2 Government Law & Policy: Election Law, Campaign Finance, and PAC Management Greenberg Traurig s non-partisan Election Law, Campaign Finance, and PAC Management team comprises of attorneys with decades of experience representing public officials, candidates, committees, political parties, and business entities with respect to election law matters involving ballot access, as well as federal, state, and local campaign finance and pay-to-play laws. The team members have represented candidates for office at all levels of government, in addition to both major parties and nascent third parties. Additionally, our attorneys frequently counsel corporate clients on how to navigate this highly-sensitive and heavily-regulated process. Many of our team members have held prior positions within government and, therefore, they intimately understand the laws governing elections and campaigns, and also have broad trial experience, providing a unique combination of skills to our political law clients. Election Law Greenberg Traurig attorneys have experience representing clients at the local and state level, in New York State and Florida, and at the federal level in Washington, D.C. 4 Campaign Finance Greenberg Traurig attorneys are well-versed in the laws that govern political giving and expenditures. We help candidates, parties, committees, corporations, 527s, and other not-for-profit entities understand the highly regulated world of contributions and political spending. Charrow has been actively involved in campaign finance and election law for more than 30 years having served as the Deputy Chief Counsel to Reagan- Bush 84, the president s authorized campaign committee. He represents corporate clients before the Federal Election Commission in Matters Under Review and Advisory Opinion Requests, and assists corporate clients in establishing and maintaining separate segregate funds (i.e., corporate PACs). He also provides general advice to clients with respect to matters arising under the Federal Election Campaign Act of 1971, as amended; Lobbying Disclosure Act of l995, as amended; state analogs; the House and Senate Gifts Rules; and the Ethics in Government Act of 1978, as amended. Robert M. Harding has been practicing election law in New York State for more than 30 years. Bob has represented candidates for state-wide, city-wide, and local office. Bob handles all the issues associated with running for office in New York, including the forming of a campaign committee as well as defending and challenging petitions at the administrative and court level. Bob has argued election law cases at the Board of Elections and courts throughout the State of New York, including the Court of Appeals. Hayden R. Dempsey is the Chair of the firm s Government Law & Policy Practice for the state of Florida and focuses his practice on election law. Hayden has broad governmental experience, having served in four governors administrations. He has represented the presidential campaigns of Bush-Cheney 04, Florida and McCain-Palin 08, and the gubernatorial campaigns of Gov. Rick Scott, Gov. Charlie Crist, and Gov. Jeb Bush. Hayden also represented Congressman Vern Buchanan in the 2008 recount and Congressional contest of his election. Hayden served as Special Counsel to Gov. Rick Scott, where he oversaw the Legislative Affairs Office and advised the Governor and his staff on legislative, policy, and budget issues. He also worked closely with the Governor s agencies to assist in the development and passage of their legislative priorities. Hayden previously served as Legislative Affairs Director, Deputy General Counsel, and Special Counsel for Gov. Jeb Bush.
5 GREENBERG TRAURIG, LLP ATTORNEYS AT LAW Laurence A. Levy has represented candidates and committees in federal elections for President of the United States, the U.S. Senate, and the House, as well as candidates seeking state and local office. He has organized and represented Super PACs on both the federal and state level, as well as more traditional PACs, and has served as the New York State Counsel for the Republican National Congressional Committee. Moreover, he also counsels corporations, individuals, lobbyists, PACs, and regulated businesses in addressing campaign finance and election law issues, including the impact of the Investment Advisor Act, as well as representing such individuals and entities before the Federal Election Commission, various New York regulators, the Department of Justice, and the Office of Government Ethics. Larry has also litigated campaign finance matters in the Federal Courts. Steven C. Russo has more than 25 years of experience as a New York election lawyer and campaign finance counsel. He has counseled numerous candidates and candidate campaign committees at the local, state, and national level with regard to New York ballot access issues. He has litigated ballot access issues in administrative tribunals and New York State courts and has served as the principal New York campaign and election law counsel to the various campaign committees in New York. He also has provided campaign finance compliance advice to state partners. Joshua L. Oppenheimer focuses his practice on governmental affairs and political law, particularly on issues relating to campaign finance, election law, governmental ethics, gifts, and lobbying laws. Josh has wideranging experience advising clients on compliance with the complex federal, state, and local laws that govern political activity. For more than a decade, Josh has provided political compliance counsel to a broad base of clients including political parties, political committees, public office holders, candidates, Fortune 500 corporations, nonprofit organizations, financial service corporations, public affairs companies, and lobbying firms. He regularly assists these clients in navigating federal, state, and local campaign finance laws whether forming a candidate or independent expenditure committee, or responding to allegations of disclosure, or other campaign finance improprieties. Moreover, Josh has the unique experience providing counsel to a newly recognized New York State political party. In addition, Josh has worked with candidates and campaigns on New York ballot access matters. Josh regularly makes presentations and writes articles regarding campaign finance, lobbying, and ethics laws.

For corporations and not-for-profit organizations, traditional lobbying plays an important advocacy role, but an organization s PAC may provide an invaluable avenue to reach policy makers. Additionally, Super PACs are continuing to change the political and grassroots landscape nationwide. Greenberg Traurig s PAC Management team helps guide not-for-profit and corporate entities through the nuances of campaign finance law, assisting PACs in reaching their full potential and maximizing their exposure on Capitol Hill and beyond. Glaser focuses his practice on legislative issues, governmental ethics and compliance, campaign finance, and other regulatory issues. His practice includes the formation and on-going representation of political committees. Previously, he served as Counsel to the Majority of the New York State Assembly, acting as legal advisor to five Speakers of the Assembly as well as other members of the Assembly s leadership. As Chief Ethics Counsel for the Assembly, Mark advised Members of the Assembly and Assembly staff and was a principal draftsman of the 1987 Ethics in Government Act. Mark also served as Counsel to the Assembly majority s campaign committee and was involved in myriad election and campaign matters. Ryan Bradel focuses his practice in the areas of government contracts and campaign finance and election law where he helps companies, candidates, and individuals navigate the rules governing campaign contributions, political action committees, ballot access requirements, and election recounts. Ryan has previously served as Associate Counsel to a presidential campaign committee and has wide-ranging FEC experience including advising clients on issues of general compliance, establishing joint fundraising committees, and guiding various technology companies through FEC regulations specific to solicitations and voter outreach.
7 Elizabeth Ross Hadley focuses her practice on legislative and regulatory issues in Texas, including state PAC formation and compliance for both General Purpose and Specific Purpose PACs in Texas. She also provides advice on Texas PAC rules and regulations. She has legislative and agency experience working in the U.S. Senate as the Assistant Foreign Policy Advisor to U.S. Senator Trent Lott, in the Texas State Senate as General Counsel and Policy Analyst to the Honorable Kip Averitt, as well as in the Texas Department of Agriculture as an Assistant Commissioner for Marketing. In addition to representing clients before the Texas legislature and executive branch, Elizabeth advises clients on Texas ethics and campaign finance laws. Elizabeth was also recently appointed to sit on the State Bar of Texas Legislative and Campaign Law section council. Laurie McKay + assists clients with PAC management and political law compliance, and has more than 15 years of experience with campaign finance matters. In addition to directly representing clients on Capitol Hill and before federal agencies, Laurie has also established a variety of PACs and managed the day-to-day operations to provide such political committees adherence to various federal and state compliance requirements. She has direct experience working with not only federal election law and the Federal Election Commission, but also with various other federal compliance regulations including the Lobbying Disclosure Act, the Foreign Agents Registration Act, and Congressional gift rules. Katie Reed + is experienced in dealing with government affairs and public policy matters, including congressional ethics rules; state and federal lobbying guidelines and reporting requirements; and state, federal, and local campaign finance compliance regulations.
