3 The situation of youth in Tanzania From the ILFS 2000/01 people aged between 15 and 35 makes more than 65% of the labour force The 2002 census states that people of the same age are amounting to 11.7 mil (35% of the population Majority of these young people are unemployed Not having the necessary skills to penetrate to the competitive labour market
4 The National Youth Policy of 1996 The definition of youth Mechanism to mainstream youth issues in different sectors was not clearly stated No clear framework for youth participation and networking The policy did not take charge of the ongoing economic and sectoral policies that also affects young people The policy lacked information on the global processes such as globalization and how it affects a Tanzanian youth The Policy was not informed from the international youth development policy frameworks such as the WPAY, AYF Policy issues and respective statements
5 The review process in 2004/2005 Supported by both MLEYD and UNICEF A series of zonal consultative youth forums, Zone 1 (Pwani, Morogoro, Lindi and Mtwara), Zone 2 (Tanga, Kilimanjaro and Arusha), Zone 3 (Manyara, Singida and Dodoma), Zone 4 (Iringa, Ruvuma, Rukwa and Mbeya), Zone 5 (Mwanza, Kagera and Mara), Zone 6 (Shinyanga, Tabora and Kigoma) Participation was based on representation in gender, vulnerable youth groups such as youth disability and representatives from village and urban areas as coordinated closely by local authorities The approach was Presentation, facilitated group works and plenary discussions on the issues within the 1996 policy, suggesting changes and rewriting The review did continued though-out 2006 but the writing was also going on. The National Youth Development Policy as other sectoral policies are endorsed by the cabinet which later followed the printing and launching in early 2008
6 The National Youth Development Policy 2007 Has five chapters divided as follows CHAPTER ONE Introduction The status of youth in Tanzania based on the statistics derived from reports produced up 2005 Issues of concern for 1996 policy
7 CHAPTER TWO RATIONALE and SCOPE The need for the new policy, the changing national and global patterns (economic, political and social) The YDP 2007 has the multisectoral nature in addressing youth issues The YDP 2007 has captured issues of concern for young people in Tanzania such as youth economic empowerment, environment, employment promotion, youth participation, HIV/ AIDS, gender, arts and culture, sports, adolescent reproductive health and family life issues
8 VISION Empowered, well motivated and responsible youth capable of participating effectively in social, political and economic development of the society MISSION Create an enabling environment for youth empowerment and enhancement of employment opportunities and security. GOAL The overall objective is to empower, facilitate and guide youth and other stakeholders in the implementation of youth development issues.
9 Specific objectives To facilitate youth to acquire skills and competence for employment. To facilitate youths to accept responsibilities so as to be able to practice good values, ethics and good conduct. To create conducive environment for youth participation in decision-making. To enhance establishment and utilization of youth friendly social services
10 CHAPTER THREE POLICY ISSUES AND STATEMENTS (In brief) 1. Common Definition of Youth Policy Statement: Youth in Tanzania shall be defined as young men and women from the age group of 15 to 35. Specific programmes related to specific age cohort shall be developed by stakeholders to suite specific needs of youths. 2. Youth living under difficult conditions Policy Statement: There shall be a mechanism to access opportunities in education; training and social security for youth with disability and those living in difficult circumstances.
11 3. Mechanism to prepare youths to meet obligations in society. Policy Statement: There shall be a mechanism to provide guidelines with a view of facilitating proper youth upbringing and development of youth talents. 4. Resources which create Economic Empowerment for Youth Development Policy Statement: There shall be a promotion of equitable access to land and other resource allocations. Emphasis to rural youth and gender equity as stipulated in the Small and Medium Enterprise Policy, Rural Development Strategy and Women and Gender Development policy, shall be stressed.
12 CHAPTER FOUR ROLES OF STAKEHOLDERS Parents and Guardians: Shall provide youth with love, security and enabling environment for youth development and proper upbringing through responsible parenthood. Community Based Organizations Non Governmental Organizations, Religions Institutions and Private Sector: Shall collaborate and compliment government efforts in youth empowerment programmes and awareness creation in youth development services. Local Government and Regional Administration: Local government shall support and incorporate youth development issues at all levels, using multi-sectoral approach. They shall also ensure employment of youth development officers in all districts. The Central Government: The Central government shall create enabling environment for smooth implementation of National youth policy, put in place regulatory and legal framework and facilitate resource mobilization for youth development issues. Development partners: Development partners shall collaborate and compliment government efforts
