Spotlight on the University Research Presentation by Dr. Cheryl Heykoop, graduate of the Doctor of Social Sciences program The board welcomed Dr. Heykoop and congratulated her on her graduation at the preceding day s convocation ceremony. Dr. Heykoop was in the first intake of students into the university s Doctor of Social Sciences program and among the first to graduate from the program. Dr. Heykoop provided an overview of her research in Uganda. Drawing on her experience of the program and in response to questions from the board, she spoke of the value of the interdisciplinary aspect of the program and noted that Dr. Mary Bernard and the Office of Research were instrumental in helping her to obtain grants to support her research. In response to a question about how the program might be improved she suggested a debrief meeting with the graduates of the first cohort to explore this question in more depth. The program is challenging and intense and requires considerable commitment. 4. Report from the Program and Research Council 4.1. Report from the Chair The President referred members to Consent Agenda item 2.3, minutes of the June 3, 2014 Program and Research Council meeting. The President and Board Chair met with the Minister of Advanced Education on June 2 nd to present the university s Core Review report. It was a very positive meeting that confirmed government s favourable view of the university s performance and alignment with the BC Jobs Plan. Two new programs have been approved by the government: MA in Higher Education and Leadership (MAHEAL) and the MA in Global Leadership (MAGL). The President reported that the Chairs of the school advisory councils will be invited to meet with the Program and Research Council in the fall /15 Academic Portfolio Plan Dr. Steve Grundy presented the 2014/15 Academic Portfolio Plan. The process to develop the plan began in September 2013 and included significant input from faculty. There has been no change to the key priorities of the plan from the previous year s plan but the timeline and magnitude of expected achievements has been scaled back. The Academic Portfolio Plan is a one year plan and development of the Plan is an iterative process. The university is currently undertaking an exercise to refresh its Strategic Direction and once this exercise is complete, further refinement of the Academic Portfolio Plan may be required. In turn, the Academic Portfolio Plan informs the development of other plans, such as the technology plan and the internationalization plan. It is anticipated that an updated Academic Portfolio Plan will be presented to the board at its March 2015 meeting. 19 June, 2014 RRU Board of Governors Open Session Page 2

5 The board discussed some of the challenges facing the university with respect to academic programming, including: increasing the interdisciplinarity of programs. The administration is considering the barriers to greater interaction across programs and the ways in which these barriers can be addressed. Some barriers are perceptual, while others are budgetary or technical. increasing the global content of curriculum. In this context, global refers to curriculum content and not to recruitment of international students. It is important that the university develops a common understanding of what is meant by global. In all instances, the administration will need to think carefully about how changes contemplated at the program level may impact the business model. MOTION (Cahoon/Birney) That the Board of Governors receives the 2014/15 Academic Portfolio Plan for information. CARRIED 5. Report from the President The President reported that the focus of the Executive team over the first quarter of the year has been on implementing the 2014/15 operating plan and moving forward on the refresh of the Strategic Direction and recalibration of the 5 Year Plan. In light of the government s focus on skills training, the BC post secondary sector had anticipated that funding would be re directed from research universities to support trades training but this has not been the case. Royal Roads continues to work collaboratively with other universities and across the PSE sector to develop joint programming and achieve administrative efficiencies. Recent examples include the signing of memorandums of understanding with Camosun College and with Universidad De Las Fuerzas Armadas in Ecuador. The university continues to receive international students on campus under existing international partnership agreements. 6. CARRIED II) Format for meeting with school advisory council chairs November Members were asked for feedback on the types of information to request from school advisory council chairs in advance of the proposed meeting on November 18 th. A brief summary of school/council initiatives as an update 3 challenges that they are hearing in the external environment that we should be listening to 3 challenges are they hearing in the local RRU environment that we should be aware of. Is there anything particularly worrying about the school enrolment, program mix, direction, people, program relevance, etc.? Where is the market/industry/profession going? Are there gaps that RRU needs to address? Do you have any suggestions for possible strategic alliances that we should be pursuing that will help our schools? Members also supported the need to undertake a more open discussion on the future of postsecondary education at a later date. 4. 7 Z. MacLeod spoke on four new 9 credit certificate program proposals designed to respond to market demand for shorter term, content specific credentials. Members provided the following comment and raised questions regarding: 1) How do graduate certificates (GCs) fit with RRU programs in a broader context? GCs provide an opportunity for the university to test new markets with little investment, and allow students to enroll a shorter program before committing to a full MA, or to expand on a prior credential. 2) Are we cannibalizing existing programs with the introduction of new certificates? There is no strong evidence of this. Many GCs augment enrolments by laddering into existing diploma or master s programs. 3) GCs help students develop specific, immediate competencies required in the workplace, complement other education, and support workers career advancement. 4) A task force is currently exploring the development of a pathways framework and strategy as part of an increased emphasis on learner initiated or adaptive learning, BC s Jobs and Skill s Blueprint, and clearly identified industry demand of modules/applied and professional certificates. The challenge becomes how to meaningfully stack them into appropriate and meaningful degrees. CARRIED NEW BUSINESS I) 2014/15 Quality and student satisfaction measures GRUNDY/MASON S. Grundy provided an overview of current internal and external surveys RRU students participate in that gauge the quality of programs and services, and student satisfaction. R. Mason presented preliminary results of the new student feedback survey, sent to students 60 days after the start date of their program. There were a total of 329 responses (21% completion rate). Students were asked questions (qualitative and quantitative) about their preparedness (academically, personally, and financially), how they were enjoying their program (personally and academically), and how supported they felt (by people and available resources). Overall results were very positive; a thorough review of written comments will provide greater insight on how the university can better address and respond to students needs. II) Program Reviews GRUNDY A summary of annual program reviews and 5 year external program reviews was included in the meeting package. Upcoming external reviews include: MA Leadership (and Health Leadership) and MA Environmental Education and Communication. Page 2 of 3

8 5. REPORT OF THE PRESIDENT AND VICE CHANCELLOR CAHOON The Chair distributed a report on recent activities and accomplishments to council, noting: The Executive are monitoring finances carefully. Q1 revenues are currently ahead of plan and expenses are being managing effectively. Work is underway to update the 5 year business plan with an eye to reducing the scope, pace, and complexity of change. 6. REPORT OF THE VICE PRESIDENT ACADEMIC AND PROVOST GRUNDY S. 9 Attachment 3 BOARD OF GOVERNORS BRIEFING NOTE MEETING: 3 October 2014 AGENDA ITEM: Graduate Certificate in Organization Design and Development SPONSOR: Allan Cahoon, Chair of the Program and Research Council PURPOSE: For Approval Consistent with its terms of reference, the Program and Research Council recently reviewed this new program proposal and recommends the approval of the Graduate Certificate in Organization Design and Development by the Board of Governors. Approval Process Full program proposal reviewed and approved by: Dean, Faculty of Management 11 June 2014 Curriculum Committee 10 July 2014 Academic Council 16 July 2014 Program and Research Council 10 September 2014 Summary This blended 9 credit graduate certificate is for professionals working in, or consulting with, organizations in all sectors who wish to expand their knowledge, skills, strategies, and expertise in the area of organization development. The aim of the certificate is to equip professionals with graduate level applied and theoretical expertise in designing organizations for the future. The program will focus on the application of learning in the areas of organizational design and strategy, organizational change processes, and systems and culture transformation. The program will provide students with 9 credits leading to a Graduate Certificate in Organization Design and Development. Each course credit represents approximately 33 hours of effort by a learner unless specified otherwise. The program structure will be comprised of three courses (1 blended, 2 online). 10 Attachment 3 To the best of our knowledge, there is currently no university in Canada currently offering a graduate certificate program in Organization Development aligned with a Certified Organization Development Practitioner/Consultant designation. We believe the combined offering will serve to grow the name and reputation of Royal Roads especially within our existing markets and alumni. Students who have completed a for credit RRU graduate certificate may transfer up to 9 credits into the MA in Interdisciplinary Studies. Students who have completed any for credit RRU graduate certificate may transfer up to 6 credits into the Master of Business Administration. Anticipated launch date: It is proposed that the GC in Organization Design and Development be launched in spring of 2015/16. Targeted steady state enrolment: We are projecting an initial (minimum) enrolment of 10 students and anticipate a steady growth rate to 25 students in 5 years for the open enrollment version. Fit to Strategic Direction: RRU is a leader in programming for those working in organizations. As many organizations are recognizing the importance of developing a high performing organizational structure, it is almost imperative that we keep ahead of the competition. Many of our competitive institutions are already beginning to develop Master s and Doctoral degrees in the field. This program will foster innovation within the field of organization development and, in turn, allow other programs throughout the university to benefit from this knowledge. The certificate will complement the programs currently offered through the Centre for Coaching and Workplace Innovation. It aligns well with the mandate of the university to provide applied and professional degrees and will build on the expertise in the area of leadership and change management. RRU is in a position to show that we are upping the standard as it relates to enhancing organization development and creating potential for better outcomes across stakeholder groups. Furthermore, the program will support the university s strategic goals of producing high quality, effective education that is applied and provides continuous opportunities to learn and transform careers. Each course credit represents approximately 33 hours of effort by a learner unless specified otherwise. As per Royal Roads University policy, students must complete all 9 credits within five calendar years in order to achieve the Graduate Certificate credential. Organizations of all sizes and across all industries are calling on executive and business coaches. In the past five years, companies have sharpened their understanding of coaching and have recognized coaching as a necessary and effective strategy for driving business results. There is an increasing awareness of the value business coaching can have from optimizing individual/team work performance and improving business management strategies to increasing self esteem/self confidence, managing work/life balance, and expanding professional career opportunities. Prospective students continue to tell us that they want Page 1 of 2

12 Attachment 4 profession focused, accessible, flexible, innovative programming taught by industry specialists this modularized approach allows us to respond to this need. The Graduate Certificate in Advanced Coaching Practices is aligned with relevant professional associations (e.g. International Coach Federation, Association of Coach Training Organizations, Worldwide Association of Business Coaches) and allows for students to achieve credentialing required education hours and work towards their Master Certified Coach designation. Anticipated launch date: It is proposed that the Graduate Certificate in Advanced Coaching Practices be launched in spring of 2015/16. Targeted steady state enrolment: We are projecting an initial (minimum) enrolment of 15 students and anticipate a steady growth rate to 25 students in 5 years for the open enrollment version. The enrolment levels were based on course offerings as opposed to program offerings. Given the CCWI model proposed for this program enabling enrolment at the individual course level as well as program level, conducting the financial analysis at the course level was deemed most appropriate. Because of RRU s Executive Coaching Graduate Certificate differentiators and because the market has not yet evolved to the Master Certified Coach education hour requirement, we would be ahead of the trend by developing advanced level graduate courses and program in the field of Executive Coaching. The program will focus on the application of learning in the areas of organizational strategy, whole systems interventions, culture transformation and measurement and evaluation of change management efforts. The program will provide students with 9 credits leading to a Graduate Certificate in Change Management. Each course credit represents approximately 33 hours of effort by a learner unless specified otherwise. The program structure will be comprised of three courses (1 blended, 2 online). 14 Attachment 5 We estimate that the certificate is a desirable qualification for managers, supervisors, change leaders and enablers who desire or have a recognized business need, to enhance their competency and successfully lead change in their organizations or communities. This program will foster innovation within the field of change management and, in turn, allow other programs throughout the university to benefit from this knowledge. The aim of the certificate is to equip professionals with graduate level applied and theoretical expertise in creativity and innovation at an individual, team and organizational level. The program will focus on the application of learning in the areas of personal creativity, tools that support the creative process, organizational strategy and organizational culture. The program will provide students with 9 credits leading to a Graduate Certificate in Workplace Innovation. Each course credit represents approximately 33 hours of effort by a learner unless specified otherwise. The program structure will be comprised of three online courses. Students who have completed a for credit RRU graduate certificate may transfer up to 9 credits into the MA in Interdisciplinary Studies. Students who have completed any for credit RRU graduate certificate may transfer up to 6 credits into the Master of Business Administration. Page 1 of 2

16 Furthermore, this graduate certificate is a low investment way of exploring one s suitability and interest in a full master s program; the certificate itself offers documentation of a skill set in increasing demand. Anticipated launch date: It is proposed that the Graduate Certificate in Workplace Innovation be launched in September Targeted steady state enrolment: The program is projecting an initial (minimum) enrolment of 10 students and anticipate a steady growth rate to 25 students in 5 years for the open enrolment version. Fit to Strategic Direction: RRU is a leader in programming for those working in organizations. Projections strongly suggest that Canadian businesses, governments and non profit organizations will continue to face increasingly complex challenges for the foreseeable future. In many instances these challenges are threatening our businesses ability to compete, and governments as well as communities abilities to provide productive returns to society. In 2010, the global survey of CEOs published by IBM identified creativity (we would now call it workplace innovation) as the most critical competency for leaders facing ever increasing levels of complexity. It is widely recognized that the 21st century is increasingly volatile, uncertain, complex and ambiguous (VUCA) and the demand for workplace innovation, and leaders who can develop the skills required to lead through these challenges will continue to increase into the foreseeable future. This program will foster intrapreneurship and innovation and, in turn, allow other programs throughout the university to benefit from this knowledge. The certificate will complement the programs currently offered through the Centre for Coaching and Workplace Innovation. It aligns well with the mandate of the university to provide applied and professional degrees and will build on the expertise in the area of leadership and business practices. The program will support the university s strategic goals of producing high quality, effective education that is applied and provides continuous opportunities to learn and transform careers.
