THE EU FRAMEWORK PROGRAMME FOR RESEARCH AND INNOVATION Horizon 2020 from the SSH Perspective INTEGRATING SSH, SOCIETAL CHALLENGE 6 AND THE WORK PROGRAMME 2014/15 Heiko Prange-Gstöhl European Commission DG Research & Unit B.5 "Social Sciences Humanities" [as of 1/1/2014 Unit B.6 "Reflective Societies"]
Contents I. Integrating SSH across Horizon 2020 II. Horizon 2020 approach for Societal Challenge 6 III. Societal Challenge 6 - Work Programme 2014/15
I. Integrating SSH across Horizon 2020
SSH in Horizon 2020 "Social sciences humanities (SSH) research will be fully integrated into each of the general objectives of Horizon 2020." Horizon 2020 draft regulation
Integrating SSH: two approaches General Integration: All Societal Challenges, LEIT activities under Excellent Science are generally open to SSH contributions in all their lines of activity thus favour 'integrating SSH' as genuine interdisciplinarity ('integrating in the research problem'). Dedicated Integration: In some Societal Challenges parts of LEIT a specific SSH line of activity called 'the socio-economic dimension of ' is delineated, i.e. requires SSH research.
SSH in Excellent Science The European Research Council (ERC) is already a major funding source for investigator-driven frontier research. About 17 % of the ERC-budget will be allocated to SSH. Marie Sklodowska-Curie Actions (MCA) give opportunities for greater mobility network building. The SSH share is 11-12%. Several major research infrastructures in the SSH are supported by FP7/H2020: CESSDA, DARIAH, CLARIN, ESS, SHARE, InGRID.
SSH in Industrial Leadership Strengthening the cultural social aspects of innovation SSH as a source of creativity in development of services products Societal aspects of new emerging technologies (e.g. societal acceptance; citizens' participation in decision-shaping; ethical aspects; new technologies changing lifestyles) Business management models
Horizon "Societal Challenges" Estimated final amounts following Trilogue (12/7/2013) Breakdown Estimated final amount in million euro (in current prices) IIISocietal Challenges, of which 38.53% Health, demographic change wellbeing 2. Food security, sustainable agriculture, marine maritime inl water research the bio-economy 9.70% % Secure, clean efficient energy 7.70% Smart, green integrated transport 8.23% Climate action, resource efficiency raw materials 6. Europe in a changing world: Inclusive, innovative & reflective societies 4% % Secure societies 2.20% 1 695

Example 1 of SSH-relevant topics ('flagged') Societal Challenge 1 'Health, demographic change wellbeing' Call PHC 'Promoting mental wellbeing in the ageing population' Proposals will include multi-disciplinary research to improve the understing, prevention, early diagnosis, treatment of mental conditions disorders of older people. Research may include a dimension of research into physical, psychological social determinants of healthy ageing. Proposals may address the role of external or internal determinants of mental health, including e.g. sensory deficits, chronic disease, substance use, socio-economic stressors (loneliness, poverty), or physical stressors.
Example 2 of SSH-relevant topics ('flagged') Societal Challenge 3 'Secure clean efficient energy' Call EE 'Socioeconomic research on energy efficiency' Foresight socio-economic activities informing the debate on the development monitoring of energy efficiency strategies, taking a forward looking approach to the horizon 2030 beyond. Projects may also look at the evolution of social, economic, cultural educational barriers. Proposals should take gender issues into account whenever they are relevant build on existing macroeconomics models as well as on the results of socio-economic sciences humanities.
Example 3 of SSH-relevant topics ('flagged') Societal Challenge 7 'Secure societies Protecting freedom security of Europe its citizens' Call FCT 'Understing the underlying social, psychological economic aspects of the genesis, methods motivation of organized crime (including cyber related offenses)' Research should investigate the role of social, psychological economic factors in progression of individuals who had unremarkable lives into organised crime terrorist networks. Research may examine the role of friendships, kinships, milieus peer groups of (social) networks social media. It may also examine the characteristics of individuals that leave them susceptible to these influences /or social conditions conducive to organised crime. The analysis may also take into account state of the art of theory research on inclusion social cohesion apply economic measures.
Integrating SSH: main challenges In technology-driven topics there is a tendency to refer to SSH aspects in only a marginal way ( SSH as add-on not as integral or driving part); The aim to make the call texts more general less prescriptive might be in conflict with the need to draft texts with the necessary level of detail reference to relevant SSH research; Cultural practical barriers/academic incentive system: mono-disciplinarity of training, curricula, journals, faculty structures
Integrating SSH: practical steps Flagging tool will be provided, giving immediate link to certain topics which correspond to important horizontal issues The expert advisory groups of each Societal Challenge include SSH scientists The evaluation panels of the Societal Challenges need to include experts with SSH competences A regular review of the implementation of interdisciplinarity in each Societal Challenge should also be organised during the lifetime of Horizon 2020
