3 SCESTC LIVE FIRE TRAINING POLICY 1) Objective This policy is established to identify the minimum acceptable guidelines necessary relative to live fire training courses conducted by the New York State Office of Fire Prevention and Control and for utilization of the SCESTC by Sullivan County Fire Departments as well as other Agencies approved to conduct training at this Center. National Fire Protection Association Standards #1403 and #1500 and other standards were used as guidelines for the development of this policy. 2) General Conditions A) When live fire training evolutions are conducted an NYS Instructor conducting NYS OFPC Training or Fire Department Chief or Training Officer conducting individual Fire Department training shall supervise and an Ignition Officer and Safety Officer shall be assigned. For the purposes of this policy, the term certified shall mean the person shall be approved by the Sullivan County Bureau of Fire and Training Center management. The term qualified shall mean the person shall provide proof of successfully completing a departmental OSHA physical, been issued personal protective equipment and have access to self-contained breathing apparatus. The Facilitator(s) appointed by the Sullivan County Bureau of Fire shall have the overall responsibility for the usage of the SCESTC and all equipment therein during any and all training activities conducted therein. The Fire Department Chief and Training Officer shall have completed the Live Fire Training Safety and Conducting Live Fire Training Evolutions classes offered by the Office of Fire Prevention and Control. The Safety Officer must have completed the Incident Safety Officer Class offered by the Office of Fire Prevention and Control. The Ignition Officer shall have completed the Live Fire Training Safety and Conducting Live Fire Training Evolutions classes offered by the Office of Fire Prevention and Control. B) The live fire evolutions shall be conducted in accordance with all applicable laws; regulations and procedures. Policy & Procedure for Conducting Page 3 of 8

4 C) No live fire training of any kind shall be conducted unless self-contained breathing apparatus, certified as outlined in NFPA 1981, are available and used along with the appropriate number of spare cylinders. D) All NYS Instructors, Fire Department Chiefs and Training Officers, Safety Officers, Ignition Officers and Participants involved in the live fire training evolution shall be thoroughly familiar with the Sullivan County Emergency Services Training Center Policy & Procedure and adhere to the requirements outlined within such policy, which shall be provided by the Sullivan County Bureau of Fire. E) Any training conducted at the SCESTC by New York State Fire Instructors will be governed by the guidelines provided to them by the NYS Office of Fire Prevention and Control which will supersede these guidelines but not exclude sections of this document governing specific safety features of this Center. F) Nonstructural live fire training burns (examples include: exterior fires vehicle fires and any fuel fires) may occur at the designated training evolution site. All safeguards dealing with identified safety features, requirements of personnel, ignition of the fire, etc., shall be followed. Vehicles used during vehicle fire training shall have the following safeguards instituted: 1) Fuel tank removed prior to live fire training 2) Shock absorbing bumpers removed or absorbers drilled to prevent over Pressurization and possible rupture. 3) Inspection of all vehicle areas for flammable or hazardous substance. G) If wind conditions are unsatisfactory, drills shall be postponed. H) Use only those fuels - solid or liquid - which do not produce excessive smoke in the designated training areas. Use only amounts necessary to achieve training goals. I) Toxic materials, as defined in 6 NYCRR, Section (d), such as industrial waste solvents, are not suitable to use in live fire drills and shall not be used. When burned, such liquid wastes, often contaminated with highly toxic impurities, enter the atmosphere and constitute a public health hazard, Use of all flammable liquids (liquids with flash points less than 100 degrees Fahrenheit), including gasoline, is strictly prohibited in the SCESTC Live Burn Building. J) All participating personnel shall be under the direct supervision of a NYS Fire Instructor, Fire Department Chief or Training Officer and be equipped with full protective clothing and self-contained breathing apparatus as prescribed by NFPA Standards. 5 K) Adequate back-up safety lines with a minimum of 95GPM flow rating as outlined in NFPA 1403 shall be in place and operational prior to commencing a live burn evolution. 3) Safety A) The Facilitator is responsible for the overall safety of any evolutions conducted at the SCESTC. The Facilitator will coordinate with the lead Instructor on the following: 1) Review and approval of the Live Fire Evolution Checklist 2) That all proper Safety precautions are being followed 3) Ensure that all required fireground communications have been established 4) Control and manipulation of all Live Fire Monitoring and Safety Equipment 5) The proper cleanup of Training Center after use B) The Facilitator and the Safety Officer has the authority to intervene and control any phase of the live fire training evolution, when, in his/her judgment, a potential or actual danger, accident or unsafe operation exists. The Safety Officer is responsible for the safety of all persons on the scene, including all Participants, NYS Instructors, Fire Department Chiefs and Training Officers, Visitors and Spectators. He/she will not undertake any duties that would interfere with his/her safety responsibilities. His/her general duties include: 1) Prevention of unsafe acts 2) Removal of unsafe conditions C) Additional safety personnel, as deemed necessary by the Safety Officer, shall be strategically placed within the training area to react to unplanned or threatening conditions. D) A pre-burn briefing shall be conducted by the NYS Instructor or Fire Department Chief or Training Officer for all participants. All evolutions shall be described and crew assignments made at this time. E) Fire ground communications and accountability must be established by the NYS Instructor or Fire Department Chief or Training Officer to provide for coordination between the instructor, interior and exterior operations, the Safety Officer and back-up personnel. F) Emergency evacuation of the building shall be planned and provided for. The signal for evacuation shall be discussed and demonstrated prior to any evolutions. The Sullivan County-Mayday & Emergency Evacuation Policy & Procedure will be utilized as necessary. Policy & Procedure for Conducting Page 5 of 8

6 G) Emergency Medical Services personnel certified in Basic First Aid & CPR minimum, should be on site but not participating in evolutions as to be readily available to treat any injuries. Written reports shall be made on all injuries and medical treatment rendered. The proper method for accessing the local emergency medical system shall be identified, provided to all participants and reviewed during the briefing session. H) No person or persons shall be placed inside the structure to play the role of victim. I) Sufficient back-up lines will be provided to ensure adequate protection for personnel on attack lines. Personnel on the back up lines may also serve as the standby rescue crew per requirements outlined in OSHA. J) Ignition Officers shall wear full protective clothing and self-contained breathing apparatus while igniting training fires. K) NYS Instructors, Fire Chiefs, Training Officers and Safety Officers shall wear full protective clothing and self-contained breathing apparatus while supervising the activities of the fire attack crew in a building or in proximity to an open fire. 4) Conducting Evolutions A) The Live Fire Evolution Checklist shall be reviewed and completed prior to any live fire evolution. B) Fire attack crews shall be under the direct supervision of the Instructor, Fire Department Chief or Training Officer. Crew size is limited to five firefighters. C) NYS Instructors, Fire Department Chief or Training Officer shall account for all firefighters entering and exiting a building during an attack evolution. Use of an accountability system is necessary to assure all personnel are accounted for. D) The NYS Instructor, Fire Department Chief or Training Officer will control the materials being burned and ignition of the training fires. He/she shall direct the Ignition Officer to ignite the fire(s) under the direct supervision of the Safety Officer. All shall wear full protective clothing including self-contained breathing apparatus. The decision to ignite the training fire shall be made by the Lead Instructor in coordination with the Safety Officer and the Ignition Officer. Fires will be lit only after a charged hose line is in place to provide protection for the person(s) igniting the fire. E) A thorough search of the building shall be done just prior to ignition to assure no one is in the building. Policy & Procedure for Conducting Page 6 of 8

7 G) FLAMMABLE OR COMBUSTIBLE LIQUIDS ARE NOT PERMITTED to ignite the fire. Fuels shall meet the following criteria: 1) Typical class A combustibles only; 2) No tires; 3) No pressure treated lumber; 4) Each set shall not exceed 150 pounds of class A combustibles in training rooms 10' x 15 or larger. Examples include: three or more hardwood pallets 5) Note: The use of any furniture as a fuel source is NOT allowed. 6) If smaller training rooms are to be used, the fuel load shall be reduced proportionally. 7) If appropriate for the intended evolution, multiple sets may be used simultaneously in different rooms or different floors. H) The fires shall be extinguished without an excessive period of pre-burn as soon as the training objectives have been satisfied. 5) Smoke Evolutions A) Training evolutions that utilize smoke from actual fires are considered live fire evolutions and shall be governed by this policy. B) Training evolutions that utilize smoke piped in from authorized artificial smoke generators are not considered live fire evolutions and are governed by items C through F below. C) The SCESTC Facilitator shall control and operate the Live Burn Building s smoke generating system. D) Smoke evolutions may be conducted where the course objectives allow practical evolutions involving the use of smoke. E) Smoke evolutions require a Lead Instructor, Fire Department Chief or Training Officer or Safety Officer and additional personnel as necessary to accommodate the number of participants involved in the evolution. F) Appropriate SCBA shall be utilized by all participants who will be exposed to smoke during these evolutions. Policy & Procedure for Conducting Page 7 of 8
