1 South Bruce Detachment 212 Annual Report

2 This 212 Annual Report is another initiative that I ve undertaken to increase our communication with you, our valued community partners. I trust that you will find it informative. In 212 the South Bruce Detachment members were involved in 11,237 occurrences, which is slightly more than the average of the previous three years (11,176). The South Bruce Detachment area is comprised of the municipalities of Kincardine, Brockton, Huron-Kinloss, South Bruce and Arran-Elderslie. The population of these 5 municipalities is approximately 42,83 people. The detachment area covers 2,491 square kilometers, which is mostly rural interspersed with small urban centres. Crime In 212, the detachment investigated 1,252 property-related crimes, which are down from the average of the previous three years (1319). Crimes of violence increased to 413 up from the average of the previous three years (399), in part this is due to an increase in domestic violence. What is not known are the levels of unreported crime so when the public no longer tolerates crime it may result in an increase in crime rates. What is needed is a strong crime prevention strategy, involving the police and community working together, to keep the community safe and reduce victimization. The 213 Detachment Business Plan and the Detachment Strategic Plan will include measures to increase community engagement in their community while working hand-in-hand with the police to problem solve. Traffic I am very pleased to be able to report that the number of motor vehicle collisions resulting in a fatality was reduced to 3 in 212, which is 5% lower than the average of the previous three years (6). Likewise, the collisions involving personal injury (77) were lower than the three-year average (88). The reductions in both areas were better than the 2% reduction in the overall number of collisions. Impaired driving was down slightly from previous years: 55 in 212 compared to the3-year average of 58. The continual focus on impaired driving, seatbelt compliance, aggressive driving and distracted drivers would appear to be effective in making the roadways in the South Bruce Detachment area safe. Overall, the communities in the South Bruce Detachment area are safe places to live, work and play. I am pleased with the efforts of the members of this detachment and their contribution to making your community safe. 6 Lock It or Lose IT! Did you know Securing your valuables is a means of increasing the effort required for a person to commit a crime which, in turn, will reduce the number of crimes. Over 2 weekends, members of the South Bruce Detachment checked vehicle security and found that 91 of the 599 (15%) vehicles checked were unlocked. Here is some of what we found: One vehicle was found in a field unlocked with keys in it Another was found unlocked with the keys in the cup holder and a purse on the front seat One unlocked vehicle had a crossbow in the back seat, in plain view One vehicle was unlocked and running Other articles found in plain view of some of the unlocked vehicles are: GPS, laptop, purses, and tools 5

This includes both the aggressor and the victim. Intoxication can lead to poor decision-making which can make a person more vulnerable to an assault or more prone to engage in aggressive behaviour. Many who were intoxicated at the time of the crime did not consider their state of intoxication as relevant to their behaviour. Prevention efforts will focus on enforcement of the Liquor Licence Act with a more focused approach towards those establishments that are identified as having more intoxicated patrons and violations. Additionally, efforts will be directed at educating everyone on the importance of responsible consumption. 6

9 Crime Prevention That Works Ontario s Mobilization and Engagement Model of Community Policing model distinguishes between relatively safe neighbourhoods where situational crime prevention measures like target hardening and community watch strategies work; and areas where broader social problems make such measures impracticable. The model emphasizes crime prevention through social development in areas where police are most often called for assistance. It guides all community partners to select crime prevention strategies that work. This model is the framework for the establishment of Safe Community Committees in southern Bruce County. The committee works in a proactive, creative and innovative way to solve social order problems and establish strategies for the prevention of crime and resolution of identified issues. When the concerns or problems have been identified, the committee will engage a number of community partners such as the police, health and social services, municipal or county departments and/or any other organization or group to combat the problem or concern. Composition of Community Committees A Safe Community Committee (SCC) is comprised of local citizens who are concerned about healthy and safe communities. SCC members are volunteers and as such they have the option to come and go. Ideally the committee should reflect the community having broad-based membership, i.e. students; senior citizens; social/community agencies; business leaders; education leaders; service and faith-based organizations; and municipal or county politicians to name a few. The police are not just members of the committee; they are in fact community safety partners to aid in the proactive problem solving of identified community concerns. As such the police will not take an executive role in the committees. While the police are the main enforcement component within the community, they also bring crime prevention strategies and analytical capabilities. Goal It is the goal of this detachment to work with community leaders to establish at least 1 committee in each of the 5 municipalities policed by this detachment. 8

Impaired by Drugs Top 1 Contributing Factors (212) ****Inappropriate speed is that which is too fast even though it is at or under the posted limit. For example, travelling the speed limit in a blizzard or heavy fog is not excessive speed but it is inappropriate; similarly travelling at 4 km/h in a school zone at 8:3 am may not be speeding but it is inappropriate given the number and age of the children in the area. 12 Local Concern Suicide The loss of life is tragic and impacts many from family, friends and acquaintances but when the death is a suicide the impacts on everyone are much more significant. In the South Bruce Detachment area on average 5 suicides and 48 attempted suicides are investigated annually between 28 and 212. The highest year for suicides was in 21 with 1 but that dropped to only 1 in 211. These statistics for attempt suicide are difficult to accurately report in that they are only those to which the police have responded and are left to the judgment of the individual officer to determine whether or not it is an attempt and then the appropriate course of action. 13 Local Concern Domestics South Bruce Detachment of the Ontario Provincial Police is concerned about the increased number of domestic disturbance incidents being reported a 4% increase since 29. It is alarming to note that 3 of the 5 municipalities policed by this detachment have experienced increases in 212. It should be noted that not all domestic disturbances are criminal in nature but their significance is such that it warranted police intervention. In 211 the South Bruce Detachment laid 75 total charges related to domestic situations, in 212 the detachment has laid 19 charges. In 211, 28% of the domestic disturbance investigations resulted in charges while in 212 that number has increased to 35%. The family unit is the core element of a safe and secure community. When that core becomes weakened or destroyed it negatively impacts the individuals and the community surrounding it. Families must be free from abuse in all its forms (physical, emotional, psychological and financial). Families ought to be the safest and most secure place on earth. We must devote our energies and activities to the benefit of the family for if we continue to neglect the family it will be to its detriment. Abuse in any form is not acceptable. 14 Victim Services 24/7 Crisis Line: Victim Services of Bruce Grey & Owen Sound and the South Bruce Detachment OPP Detachment work together to provide timely and effective support for incidents of crime and tragic circumstance. To assist with providing this very important service to the community Victim Services has an office in both our Kincardine and Walkerton offices. Victim Services offer emotional support and practical assistance to those affected by crime or tragic circumstance. The service is free, confidential and available 24 hours a day, 7 days per week. At the request of emergency services and upon consent of the individual or family, a team of trained volunteer responders will provide support and information either on scene or over the phone. Some of the occurrences they respond to on a regular basis include: Partner Abuse Property Crimes Traffic Collisions Fires Elder Abuse Assault Sexual Assault Sudden Death Stalking They provide a safe and secure environment for those who find themselves in a situation where their normal coping skills are not enough. They allow them to talk freely about their responses and reactions with complete confidentiality. They help people to understand their crisis response and provide options for longer term support if needed. They provide transportation home from the scene or to a place of safety if required. They can assist with safety planning and accessing other community agencies. They help victims decide what their most pressing needs are and provide information about services in our area that may be helpful in meeting those needs. They will, upon request, contact the victim in the days following the crisis to make sure that all available options were offered and to provide other referrals as necessary. New Program: Break the Silence Let's Talk! This is a suicide grief support group for youths who have experienced the death of a loved one or friend through suicide. The program is based in Chatsworth at Melody Acres farm and is offered to youths in both Grey & Bruce County. 13
