1 Continuing Professional Development Application Form Guide Under the Health Practitioners Regulation National Law Act 2009, which governs the operations of the Australian Health Practitioner Regulation Agency (AHPRA) and the National Boards for the registrable health professions, all registered practising health practitioners must undertake Continuing Professional Development Guidelines. CPD helps professionals to maintain and improve their knowledge, skills and competence. The professional competencies for pharmacists are set out in the National Competency Standards Framework for Pharmacists in Australia The Competency Standards identify and describe the domains of professional responsibility for pharmacists. The accreditation of CPD activities provides assurance to pharmacists that an activity has been reviewed for its educational quality and for its relevance to a pharmacist s practice. The Pharmacy Board of Australia has authorised the Australian Pharmacy Council (APC) to accredit organisations to accredit CPD activities for pharmacists on their behalf. The Pharmacy Guild of Australia (Guild) has successfully obtained APC accreditation. In order to maintain this accreditation the Guild is required to adhere to strict accreditation criteria and ensure providers are compliant with the Accreditation Standards for Continuing Professional Development Activities. The Accreditation Standards define measurable attributes that CPD activities must demonstrate to become accredited, and that the Guild must objectively and critically evaluate to determine the number and type of CPD credits that can be allocated to the activity. To assist CPD providers in meeting the requirements of the Accreditation Standards for Continuing Professional Development Activities, the Guild has aligned the CPD Accreditation Application Form directly with the Standards and has developed this guide to provide supportive information to assist preparation and lodgment of their activity for consideration of CPD accreditation. 2 Glossary of Terms Condition: Content: Fast Track: Conditions are applied to elements of the activity or application that do not meet the requirements of the Standards. This is a mandatory recommendation in which providers must address and provide evidence for approval through the CPD accreditation panel prior to the timeframes as set by the CPD Accreditation panel. The activity is not considered approved until all conditions have been successfully addressed. Activity or course content is the educational information delivered to participants. Examples include presentations, articles for publication, online modules and workbooks. These can be in draft or final versions e.g. elearning storyboard material. In the case of conferences content may be demonstrated through a detailed speaker brief outlining the expected outcomes of the session, learning objectives and supportive evidence / references relevant to the presentation. If a CPD application determination is required in less than 20 working days, an applicant can apply for fast track consideration. Fast Track applications incur an additional cost of $200 and reduce the determination timeframe to 15 working days. Instructional Material: Instructional material includes material available to participants to assist in their understanding of the activity or tasks associated with the activity, for example, course outlines, workbooks, instructions for completing a case study or assessment activity. Presenter s Brief: A brief provided to speakers outlining information regarding their involvement in the activity and what you are expecting of them. This could include: session timing including time for questions; clear description of the learning intention for their session including suggested learning objectives; instructions for developing assessment tools; their role in facilitating and monitoring discussions etc. Promotional Material: All material advertising or promoting the event including brochures, websites, fax streams etc. Subject to conditions: The activity can only progress upon successful closure of conditions as communicated by the CPD Accreditation Panel. Supportive Material: Supportive material includes any additional material activity participants will achieve to assist in learning within the activity. This may include items such as a workbook, additional references, handouts or other additional education resource that will be provided to participants. Page 2 of 12
3 Recommendation: The CPD review process may identify opportunities providers wish to consider to enhance the proposed activity. Recommendations are not mandatory for completion rather aim to provide providers opportunities to further strengthen the proposed activity or future activities. Page 3 of 12
4 Continuing Professional Development Application Form Guide Section 1 General Details Activity title Name of applicant (primary contact) Approval status sought Proposed commencement date Requested duration of approval Duration of activity Provide a clear and relevant activity title Provide the contact name and details of the person with primary responsibility for this CPD activity. This information is essential if additional information or confirmation of activity components are required by the Guild CPD Accreditation Panel. If the activity has been previously approved and consideration of re-accreditation is requested please provide the previous activity code to assist the review process. Please allow twenty (20) working days for the CPD accreditation review process which includes external peer review. Providing the commencement date, publication date etc. allows for appropriate prioritisation and application of Fast Track fees if necessary. Terms such as ASAP do not provide adequate information for this purpose. The CPD provider is able to suggest a relevant timeframe (for example one year, two years etc.) that an activity and its content may be relevant for without major updates required, although the CPD panel maintains the right to determine the length of time CPD accreditation is provided. Once off events such as annual conferences will be accredited for up to 6 months to allow adequate time for participants to undergo assessment. Activities are allocated one CPD credit per hour of activity and then multiplied by the number associated with the relevant group (see below) (e.g. 1 hour x Group 2 activity = 2 CPD credits). The time eligible for CPD credits is those that the participant is engaged in learning and does not include breaks, or completion of assessment questions, unless it is an interactive or workshop type activity. Applicants should provide a copy of the activity schedule where relevant. The CPD panel maintains the right to amend the activity duration following a critical evaluation of the proposed activity based on the time it would take for the average learner to complete the activity. CPD Accreditation Requested Identification of intention to claim Group 1, 2 or 3 credits gives the CPD panel a greater insight into the proposed activity and focus on applicable criteria. 5 Section 2 Mandatory Requirements This section provides direct linkage to the CPD Accreditation Standards in which providers must submit adequate supportive evidence to address each criteria. provided outline documentation that may be supplied to support statements within the CPD accreditation application. Activity delivery method (APC CPD Standard 4.1) What is the intended method for delivering the activity? CPD providers MUST be aware as a condition of accreditation the activity MUST only be delivered in the manner for which accreditation was granted. If a CPD provider is using a variety of delivery methods for example face to face delivery and webinar, both delivery methods should be indicated on the CPD application form. Any change MUST be communicated and approved by the CPD Panel prior to delivery. Does the method of delivery promote effective adult learning? Activities must be designed using the principles of adult learning and include adequate time for interaction, questions or other active learning components (see Accreditation Standards for Continuing Professional Development Activities for explanation of adult learning principles). Justification for the activity (APC CPD Standard 2.1) may include - details of learning activities / assessments used - presenters brief defining the roles of the facilitator in monitoring discussions The justification for conducting an educational activity MUST be stated and supporting documentation MUST be provided with your application. This is essentially the reason why this CPD activity has been developed or is required. For example New drug requiring update on knowledge in therapeutic area or Member survey states 50% of members would like education on IT security may include - needs analysis documentation eg collated feedback, survey data, proposals etc. Persons involved in activity development (APC CPD Standard 2.1) Attach biography, CV, or resume Outline each individuals involvement in the activity development (APC CPD Standard 2.1) Clear evidence that demonstrates the activity developers are suitably qualified and / or experienced in the subject MUST be provided. may include - list of authors / content developer - ley relevant experience including academic qualifications, credentials and relevant substantive employment or appointment details as indicators of expertise relevant to the content for the pharmacists and subject matter experts (SME) involved in the development e.g. CV and / or detailed biographies The applicant MUST provide evidence there has been significant pharmacist and / or SME involvement in the development of the activity. For example Pharmacist + SME in planning, SME author, Pharmacist review Referencing and reference limitations (APC CPD Standard 2.3) Attach referenced content may include - description of roles / responsibilities of pharmacists and SMEs involved The proposed content of the activity MUST be based on a critical evaluation of the relevant literature and / or practice based professional evidence. Limitations on information MUST be disclosed. - reference activity content in which ideally references are < 5 years old Page 5 of 12
6 - explanation of lack of evidence available or lack of change in evidence available Do conflicts of interest exist, or are sponsorship arrangements in place (APC CPD Standard 2.4, 3.2) Attach completed conflict of interest declarations Is the activity free of commercial bias? (APC CPD Standard 2.5) All parties involved in the development including expert reviewers MUST disclose conflicts of interest whether actual or perceived. In addition evidence MUST be provided that all conflicts of interest actual or perceived will be communicated to participants. - declarations of interest forms from developers, expert reviewers, presenters - journal article proofs - electronic presentation / e-learning materials In addition to requirements outlined within the application form CPD providers MUST be aware the CPD panel will critically evaluate the proposed activity to ensure the activity is free from commercial biases and provides balanced information. The CPD panel will be seeking evidence such as the activity provides both the active ingredient name and brand name, and both the positive and negative (potential side effects) are clearly communicated within the proposed activity. - activity content, presenters brief, and supplementary and / or assessment materials Evidence of adult learning principles (APC CPD Standard 4.1, 4.2) Attach instructional materials, supportive materials Face to face activities must allow for interaction and questions or otherwise allow active participant involvement and the opportunity to address problem relevant to practice Activities that are not face to face (for example online modules, journal articles) must be designed using the principles of adult learning. 'Adult learning principles' adults are internally motivated and self-directed adults bring life experiences and knowledge to learning experiences adults are goal oriented adults are relevancy oriented adults are practical adult learners like to be respected Instructional materials MUST be of a satisfactory technical quality and content MUST be current and relevant to the activity. All instructional material MUST include references and be dated for time of production and ideally include document version control. - details and copies of learning activities / assessments / instructional material used - presenters brief defining the role of the facilitator in monitoring discussions Is consideration of Group 2 CPD requested? (APC CPD Standard 4.3) Attach assessment tool The assessment mechanism MUST be designed to evaluate participant s achievement of all the learning outcome objectives. Therefore the assessment questions should be clearly linked to the learning objectives. The assessment must be constructed to adequately assess the learning outcomes and be appropriate for the method of delivery. Consideration of the style, type, level of difficulty and pass mark for the assessment activity is required. In the event a multiple choice question assessment is used there MUST be at least five questions per hour of activity. Page 6 of 12
7 Interactive activities must be facilitated and structured in such a way as to allow EACH participant to demonstrate an acquisition of the learning objectives. Where supplementary assessment is allowed for a participant to demonstrate improvement in knowledge and / or skills, the content of subsequent assessments must be distinct from previous attempts which will result in the provider requiring an extended pool of assessment questions. There MUST be a method of reporting back successful completion of the activity to each participant. - activity running sheets / timetables - details/ copies of assessments used - a clear outline of criteria for determining improvement of knowledge and / or skills - presenters brief defining the role of the facilitator in monitoring discussions and ensuring each participant has demonstrated activity learning Examples of active learning components post and or pre testing (e.g. MCQs or short answer questions) problem solving case scenarios or case studies question / answer sessions moderated discussions self-assessment activities data manipulation exercises Recommended Resource How will participants be informed of successful activity completion (APC CPD Standard 5.1) Attach a copy the activity certificate Is consideration of Group 3 CPD requested (APC CPD Standard 4.4) Attach supplementary application with supportive material Providers must inform participant of successful completion of the assessment activity. If a certificate of attainment or participation is provided it must comply with the APC CPD Advertising Policy. In particular the provider MUST use the approved wording provided by the CPD accreditation panel to communicate the CPD credit allocation. - a sample activity certificate add link Group 3 applications require additional information to be provided to support the request for Group 3 Credits. The CPD panel will provide a supplementary application form and guidance on request. Group 3 activities must be preceded by a process to support a structured reflection on practice and followed by a post activity evaluation of practice change. It is recognised that practice change often requires a period of time How will the activity be promoted? (APC CPD Standard 5.1) Attach a copy of any advertising or promotional information Activity promotion must comply with the APC CPD Advertising Policy. In particular the provider MUST include learning objectives and competency standards pharmacists can expect the activity to cover NOT advertise or give the impression the activity is accredited until the activity has been granted accreditation by a CPD accrediting organisation use the approved wording to communicate the CPD credit allocation sponsors of an activity and / or hospitality associated with an activity may only be acknowledged with an activity in such a way to make it clear that the educational Page 7 of 12
8 content is independent - proposed promotional material How will the activity be evaluated? (APC CPD Standard 6.1) Attach a copy the Activity evaluation Activity participants must be given the opportunity to evaluate the quality of the activity (or group of activities). In particular the evaluation MUST assess achievement of learning objectives relevance of the activity and content to current practice overall satisfaction suitability of delivery - participant evaluation survey How will the activity be reviewed and modified over time? (APC CPD Standard 6.3) Activities designed for repeated delivery MUST be subject to periodic review by the developer/ provider. The review process should incorporate feedback obtained from the evaluation process. It is expected the review cycle will be sensitive to the rate of change in area covered within the activity and it is recommended providers should benchmark the activity content with current practice. The provider must notify the CPD Panel of any changes to content or delivery (prior to implementation) resulting from a review. Providers should also be aware accredited CPD activities will be subject to audit activities that seek confirmation activity evaluation and review has been undertaken. - content and assessment review policy/ procedures - identification of the potential practice changes relevant to the activity content Declaration (APC CPD Standards - 3.4, 5.1, 6.2) I declare as a provider of the educational activity I will ensure that: the activity will be delivered in accordance with the application as approved the CPD panel will be notified of and provided with all amendments / alterations prior to commencement the APC CPD Advertising Policy is complied with in all relevant material National Privacy Principles will be considered for all relevant components of the activity and activity administration. 9 Section 3 National Competency Standards All providers are required to provide mapping of both learning objectives and activity content of the National Competency Standards Framework for Pharmacists in Australia When undertaking this mapping activity providers MUST read the intent of each Domain and Standard as outlined within the Competency Standards to ensure learning objectives and activity content is appropriately mapped. This mapping exercise will be essential in ensuring that advertising material provides clear linkage and communication of both the learning objectives and the relevant Competency Standards. The table below allows providers to clearly record the intended learning objectives relevant to each competency standard, whilst also identifying Competency Standards that are relevant to the proposed content and supplementary material. Providers must also ensure all promotional information and supplementary material clearly displays the activity learning objectives to allow pharmacists to choose relevant CPD activities that will complement their individual learning needs. Learning Objectives MUST be actionable statements that are specific, measurable, and actionable specific and measurable wherever possible be accessible to pharmacists to allow then to choose appropriate activities (i.e. should outline what a pharmacist should know, or be able to do upon successful completion of the activity) one strategy that often assists when developing quality learning objectives is to use action verbs, as they are much easier to measure Example learning objectives - describe the three main causes of UTIs - explain the treatment options for UTIs that are available - discuss the efficacy of naturopathic remedies for patients with a UTI - discuss preventive measures for patients who experience recurrent UTIs - demonstrate an ability to obtain an accurate medication history in a patient with a UTI Applicant Instructions 1. Identify which competency standard the learning objective directly relates to and document on the below table. 2. In the event additional competencies maybe relevant to activity material, although not directly related to the learning objectives this can be indicated through a tick in the relevant column. All advertising material must include information of the learning objectives and competency standards to allow pharmacists to select activities to meet the needs of their individual learning plans. This can be indicated through a tick in the relevant column. 4. All supportive, supplementary and educational material should display the learning objectives. This can be indicated through a tick in the relevant column. 5. Applicant can remove table rows that are not relevant to the proposed activity. 6. Please see below an example for your assistance. 7. Providers may have additional activity content that does not directly relate to the learning objectives. Example Only providers may elect to remove unrelated standards.
