Cone Executive Director FOREWORD The South Carolina Association of Counties is pleased to provide our county officials with a copy of the 2012 Wage and Salary Report. This year s report presents the results of SCAC s annual survey of 200 positions in county government. A total of 43 counties responded to this year s survey a response rate of 93.5%. We hope that this report will provide useful information to counties when creating new positions, reclassifying positions, amending pay ranges, or planning budgets. The report provides detailed wage and salary information by county and position. Wage data is provided for each of the 200 job descriptions and includes number of hours worked per week, the number of employees in the position, the pay range, the midpoint of the range or actual salary, and the percent spread of the salary range. For the purpose of presenting the wage and salary data, the counties are divided into population groups. New to this year s report is a regrouping of counties into five population groups, rather than the four groups used in past years. The largest counties are now reflected in an over 200,000 population group. To assist you in finding a position, the report includes an Index beginning on page I-1. In addition to detailed wage and salary information, each of the five county population groups begins with a group summary page that includes the 2010 Census population, the latest per capita personal income, the current year general fund budget, total payroll, and total staff for each county within the group. Further information is provided in a summary statistics section (on page SS-1), which includes statistics for general fund budgets, payroll budgets, and county employment. A holiday observance table is included at the end of the summary statistics section. I would like to thank all of the counties who took the time to complete and submit their survey responses, which are the basis for this report. Additionally, I would like to acknowledge the efforts of our Research Assistant, Susan Turkopuls, for the hours spent in collecting, compiling, and translating the raw data into a usable, helpful source of information for county officials. 5 2012 WAGE AND SALARY SURVEY SUMMARY STATISTICS Population Groups For the purpose of the 2012 Wage and Salary Report, the 46 South Carolina counties have been sorted into five groups based on population figures from the 2010 Census (refer to Table 1). These five population categories are used throughout the summary statistics section for descriptive purposes. Additionally, they are used to group the actual wage and salary data that accounts for the bulk of this report. Census 2010 population figures are listed for each county in the group summary table that precedes each group s wage and salary data section. General Fund Budgets General fund budgets for fiscal year 2012 range from $7.3 million to $161.1 million a variance of $153.8 million. The average reported general fund budget for FY 2012 is $41.2 million and the median general fund budget is $23.2 million. Although county budgets vary widely across the state, only five counties have budgets over $100 million. A majority of counties (73.8%) have budgets under $50 million, and over half of all counties have budgets under $25 million. SS - 1

6 Figure 1 illustrates the distribution of county general fund budget totals. The six counties with budgets in excess of $90 million are Beaufort, Charleston, Greenville, Horry, Lexington and Richland Counties. These counties are among the highest populated in the state. The six counties with budgets under $10 million are Abbeville, Bamberg, Edgefield, McCormick, Marlboro and Saluda. (In past years, Allendale County has been named in the under $10 million group; however, budget data for Allendale was not available this year.) These counties are among the lowest populated in South Carolina. To further compare general fund budgets, Figure 2 compares the average FY 2012 general fund budget per capita among population groups. At $452 per resident, Group 2 has the highest per capita average general fund budget. Group 3 has the lowest per capita average, at $317 per resident. SS - 2

7 Figure 3 provides a five-year trend for average general fund budgets statewide. Average general fund budgets for all groups have remained relatively unchanged from the previous fiscal year, reflecting a tight budget year for counties. Average general fund budgets decreased slightly from the previous year for Groups 2, 3 and 4. Payroll Budgets Reported payroll budgets (not including fringe benefits) for the current year range from $3 million to $99.0 million, with an arithmetic mean of $23.5 million and a median of $10.7 million. Figure 4 illustrates the distribution of payroll budget totals for South Carolina counties. Of the 42 counties that reported their payroll budget, 23 counties (54.8%) have payroll budgets under $15 million. Seven counties (16.6%) maintain budgets of $45 million or greater. The counties with the largest payroll budgets are Beaufort, Charleston, Greenville, Horry, Lexington, Richland and Spartanburg. An examination of payroll as a proportion of the total general fund budget reveals some variation between the population groups. Figure 5 illustrates that, on average, the groups with lower populations have the lowest average payrolls as a percent of the general fund budget. The groups with higher populations fund their payrolls using a higher proportion of the general fund budget. The statewide average of county general fund budgets used for employee compensation is 56.9%. SS - 3

8 Full-Time Employment County full-time employment in FY 2012 ranges from a low of 86 employees in Bamberg County to a high of 2,326 in Charleston County. Figure 6 illustrates the county distribution of full-time employment. Three counties with less than 100 full-time employees are Allendale, Bamberg and McCormick Counties. Twenty-one counties (48.8%) employ less than 300 full-time staff. Eight counties (18.6%) have over 1,000 full-time employees. They are Beaufort, Berkeley, Charleston, Greenville, Horry, Lexington, Richland and Spartanburg Counties. SS - 4

9 Part-Time Employment For the current fiscal year, 42 of the 43 responding counties report having at least one part-time employee. At the high end of the spectrum, Dorchester County reports having 1,077 part-time employees, including poll workers. (Many counties do not include poll workers on the county payroll. Poll workers represented a large number of part-time employees in Dorchester County at the time of this survey.) Beaufort County has the second highest part-time employment at 356. The average number of part-time employees is 105 and the median is 70. Three counties (7%) report having more than 200 part time employees, while 28 counties (65.1%) have less than 100. Nine counties (20.9%) reported 30 or fewer part-time employees. Richland County reported zero parttime employees. Figure 7 illustrates the average part-time staff as a percentage of full-time staff by population group. Group 1 has the lowest average percentage of part-time staff as a percentage of full-time staff (7.5%), while the averages for all other groups are more than three times as high. The statewide average is 26.7%. SS - 5

10 Law Enforcement Employment Figure 8 shows that for the 41 counties that provided information on law enforcement staff size, the number of full-time commissioned officers varies widely. Greenville (677 officers), Richland (603 officers) and Horry (540 officers) reported the largest full-time commissioned law enforcement staffs; Bamberg (13 officers), McCormick (14 officers) and Allendale (14 officers) reported the smallest law enforcement staffs. While the average number of full-time commissioned law enforcement officers is 135, the median is 67. Only eight counties (19.5%) employ more than 200 full-time commissioned law enforcement officers. In contrast, 24 counties (58.5%) have a full-time commissioned law enforcement staff of less than 100 officers. Fifteen counties (36.5%) have a staff of less than 50 officers. SS - 6

11 Figure 9 reveals very little variation in the average law enforcement staff as a percentage of total staff among Groups 1, 2, 3 and 4. In these population groups, commissioned law enforcement officers represent about one-fifth of the average total employment. At 13.7%, Group 5 maintains a significantly lower average of law enforcement staff as a percentage of full-time staff. The average for all counties is 22.3%. Holiday Observance In addition to the six standard holidays observed by all S.C. counties (New Year s Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, and Christmas Day), other holidays observed for the current fiscal year are listed in Table 2. Martin Luther King holiday and the day after Thanksgiving are observed by all counties (100%), while Confederate Memorial Day is observed by only eight counties (17%).
