2 A LOOK BACK: A LEGACY OF A COMMITMENT TO EQUITY The Elementary and Secondary Education Act of 1965-a civil rights law The purposes of the Department of Education, as declared by Congress in 1979: to strengthen the Federal commitment to ensuring access to equal educational opportunity for every individual; to supplement and complement the efforts of States, the local school systems and other instrumentalities of the States, the private sector, public and private educational institutions, public and private nonprofit educational research institutions, community-based organizations, parents, and students to improve the quality of education; to encourage the increased involvement of the public, parents, and students in Federal education programs; to promote improvements in the quality and usefulness of education through federally supported research, evaluation, and sharing of information; to improve the coordination of Federal education programs; to improve the management and efficiency of Federal education activities, especially with respect to the process, procedures, and administrative structures for the dispersal of Federal funds, as well as the reduction of unnecessary and duplicative burdens and constraints, including unnecessary paperwork, on the recipients of Federal funds; and to increase the accountability of Federal education programs to the President, the Congress and the public. (Section 102, Public Law 96-88) Our mission is to promote student achievement and preparation for global competitiveness by fostering educational excellence and ensuring equal access. 2

7 EVERY STUDENT SUCCEEDS ACT ADVANCING EQUITY Upholds critical protections for America s disadvantaged and high-need students: Ensures that low-income and minority students are not being taught at disproportionate rates by ineffective teachers Maintains dedicated funding and protections for groups of vulnerable students and for low-performing schools Increases transparency for critical equity data 7 Subgroup accountability Annual report cards School climate indicators Maintains 21st Century Community Learning Centers, focused on students in high-poverty and low-performing schools

8 EVERY STUDENT SUCCEEDS ACT PRESCHOOL AND EARLY LEARNING Gives more kids access to high-quality preschool through the authorization of Preschool Development Grants Includes a comprehensive literacy program for children from birth to grade 12, targeted to low-income students 8

9 EVERY STUDENT SUCCEEDS ACT COMPETITIVE GRANT PROGRAMS Includes competitive grants similar to many of ED s signature programs to promote local innovation and invest in what works These include grants to provide continued support for: a. high-performing charter schools for high-need students and magnet schools b. comprehensive, place-based wraparound interventions, similar to the Promise Neighborhoods program c. Identification, replication and scaling of local innovation and evidence-based strategies to improve outcomes for high-need students, similar to the Investing In Innovation (i3) program 9

10 THE PRESIDENT S 2017 BUDGET OVERVIEW Strengthens education from early childhood through college as part of an overall plan to ensure that every person in America regardless of background or circumstance has access to opportunity through an excellent education. Includes $69.4 billion in discretionary funding, an increase of $1.3 billion (2%) over the 2016 appropriation. 10

11 THE PRESIDENT S 2017 BUDGET THEMES Three themes shape the President s Budget for the Department of Education: 1. Advancing equity and excellence; 2. Supporting teachers and school leaders; and 3. Promoting access, affordability, and completion in postsecondary education. The Budget demonstrates a commitment to using and developing evidence and data across these three themes. 11

12 THE PRESIDENT S 2017 BUDGET ADVANCING EQUITY AND EXCELLENCE Title I: $15.4 billion to promote educational success among disadvantaged students with targeted resources to help to turn around low-performing schools. Early learning: A commitment to early learning as a path to opportunity through Preschool for All, a total increase of $80 million for IDEA Preschool and IDEA Grants for Infants and Families, and an increase of $100 million to HHS for the jointly administered Preschool Development Grants program. Computer Science for All: Supports increased access to computer science, to help students build critical skills for success in college and 21st century careers. Increase in Promise Neighborhoods Grant program 12

13 THE PRESIDENT S 2017 BUDGET STRONGER TOGETHER-OVERVIEW Stronger Together: $120 million to develop and implement plans to increase socioeconomic diversity through voluntary, communitysupported strategies. Types of Grant Recipients: a) Planning grants: for planning and community engagement process necessary to implement a strategy to redraw school-attendance zones to better ensure schools have a more diverse body b) Implementation grants: would support activities such as strategic reorganization of school grade levels, revision of feeder patterns, weighted lotteries or student assignment policies that consider students SES, and development of schools of choice to attracting students from diverse backgrounds Grant is entirely voluntary districts will not be required to participate. Increases options for interested communities, while enhancing the current research base for effective strategies. 13

17 COLLEGE SCORECARD First College Scorecard launched on February 2013 following State of the Union Address Over the next two years, the Department held over 170 inperson meetings, arranged public hearings, and put out requests for information to get feedback on how to best present this information to students and families 17

18 COLLEGE SCORECARD New College Scorecard launched in September 2015 Since launch, we have had over 1.3 million users visit the site, helping them make a more informed college decision We ve also had over 400 developers download our Scorecard API, which has resulted in an additional over 250,000 API pulls of Scorecard data 18

19 INTENDED USERS WHO WE HAD IN MIND We set out to build a website that was both robust and accessible, one that could serve as a tool for those looking to make a more informed college decision And we wanted to make our data open, so that analysts, researchers, and third party developers could use our information to meet students where they are 19

21 WHERE DOES THE DATA COME FROM? Integrated Postsecondary Education Data System (IPEDS) Survey information collected by the National Center for Education Statistics. Includes information such as net cost, graduation, and enrollment National Student Loan Data System Information through our Federal student loan database. Includes information on loan repayment rates and median debt Department of Treasury We match data from NSLDS to tax records from the Department of Treasury. We receive information on aggregate earnings and % earning more than a HS graduate 21
