2 Increase the management capabilities of all managers, directors, Assistant Deputy Ministers, and Deputy Minister in the Department Develop a new Orientation Program for Yukon Education staff and support staff in schools Identify and promote HR values that will guide decision-making, behaviour, and standards of professional conduct. 1.3 Provide leadership support for School Councils to attract and hire highly skilled administrators Develop ongoing management training for new administrators which x Staff time DM Management Excellence added to all PPP/PDPs in the year. x Staff time HR with committee All YEU supervisors have a discussion 3x/year with staff that manage individuals on how they are working on improving their management excellence. Create checklist for managers to orient and welcome new YEU and managerial employees effectively by May Undertake 3 month interviews with employee and supervisor together to evaluate orientation program of all new staff beginning September Create a best practices document for supervisors by March x Staff time HR and EMT Begin Department-wide conversations on HR values to further define and explore definitions and relevance to building a learning organization culture. x Contract $ PSB lead Clarify additional support required from school councils in the hiring process by October x $ PSB and HR Identify management competencies for administrators that align with leadership competencies in the current framework. Identify skill development areas to focus on for new and experienced Yukon Education: Leaders for Learners Implementation Work Plan November 10,
3 align with the Public Schools Educational Leadership Framework for Yukon Principals and Vice-Principals Clarify the roles and responsibilities of the Executive Management Committee Conduct regular exit interviews with all employees to collect and synthesize data regarding workplace conditions, relationships, support and health Support the renewal of the Yukon Native Teacher Education Program Work with YHC to create solutions for staff housing shortages in rural communities Create a Corporate HR Committee to focus, monitor and administrators. Identify potential course modules for new and experienced administrators and x Staff time DM Develop a Terms of Reference for EMT by September x Staff time HR and committee x $ Advanced Education and Public Schools Appoint an HR staff(s) to develop questions and conduct exit interviews and compile and analyze data. Provide feedback to Corporate HR Committee for monitoring and making recommendations to EMT regarding workplace conditions. Work In partnership with Yukon College to implement the recommendations of the YNTEP Review Report x Staff time HR/YHC/PSB Create a joint task force of Yukon Education and Yukon Housing Staff to identify short and long term solutions to the housing challenges by October Undertake an assessment of housing shortage of Department staff by March x Staff time HR Director Provide monthly updates to EMT on corporate HR challenges and opportunities. 4 adjust organizational responses to departmental HR challenges and opportunities Encourage all staff members have a career development plan through the PPP, PDP, or teacher/administrator evaluation process Develop new data collection practices to establish accurate, up-todate and relevant workforce data Explore new ways of structuring the PSB to enable more time in schools to provide increased support and accountability Review the Staffing Protocol as to its fairness, equity, and effectiveness Provides quarterly communication to Department staff on the implementation of the HR plan. x Staff time EMT- DM EMT champions the development of career development and growth plans throughout the organization by September x Staff time HR and Policy Establish a streamlined process for workforce data collection, transmission, storage and report generation with the Public Service Commission. x Contract (See above) Develop in-house expertise to analyze and use the workforce data to inform recruitment and retention strategies through enhanced workforce planning reports and identification of historical and future trends. HR and PSB Provide an Options Paper to EMT by November 2013 with respect to how best to structure PSB to meet Department strategic goals and objectives. x Staff time HR and PSB Review the current effectiveness of the Staffing Protocol and make recommendations by December Yukon Education: Leaders for Learners Implementation Work Plan November 10,
5 /1.1.3 Develop a staffing needs profile for public schools, senior management, and general public servant positions Develop and provide ongoing support for Education Assistants and Remedial Tutors Develop a New Teacher Development Program to bridge the transition from pre-service to professional service Support the delivery of more school-based in-service for teachers to increase the effectiveness of training while maintaining school and classroom integrity. x $ Contractor HR Define the key competencies that employees should demonstrate upon hiring or through their professional development goals by December Develop hiring practices to effectively assess whether the key competencies are demonstrated by April x $ PSB and HR Identify the training expectations between Educational Assistants and Remedial Tutors. x $ PSB, YTA, and HR with Committee Take concrete steps towards common qualification standards for EAs and RTs. Develop a committee to evaluate and consider the most effective and comprehensive model for the development of new teachers by September x Staff time PSB Determine and prioritize changes to the methodology of professional development that may include timing, location, and training models. Undertake ongoing evaluation and assessment of professional development model(s) to ensure that they are adding value to the quality of learning for teachers. 6 1.1.2 Develop a recruitment strategy to increase the options for attracting candidates for hard to fill positions and Develop a Recognition Program for YTA, YEY and Senior Management Staff Create a committee to examine and recommend how to improve the efficacy of communication between YTA and YEU staff. x Staff time HR Develop a strategic recruitment committee that will develop effective tactics for attracting high demand, low-supply talents and specializations by November x $ EMT Sponsor a diverse committee of staff to develop options for EMT consideration for an internal recognition program as part of leadership development at all levels of the organization by December x Staff time IT Consider creating Outlook distribution lists for all school staff to enable Department staff to communicate efficiently by September Promote new distribution lists to all Department and school staff. Develop an Intranet for employees to share information, network, and encourage communication.
