2 What Does This Mean? In 1999 EPA enacted Phase II rules Addresses non-point pollution from small and medium MS4s.

3 MS4s What is a MS4? Stormwater conveyance owned by the State, county municipality or other public entity Designed to convey or collect stormwater Public Complexes are considered small municipalities in the eyes of USEPA

4 What are Public Complexes/ Colleges/Universities The Richard Stockton State College Military Bases Naval Weapon Station Earle Prisons Federal Bureau of Prisons Hospitals VA Hospital-Lyons

5 Municipal (Publically owned MS4s) Stormwater Permits In 2004 issued four permits-tier A, Tier B, Public Complexes and Highway Agencies Renewed in 2009 Comply with permits: in compliance with EPA s Phase II rules EPA s Six Minimum Standards were put into permits as Statewide Basic Requirements (SBRs) Must submit Annual Report and Certification (AR&C) to show compliance

6 Stormwater Program Required to develop and implement a stormwater water program to reduce pollutants from their Municipal Separate Stormwater Sewer (MS4) Create a Stormwater Pollution Prevention Plan (SPPP) SBRs- Post-Construction Stormwater Management in New and Redevelopment Local Public Education (for Colleges, universities, and military bases Improper Disposal of Waste Illicit Connection and MS4 outfall pipe mapping Solids & Floatables Control Maintenance Yard Operations Employee training Construction Site Stormwater Runoff Control Public Notice

8 Permits were finalized 2004 and incorporated Stormwater Management Rules (7:8) for projects that were funded after 2004 Public Complexes are self regulating Post-Construction in New and Redevelopment

9 Post Construction Stormwater Control For any development over 1 acre Public Complexes are self-compliant, must complete and submit stormwater checklist For every project subject to 7:8 Must complete design checklist for every project complex/pdf/pc%20checklist.pdf With every Annual report and Certification must submit summary checklist of all projects can be found at DEP-Online

10 Local Public Education Along sidewalks with storm drain inlets municipalities, Public Complexes must have completed: Storm drain labeling Storm drain labeling maintenance

11 Local Public Education Public Complexes (Colleges/universities and Military bases must hold educational event and distribute educational brochure. EPA realized that public participation is an important aspect of nonpoint pollution control including program development and implementation

12 Disposal of Waste Shall adopt and enforce through a regulatory mechanism: Pet waste Control Litter Control Improper Disposal of Waste Wildlife Feeding Control Vegetative Waste Refuse Container and Dumpsters

13 Illicit Connection Elimination & MS4 Outfall Pipe Mapping Illicit Connection Elimination Outfall Pipe Mapping If a dry weather flow is detected : Determination through the process outlined in the Guidance Documents Submit closeout forms Public Complexes-if determined from a private source contact NJDEP Must have initially mapped all outfalls owned and operated by the Public Complex Set up a complaint based system to handle possible illicit connections to their small MS4

15 Sweeping of Streets Once/month sweep all streets: Owned and operated by the entity Curbed and has storm drain inlets Speeds less than 35 mph Not an on-ramp or offramp Predominantly in a commercial area

16 Catch Basin Retrofitting When must we retrofit? Where inlet is in direct contact with repaving repairing of roadway surface. 2 Opening maximum

17 Stormwater Facility Maintenance Are required to: Ensure long-term maintenance of all BMPs own and operated by the Public Complex Must be maintained as designed Must have maintenance Plan

18 Catch basin Cleaning Must inspect and clean (if necessary) all catch basins own or operated by the Public Complex Inspection and Cleaning rate varies on number of catch basins owned or operated by the Public Complex

19 Outfall Pipe Stream Scouring Maintain a Stormwater outfall pipe stream scouring program Must examine outfalls for scouring Must remediate if scouring is found Prioritize projects

20 Manufactured treatment Devices o Used for substitution for a typical SWR o Treatment for a smaller drainage area o Each MTD has a certified removal rate o Use when land for typical SWF is limited o Higher maintenance costs
