2 2014 Drought State Actions January 17, 2014, Gov. Brown declared a drought State of Emergency Voluntary 20% reduction July 15, 2014, the California State Water Resources Control Board (SWRCB) passed resolution adopting emergency drought regulations. Apply to all urban water suppliers Require activation of conservation plans imposing mandatory outdoor irrigation restrictions 2
3 Water Conservation Ordinance In 2009, City adopted water conservation ordinance establishing 4 levels of water conservation Permanent Measures Level 1 Water Shortage Level 2 Water Shortage Emergency Condition, Level 3 Water Shortage City currently in Permanent water conservation level In compliance with all of State requirements Full compliance with State, City must declare: Level 1 Water Shortage 3
4 Level 1 Water Shortage Level 1 Shortage imposes: Irrigation restricted to every other day and only between hours of 6pm and 6am All plumbing leaks & breaks must be repaired within 72 hours Mandatory (2.5% or 5%) reduction compared to last year First violation = Notice of Violation Second violation = Penalty fee equal to 15% of water bill Third & subsequent violations = PWA will install a flow restriction device Notification to users: Resolution by Council Published in major newspaper Bill insert Direct mailed letter 4
5 How Santa Ana Compares Action Permanent Measures (SA Municipal Code) Level One New State Law 1. No washing down sidewalks x x 2. Water lawns only from 6 pm to 9 am x 3. Decorative fountains must have recirculating system x x 4. Water shall be served only when requested at restaurants x 5. Wash cars with bucket or hose with shut off valve x x 6. Hotels to offer but not automatically launder linen daily x 7. Restaurants must use water saving dish washers x 8. All leaks must be repaired in 72 hours x 9. No single pass cooling systems in buildings x 10. Commercial car wash must have recirculating system x 11. No run off when watering lawns x x 12. Car wash & laundry systems with no recirculating system prohibited x 1. Water every other day from 6 pm to 6 am x 2. Commercial nurseries can only water from 6 pm to 6 am x 3. Reduce water use by (2.5% to 5%) compared to same period last year x 4. Fix water leaks in 72 hours x 5
