1 MUNICIPAL STORMWATER RESPONSIBILITIES YOU NEED TO KNOW WHAT IS STORMWATER? Stormwater occurs when precipitation from rain or snowmelt flows over the ground WHY? 1

2 DEP/EPA AUDITING It is happening! Here is what you need to know: Have your Operations/Maintenance Manual complete and up to date (Employees should know where to find it!) Have your outfall maps on hand and knowledge of where your outfalls are Example: know where your storm drains go to WHAT IS A MUNICIPAL SEPARATE STORM SEWER SYSTEM (MS4) Federal regulations (Clean Water Act) established a permit program for discharges to surface waters = National Pollutant Discharge Elimination System Phase I Urbanized Areas > 100,000 people (1990 s) Phase II Urbanized Areas < 100,000 people (2003) Municipal Ordinances Federal Regulation (Clean Water Act) County Land use Planning State Programs and Legislation MS4 S INCLUDE... A state, city, town, borough, county, parish, district, association, or other public body Any drainage system which conveys only storm water. (curbs, gutters, basins, storm pipes, ditches, swales, municipal streets etc..) Does not include pipes that convey sanitary sewer. 2

3 MS4 Requirements Municipalities must: Implement a Stormwater Management Plan Stormwater Ordinance (Act 167 or other) 6 Minimum Control Measures If the municipality s Urbanized Area discharges to an impaired stream with an approved TMDL, then an MS4 TMDL Plan is needed SIX MINIMUM CONTROL MEASURES 1. Public Education and Outreach 2. Public Participation and Involvement 3. Illicit Discharge Detection and Elimination (IDD&E) 4. Construction Site Runoff Control 5. Post-Construction Stormwater Management (New and Redevelopment) 6. Pollution Prevention and Good Housekeeping for Municipal Operations and Maintenance YOUR ILLICIT DISCHARGE DETECTION AND ELIMINATION PLAN What needs to be in your plan: Screening of outfalls Identification of priority areas for higher risk of illicit discharges Procedures for eliminating an illicit discharge Procedures for addressing illicit discharge Citizen call form 3

4 EXAMPLES OF ILLICIT DISCHARGE Motor Vehicle Fluids Household Hazardous Waste (paint, cleaning products, pesticide/fertilizer) Grass clippings/leaf Litter Animal Waste Sewage Any discharge to an MS4 that is not composed entirely of stormwater with a few exceptions (language taken from EPA) ILLICIT DISCHARGE DETECTION Outfall Maintenance/Inspection Schedule of Inspections: When will your outfalls be inspected? Do you have an inspection form? Recommend using Center for Watershed Protection outfall inspection form ANTIETAM LAKE CASE STUDY SPILL RESPONSE Motor vehicle accident with spillage of motor vehicle fuel and liquids 4

A LOOK AT OPERATION AND MAINTENANCE Establish an operations and maintenance program for all municipal operations. Items to include or consider for your operations manual: Spill Response/Spill Prevention Proper disposal Washing areas Employee Protocol/Training Good Housekeeping Winter Maintenance 5

Complaints: If a resident has a stormwater complaint, how does your municipality handle it? LET S TALK SOME MORE... What training in regards to MS4 are you in need of? Examples: Inspecting Outfalls for dry weather flows Updating my Outfall Maps I don t have any of those plans that you spoke of... More training on municipal yard housekeeping Public works crew member training WINTER MAINTENANCE Storage Areas Locate all salt and deicing areas outside the 100-year floodplain. Cover all salt and deicing material storage piles with tarps, hard shelters or within dikes or berms. Make sure after a winter storm event that residual salt that didn t make it into truck is swept up and placed under cover 6

7 WINTER MAINTENANCE Deicing Materials Use and Application Use of deicing materials other than salt in areas that drain to environmentally sensitive areas should be considered. Apply deicing materials according to manufacturer s recommendations for the given circumstance. Use trucks with calibration devices or volume controls on their spreaders. Consider special areas such as surface waters, groundwater drinking sources or other environmentally sensitive areas. WINTER MAINTENANCE Street Sweeping After winter season or in between winter events consider performing street sweeping to collect residual deicing materials THANK YOU! QUESTIONS?
