POINTS TO REMEMBER Heraclitus Mark Twain May 21, 2015
Change is the only constant in life. ~Heraclitus 500 BC May 21, 2015
There are three kinds of lies: lies, damned lies, and statistics. ~Mark Twain quoting Prime Minister Disraeli Mark Twain Prime Minister Disraeli
SC CHANGING DEMOGRAPHICS Continuous change Different than in prior decades Varies from county to county
SOME KEY POINTS ARE: South Carolina s natural increase is declining, but net migration has been large enough to result in a consistent net gain. The proportion of people in South Carolina who can speak a foreign language is increasing. The largest sources of domestic migration into South Carolina are the Northeast states and our immediate neighbors (North Carolina, Georgia, and Florida). The population as a whole is getting older, particularly in rural counties. The proportion of SC population in urban areas is increasing.

NOTES SC experienced a loss in net migration until 1980 Recent net migration gains are larger than natural increase Impact of natural increase is different than net migration

5/21/2015 The Unified Development Ordinance (UDO) The UDO guides both new development and redevelopment in accordance with current and future needs The UDO implements the Comprehensive Plan and promotes the health, safety, and welfare of Lancaster County The UDO must be effective to successfully implement the goals and objectives of the Comprehensive Plan 6
5/21/2015 How does the UDO guide development? Achieves policies and proposals defined in the Comp. Plan Balances development with natural resources Concentrates development with adequate infrastructure Minimizes traffic congestion Secures safety from hazards of improper development How does the UDO guide development? Provides adequate privacy, light, air and open space Protects land values through planning and responsible development Conserves the character of neighborhoods Protects rural communities Fosters convenient, attractive and harmonious communities 7

5/21/2015 An Introduction To The Connection Between Healthy Lifestyles and Community Planning South Carolina Health Indicators and County Health Rankings State of the Practice among South Carolina Counties Introduction of the Health + Planning Toolkit for South Carolina Health and well being are influenced by the communities where people live, work, play, and learn, through the interplay of a community s physical, social, and cultural environment. Over the past decade, research has demonstrated links between the built environment and eating and physical activity behaviors, which in turn impact health outcomes. 2
5/21/2015 The Connection County Comprehensive Plans And other local plans and regulatory policy Active Living A way of life that integrates physical activity into daily routines Healthy Eating The production, process, distribution, access, and consumption of food that limits the risk of diet related chronic diseases. We have engineered physical activity out of everyday life. - Dr. William Dietz, Centers for Disease Control 3
5/21/2015 4
5/21/2015 The Other Side of the Equation An epidemic of preventable chronic diseases associated with: consuming excess calories inadequate consumption of fruits, vegetables, whole grains, and some micronutrients overconsumption of added products such as refined sugar and preservatives 5
5/21/2015 Public health education about healthy eating cannot overcome these challenges alone. - American Planning Association What does this mean for South Carolina? Source: SCaledown.org (a project of SC DHEC) 6
5/21/2015 $1.2 Billion of New Farm Income if each South Carolina resident purchased an additional $5 of food each week directly from a farm in the state. - Making Small Farms into Big Business: A plan for infrastructure investments to connect small farms in South Carolina to local markets Crossroads Resource Center. 87 5/21/2015 Who it is for Local Government Professional Public Health Professional Elected Official Advocate/Interested Citizen Comprehensive plans are uniquely situated at the intersection of many of these interests and can be used as a tool to facilitate better health by improving access to physical activity and healthy foods in our communities. 10
5/21/2015 How Comprehensive Planning can be part of the solution: Land use Transportation Natural resources and environment Housing and community development Agriculture Economic development Community facilities such as parks or municipal buildings Growing Body of Literature ChangeLab Solutions (2013, 2012) Licensing for Lettuce Health on the Shelf How to Create and Implement Healthy General Plans American Planning Association (2012) Healthy Planning Planning for Food Access and Community Based Food Systems Public Health Law and Policy (2012) Roadmap for Healthier Comprehensive Plans University of Delaware Institute for Public Administration (2010) Healthy Communities Design for Health (2007) Integrating Health into Comprehensive Planning 11
5/21/2015 Step One: Needs Assessment State of the Practice in SC Comprehensive Plans are oriented towards private development and public infrastructure services. References to public health are often related to public safety. Metrics and action items related to public health in comprehensive plans are rarely, if ever, stated. Access to and understanding of health data may be a limiting factor for public health policy in comprehensive plans. Local governments are not reviewing and updating their comprehensive plans consistently. 12

5/ /2015 Zoning & Community Appearance Boards Some states have solar access laws Resources: NC Clean Tech model ordinance nccleantech.ncsu.edu/technology/renewableenergy/solar/template ordinance for solarenergy development in north carolina/ Solar Friendly Community Designation Plan Reviews & Permitting Pre-Application Access to information on solar permit requirements and procedures Permit desk & online permit applications may need revising (Solar Generator Diesel Generator) Possible increase in plan reviews for all roof top installations, commercial installations, and solar farms Solar developers will ask for pre application information about requirements and procedures Solar Systems are permitted against local jurisdiction s currently used building and electric codes SC LLR Mechanical License Requirements need to be verified. Interstate Renewable Energy Council (IREC) has a wealth of permitting resources reform/permitting 5
5/ /2015 Permitting: Pre application Materials Reduce individual questions staff has to field Increase applications submitted correctly and completely the first time Put everyone on the same page with respect to requirements reducing conflict Can help manage expectations about timing Facilitate solar expansion in your community Permitting: Application Checklists List required forms, diagrams or plans and where they can be found List any other documentation, signatures or approvals Describe the fee structure and options for payment 6
5/ /2015 Permitting: Application Checklists Provide submittal instructions Provide office locations, hours and appropriate staff contacts Include citations to relevant code or other references for technical requirements reform/permitting/ 7

Minimum clearance range around the equipment Maximum height above the roof surface Panels and inverters installed per manufacturers specifications 8
5/ /2015 Inspections Frequency and timing of inspections can be crucial in solar installation process & cost Can you combine inspections? (building, electrical, fire, etc.) Can you coordinate inspections with utility interconnection inspections? Inspection Checklists & Guidelines IREC Field Inspection Guidelines: IREC Inspection Checklist: 9
5/ /2015 Using an Inspection Checklist Educational tool for inspectors and installers Improve consistency of inspections ensuring same features are checked for each system Reduce conflicts between inspectors and installers Method of notifying installers of unique or new requirements Can require it be submitted along with the application form Inspector Training Photovoltaic Online Training Platform (PVOT) IRECUSA.org/workforce-education Six topics covered: Roof Mounted Arrays and Wire Management Electrical for Roof and Ground Mounted Arrays Specifics of Ground Mounted Arrays Appropriate Signage Equipment Ratings Expedited Permitting Successful course completion allows students to apply for CE credits from International Association of Electrical Inspectors 10
