2 Moncton s Mission: To deliver quality services to our citizens and foster an environment for our community to prosper.

5 1. Environment and the Health of our Community The City of Moncton will protect our environment: our air quality, watercourses and land as these are important to the health of our citizens. As our community grows, we, as custodians of our environment, will take active steps to ensure sustainability in all that we undertake and minimize the impact we have on our environment. Land: Identify, protect and preserve strategic parkland and greenspace / redevelop brownfields / ensure adequate emergency response / identify and preserve strategic land conservation areas / reduce use of pesticides (e.g. using IPM) / manage our urban forest /, promote the construction and development of environmentally-friendly buildings (e.g. LEEDS criteria) / Promote efficient use of energy (e.g. LED lighting) Air: Adopt effective transportation and traffic systems / encourage active transportation and reduce dependence on the automobile/increase use of transit / adopt and promote practices that reduce greenhouse gas emissions Watercourses: Actively protect lakes, rivers, streams, groundwater, marshes and wetlands and all waterways / create conservation areas. Water and wastewater/ Protect and ensure an adequate supply of our drinking water / maintain and renew important infrastructure delivering potable water / manage sewage treatment and infrastructure

Active Living The City of Moncton will promote active healthy living for citizens of all ages by providing the necessary programs, facilities and spaces for the safe pursuit of wellness and leisure. Parks and facilities: Maintain and upgrade existing city parks / develop municipal park master plan / promote active transportation by developing pedestrian and cycling paths conveniently located for residents connecting their neighbourhoods to other amenities and destinations in the city / integrate, where possible, the trail network with neighbouring communities / protect existing parkland and greenspace and identify new parkland Active Living: promote activities for citizens of all ages during all seasons / ensure programs are developed to increase the utilization of all municipal recreational facilities / ensure that programs and facilities reflect the community s increasing diversity.

Physical Environment The City of Moncton will be a safe, clean, healthy and beautiful community Urban design: develop guidelines for downtown, urban, heritage areas Vibrant downtown: facilitate community vision for downtown Infrastructure: meet the needs of a growing and developing city Public art: invest in the cultural and physical beauty of our community Preserving heritage areas and properties Public safety: safe buildings/safe streets/safe community Pride of property: care and cleanliness/ encourage private property / care for public property / entrances / roadsides and public amenities and spaces Programs: Participate in National and other programs aimed at improving our physical environment (i.e. Communities in Bloom, Creative City, government programs, FCM etc )

Growth and Development The City of Moncton will foster a vibrant, thriving economy; managed growth of our urban community with a strong focus towards retaining and attracting young residents to Moncton. Downtown: develop a community vision for downtown Moncton / increase residential living / compatible building materials Develop infrastructure: convention centre, new residential, parking strategy Attract new business: Implement economic development strategy / A positive atmosphere for business / One-stop service / Moncton Made Easy Good planning and smart growth: transportation planning / Vision lands / prevent urban sprawl Attract new residents: In-migration / immigration / youth Retain residents: training and educational opportunities / grow knowledgebased industries Tourism: Convention centre / entertainment / downtown / festivals / attractions / / heritage / build on strength as a tourism destination / sport tourism / better utilization of facilities/strong contributor to economic development

Arts, Culture and Heritage The City of Moncton will nurture a dynamic arts and cultural community, promoting expression from the diversity of groups in our city and encouraging all citizens to celebrate all cultures and their artistic achievements. With a look to our past, the City of Moncton includes in this goal a focus on preserving and promoting our heritage. Public art: Promote and encourage public art in new construction, existing buildings, parks, public and open spaces. Galleries: Encourage the availability of public display spaces for artists. Arts: Help nurture the creative community in visual arts, performing arts etc Festivals: Celebrate the many ethnicities, interests, foods and talent present in our community Preserve and promote heritage: Taking pride in our history and heritage Entertainment: Coliseum / Festival Hall / Capitol / Downtown /Concert Site

10 6. Corporation and its People The City of Moncton is committed to good governance. We will deliver quality service to citizens, encourage citizen engagement and ensure our staff is engaged, professional, and skilled and represents the diversity of our community. Quality service: bilingual service / one-stop / courteous / responsive / proactive / on-line Adequate resources: ensure adequate resources are committed to priorities of the strategic plan Strong relationships: productive council-staff relationship / foster interdepartmental cooperation / external relationships and partnerships Municipal assets: land management / real estate matters Citizen engagement: open transparent process / process of consultation / participation in key decisions / purchasing policy Workforce: la relève (the next generation) / HR plan / succession planning / recruitment / retention / continuous learning / diverse workforce / review corporate structure to achieve vision

11 7. Long-term Financial Stability The City of Moncton will be fiscally responsible and financially sustainable over the long term. We will focus on strategies to ensure that ongoing growth, development and the delivery of services will be done responsibly, while maintaining our Corporation s financial stability. We will ensure this through: Fiscally responsible budgets: o Maintain efficient, low cost operations o Accountability in spending Responsible growth: o Position ourselves for the ongoing growth and development of the city o Make prudent investments in capital, programs, and services o Focus on our core services Financial stability: o Maintain the financial stability of the City as we grow o Ensure infrastructure sustainability, create adequate reserves, and maintain a reasonable debt profile o Adopt a long term perspective All Strategic priorities within our Vision 2010 Strategic Plan must align with the fiscal responsibilities outlined in this goal.
