2 The Maryland Waiver For Foster Care Recipients program exempts foster care, former foster care and kinship care youth from paying tuition and mandatory fees at any public Maryland college and/or university. Vocational/trade and private schools are not part of this program. Under this program foster/kinship care youth can attend a public college or university and do not have to pay tuition/fees. The program allows them five (5) years, from the date they started, to complete their educational studies.
3 Youth must have resided in an out-of-home placement in Maryland at the time they graduated from high school or successfully completed a GED (General Equivalency Development ) exam; Youth resided in an out-of-home placement on their 13 th birthday and were then adopted after their 13 th birthday; and The youth has to be accepted and enrolled as a degree-seeking student in a public two-year or four-year college in Maryland on or before age 25. *The Department of Human Resources will confirm eligibility*
4 Complete and file the Free Application for Federal Student Aid (FAFSA) by March 1 each year. Contact the Financial Aid Office of the institution that the student will be attending and have the waiver activated.
5 The Youth may renew the award each year for an additional four years from the date they started. They must file a renewal FAFSA by March 1 every year Maintain satisfactory academic standards (2.0 GPA) at their school. Remain enrolled in an eligible program. * ALL MAJORS ARE ELIGIBLE*

12 The Federal government made available through an amendment of the Chafee Foster Care Independence Program additional funds for post secondary educational opportunities. This program is known as the Education and Training Voucher Program (ETV)
13 The program serves current foster care/kinship care youth, former foster care youth and youth who were adopted after the age of 16 to attend post-secondary secondary institutions of higher learning. The annual grant award will not exceed $5000 per Federal Fiscal year for full-time students and $2500 for part time, which is October 1 st of the current year until September 30 th the following year.
14 The Education and Tuition Voucher covers: Tuition and Fees Room and Board Rental or Purchase of required equipment, material or supplies ( including a Computer, and dormitory items). Tutoring Allowance for books, supplies, transportation Required residential training Special study projects Child Care Health coverage for youth who are no longer eligible for state Medical Assistance Other expenses as it is related to the cost of attendance.
15 There are several categories in which a youth may be eligible to receive vouchers under this program: Be a youth adopted from foster care after age 16; Be a youth who after the age of 16 entered into a kinship guardianship placement from foster care Be a former foster care youth who left care at age 18 but not yet 21; Be a high school graduate, or have a General Equivalency Development Examination (GED); Be accepted at a college or university that is accredited or a pre-accredited post high school vocational or trade institution;
16 The Foster Care to Success formerly known as Orphan Foundation of America (OFA) administers Maryland s (ETV) voucher program. Youth go to and complete the on-line application. The youth must download three (3) pages one is the contract that the youth makes with OFA, and the two remaining forms are critical and they are the FINANCIAL AID RELEASE FORM and Your Budget-a Tool for Success;
