershed resource activities in conjunction with the development of a Watershed resource guide for teachers. Most of the High Schools promote litter clean-up around their sites and Boulder High promotes a Boulder Creek clean-up day once per year. Information encouraging participation in Stormwater management has been provided to both faculty and students for each of the High schools by 10/04. Promotional information on participating in Stormwater pollution prevention activities is included on the student newsletter. 10/04 Offer an in-service workshop for teachers by 5/05. III. Illicit Discharge The district will provide education and awareness to its High School s public on identifying and reporting illicit discharges on High School property. Reporting procedures will be developed and communicated to each High School. The following actions outline the process that will be put in place to respond to illicit discharges. 5

6 III. Illicit Discharge - continued The district will keep on file at the Planning and Engineering department a map of each site detailing outfalls of Stormwater drainage. In addition a copy of this map will be kept at the head custodian s office for each High School. The district will develop reporting and response procedures for illicit dumping or discharges. The district will comply and cooperate with local municipalities with the appropriate enforcement procedures for illicit discharges. Training will be provided to custodians and maintenance personnel. This training will include identification, containment, and the proper reporting procedures for illicit discharges. Identification and reporting procedures will be posted in each of the High Schools for teachers and students. Additionally this information will be posted on the website and distributed through newsletters. Allowable discharges will be defined and included in the custodial and maintenance procedures. Existing Programs The district has emergency response procedures in place for a variety of different situations. This response procedure will include the reporting of any illicit discharges for proper response. Detailed Storm Sewer System maps have been developed and distributed by 8/04. Illicit dumping and discharge identification, containment, and reporting procedures have been developed by 10/04. Training has been conducted for custodians and maintenance personnel by 1/05. Reporting procedures have been posted in each High School and on the District s website by 1/05. Reporting procedures have been coordinated with each local jurisdiction for illicit discharges by 2/04. 6

7 IV. Construction Site Stormwater Control & Post Construction Stormwater Management The district will include in its Technical Guide for New Construction a section on erosion and sediment control which will require a contractor on any new construction project to abide by the local jurisdiction s rules and ordinances for Stormwater run-off pollution prevention during a construction project. This requirement will also be included as part of the bid specifications on any new project. The language will include: That the district voluntarily will comply with the local jurisdiction s rules and regulations related to construction site erosion and sediment control. Provisions for the district to stop work and to hold the contractor liable for all violations of the applicable rules and regulations. That the district will cooperate with the local jurisdiction to keep the contractor in compliance with the applicable rules and regulations. The architect will be required to include Stormwater management controls and procedures within their construction specification documents. The architect will be responsible for coordinating the Site Plan Review and Site inspections with the local jurisdictions. BVSD communication guidelines will include instructions to route public comments pertaining to a new construction project to the Planning & Construction department. Existing Program The most recent building construction projects have included an erosion and sediment control section in the building specifications for the contractors to follow. This has been a standard practice in recent years. Update the Technical Guide for New Construction and the request for bid documentation with provisions outlining compliance with rules and regulations of each local jurisdiction for new construction projects by 1/04. 7

Pollution Prevention / Good Housekeeping for Municipal Operations Training programs focused on preventing and reducing pollutant runoff from the buildings and sites will be developed for the custodians and maintenance personnel. With the developed programs, training sessions will be conducted for the various groups for each of the High Schools. The training program will focus on the following areas: Building equipment maintenance procedures involving boilers, sprinkler systems, rooftop equipment and other equipment that can be potential sources of pollutants to the Stormwater. Develop best practices for maintaining the dock, waste, and re-cycling areas. Develop best practices for disposing of cleaning solutions, construction materials, and other materials with the potential to pollute Stormwater. Develop best practices for fertilizer application and irrigation of all turf areas at each site. Include a site inspection checklist focused on drainage systems on the school runs performed by the maintenance personnel. The school runs are conducted three times through the school year. Establish parking lot cleaning schedules for each of the high school sites. Best practices will be added to the custodial and maintenance procedures manual. Existing Program The district has a number of practices in place which are applicable to meeting Stormwater pollution prevention requirements. The following are some of these programs already in place. The vehicle maintenance garage recycles all used oil, filters, and solvent through outside vendors. Paint, solvents, and other hazardous materials are recycled or disposed of properly. Recycling programs are in place at all schools for paper, glass, and aluminum. The maintenance department purchased a street sweeper for the cleaning of parking lots several years ago. The maintenance department does intermittent cleaning of Stormsewer inlets and drainage channels. 8

Implement training for custodians and maintenance personnel by 10/04. Establish parking lot cleaning schedules by 8/03. Incorporate site inspection checklist on the school run work orders by 11/04.
