COURSE OBJECTIVES This course focuses on the contemporary security challenges facing Europe - and on how the European Union (EU) and Europe s main powers are adapting to such challenges. The course aims to provide an understanding of the EU as an actor in the foreign, security and defence policy fields. The course will examine the institutions of EU foreign and security policy; the future of the transatlantic relationship; regional challenges such as engaging the Middle East and engaging Russia; and tackling new security challenges, including climate change, energy and migration. The aim of the course is to give students a thorough overview of contemporary security issues and the ability of European security institutions to address them. The course is taught by academics and practitioners to provide students with a multi-faceted understanding of the analytical and the empirical issues of European security institutions. Students completing the course will have a solid grounding in a number of key themes, including: A theoretical and conceptual understanding of the processes of integration involved in European foreign, security and defence policies; An understanding of the foreign, security and defence policies of key EU member states such as France, Germany and the United Kingdom; A historical and conceptual grounding in the evolution of transatlantic relations; The patterns of the EU s relations with regional players such as China and Russia and the Union s engagement with global issues through international institutions such as the United Nations. 3

5 Institute LLM for European Studies International & European Law 2. COURSE REQUIREMENTS To secure course credits, students must write one final two-hour exam. The final exam will count for 40% of the grade. Students will also be required, with the supervision of IES-VUB research staff, to write one essay of 3,500 words on a selected topic in the course. The essay will count for 40% of the grade. To succeed in the exam and essay, students must complete the readings ahead of the lectures, and attend lectures on a regular basis. Regular attendance and contribution in class, through an in-class presentation based on one of the lectures, counts for 20% of the grade. 5

7 Institute for European Studies 3. INSTRUCTORS Course leader Prof. Dr. Luis Simón is a Research Professor at the IES and he is the USC Summer School course convener. Luis holds a PhD from Royal Holloway College (University of London) and a Masters degree from the Institute d Etudes Politiques de Paris. He has held research positions at the Saltzman Institute of War and Peace Studies (Columbia University), the Royal United Services Institute, the EU Institute for Security Studies, the Center for Transatlantic Relations, the Paul H. Nitze School of Advanced International Studies (Johns Hopkins University) and the European Policy Centre. He is also a co-founder and Senior Editor of European Geostrategy. Course tutor Mr. Daniel Fiott is a Doctoral Researcher at the IES where he researches Europe s defence markets and industry. In 2014 he will be an Associate Fellow at the European Union Institute for Security Studies. His other research interests include the EU s Common Security and Defence Policy more broadly, the EU s Common Foreign and Security Policy and International Relations theory. Daniel studied at the University of Cambridge and has held numerous positions with Brussels-based think-tanks, international organisations and NGOs. He is a Senior Editor of European Geostrategy. Course coordinator Ms. Lynn Tytgat coordinates the different educational programmes of the IES. Lynn holds a Master in Literature and International and European Law. She gained professional experience at the Permanent Representation of Belgium to the United Nations in New York, UNESCO in Paris and the United Nations University in Bruges.

9 Institute LLM for International European & European StudiesLaw Course Lecturers Dr. Katja Biedenkopf is Senior Associate Research Fellow at the IES and is Assistant Professor at the University of Amsterdam, The Netherlands where she teaches EU-US relations, transnational governance and EU policy-making. Katja has held positions at the Free University Berlin, Germany and studied at Justus-Liebig-Universität Gießen, University of Technology Sydney, the Université Libre de Bruxelles and the College of Europe in Bruges. Katja has also has policy experience and worked as an EU Affairs Manager at a trade association representing high-tech companies where she dealt with environmental and consumer protection policy. Prof. Dr. Sven Biscop is Director of the Europe in the World Programme at Egmont the Royal Institute for International Relations, the think tank associated with Belgian Foreign Affairs Ministry, which he joined in He teaches as a Visiting Professor for European security at Ghent University and at the College of Europe in Bruges. Co-director for Egmont of the Higher Studies in Security and Defence, a course for security practitioners organized with the Belgian Royal Higher Institute for Defence. He has held many academic positions and has an extensive publications record. Dr. Tom Casier is a Senior Lecturer in International Relations and holds a Jean Monnet Chair at the Brussels School of International Relations, University of Kent. He is also Visiting Professor at the University of Leuven (KULeuven), where he lectures on political developments in Central and Eastern Europe. He holds degrees from the University of Leuven and has lectured at Maastricht University. 9

11 Institute LLM International for European & European Studies Law Dr. Giovanni Grevi - is Director of FRIDE, where he worked as senior researcher and head of the Brussels office since Before joining FRIDE, Giovanni served as senior research fellow at the EU Institute for Security Studies (EUISS) in Paris between 2005 and Prior to that, he worked at the European Policy Centre in Brussels as policy analyst (1998 to 2002) and as associate director of studies ( ). He holds an MSc from the London School of Economics (LSE) and a PhD from the Université Libre de Bruxelles. Mr. Daniel Keohane is Research Director at FRIDE. Previously he was Senior Research Fellow at the EU Institute for Security Studies, Senior Research Fellow at the Centre for European Reform in London; and a Research Associate at the Institute for National Strategic Studies (INSS), National Defense University, in Washington DC. He also did an internship at the Aspen Institute in Berlin. He holds degrees from SAIS, Johns Hopkins University and Trinity College Dublin. Prof. Dr. Joachim Koops is a Senior Associate Researcher at the IES and an Associate Professor at Vesalius College, VUB. He holds degrees from the University of Oxford, University of Turku (Finland), Oxford Brookes University and the University of Kiel (Germany). His research focuses on EU Diplomacy, the EU s Common Security and Defence Policy, effective multilateralism and the EU as an inter-organisational actor. 11

13 Institute LLM International for European & European Studies Law Prof. Dr. Alexander Mattelaer is the Assistant Director of the IES. He obtained his PhD in Political Science from the VUB and Master degrees from the University of Bath and the University of Leuven. He also graduated in the Higher Studies Security and Defence of the Belgian Royal High Institute for Defence and the Joint Operations module of the Belgian Advanced Staff College. His research interests include European defence policy (CSDP/NATO), civil-military relations and operations planning. He teaches conflict studies at Vesalius College and frequently gives guest lectures on European security affairs. Dr. Thomas Sattich is an Associate Researcher at the Institute for European Studies. Since July 2011 he has also been a Visiting Fellow at the Brussels office of Stiftung Wissenschaft und Politik (SWP). He graduated from the Ludwig-Maximilians-Universität Munich (political science, law, history), has studied in France (Université d Orléans) and Hungary (University of Szeged) and the University of Bremen, Germany. His current focus lies on energy-related topics such as European energy policy, electricity transmission infrastructure and renewables in the power system. Dr. Jamie Shea is Deputy Assistant Secretary General for Emerging Security Challenges at NATO and has held positions at the Alliance for the past 30 years. He holds a PhD degree from the University of Oxford. Jamie has taught at the College of Europe, Bruges, University of Kent, the American University, Michigan State University, among other universities. 13

15 Institute LLM International for European & European Studies Law Mr. Jan Techau - is the Director of Carnegie Europe, the European center of the Carnegie Endowment for International Peace. Jan Techau works on EU integration and foreign policy, transatlantic affairs, and German foreign and security policy. Mr. Mathijs Van Dijk is a Researcher at the Institute for European Studies. His research deals with relations between the EU and International Organisations within the context of international migration relations. Mathijs van Dijk studied Political Science at the University of Amsterdam (UvA) and Sciences Po Paris. 15
