2 USF System Policies and Procedures Regarding Terminations/Suspensions USF follows a regular cycle of systematic, annual review of low-productivity/lowdemand degree programs Process Goals: Systematic realignment of USF degree programs with the USF System Strategic Plan Elimination of duplicative programs Realignment with market need and demand

4 The Annual Process Office of the Provost sends enrollment data to Deans Deans coordinate a response with Department Chairs Three potential responses Terminate Suspend Other Potential Actions (reviewed annually for effect) Allocation of resources for program development Additional marketing and promotion of program Curricular changes to update program

5 Termination and Suspension Termination = permanent removal of a Classification of Instructional Program (CIP) Code or Degree, e.g. BA, MS, from the degree inventory Suspension = temporary removal of a CIP Code or Degree from the degree inventory

7 SACSCOC Policy SACSCOC is charged by USDOE with enforcing the Higher Education Opportunity Act s requirements for program closures Terminations require a Level Three Substantive Change (notification and teach out plan) submission to SACSCOC if students are enrolled in a program targeted for closure All program closures require one of two types of Teach Out arrangements

8 SACSCOC Policy: Teach Out Teach Out Plan = A plan to ensure the opportunity for students enrolled in a degree program targeted for closure to complete the program within a reasonable period Teach Out Agreement (requires advance notice to SACSCOC) = An agreement with another institution to offer the required courses to students in a program targeted for closure to complete the program in a reasonable period

9 Three Types of Program Closure In decreasing order of complexity Termination of a Classification of Instructional Program (CIP) Code Requires Board of Trustee (BOT) approval Termination of a degree within a CIP Code USF internal process provides BOT notification Suspension of a Program Internal process provides BOT notification USF notifies BOG Staff of all program closures for adjustment of degree inventory
