6 When hospitals need help with crisis management, they call in the top specialist. MCM has been working with healthcare agencies since 2005 in planning, training, and exercise. We provide incident command and decontamination training, designed to meet the specific needs of the agency. Decontamination training includes responder safety, donning and doffing of PPE, identification and purpose of hot, warm and cold zones, identification of the chemical/biological agent and decontamination of patients. MCM also provides HSEEP exercises for healthcare agencies, which have included, evacuation, decontamination, triage, medical surge, and intruders. 8 WE PROVIDED 1 VERY COST-EFFECTIVE SOLUTION FOR 2 COMMUNITIES FACING 0 STATE FUNDING FOR 911 CENTERS. CLIENT SPECIFICATIONS AND NEEDS: Facing the loss of future state funding for their 911 centers, the cities of Allentown and Bethlehem needed to determine the best path forward for maintaining their current level of service provided by the centers, without incurring large tax increases. As the third and seventh largest cities in Pennsylvania, the cities partnered with their respective host counties, Lehigh County and Northampton County, for the completion of a needs assessment and strategic plan for maintaining 911 and communications services for their residents and city agencies. MCM SOLUTIONS: Working with representatives from all four 911 centers, MCM conducted an assessment, exploring the consolidation of the cities centers into their host county centers, as well as all four 911 centers consolidating into one large regional center. The assessment included reviews of existing equipment and systems, call and dispatch volumes, interconnectivity, ancillary services provided, staffing, and finances. Interviews were conducted with staff from all four centers, along with city and county elected and appointed officials and other staff, and field users. MCM partnered with an architectural firm to conduct space studies of the centers, as well as other available space. RESULTS: MCM determined that although cost savings would be realized through consolidation of the city centers into their respective host county centers, the maximum cost savings in terms of capital outlay, maintenance and personnel costs would be achieved through all four centers consolidating into one large, regional center - housed at one of the existing county 911 centers. This scenario, while maintaining current service levels, would potentially allow for over $550, in yearly operational cost savings.

Hansen Director of Operations Jonathan has over 34 years of experience in emergency services, including serving as the Director of the State 911 Office for the Pennsylvania Emergency Management Agency (PEMA). Jonathan s extensive emergency management and 911 background includes working as the Director of the Adams County (PA) Department of Emergency Services. He previously served the Adams County Department of Emergency Services as its first 911 Coordinator, and also as the department s Hazardous Material Coordinator. Currently the Director of Operations for MCM Consulting Group, Inc., Jonathan is responsible for the overall supervision of company projects and staff. Jonathan also manages 911, emergency management, public safety and telecommunications projects. Michael T. Rearick Director of Client Outreach Mike has over 20 years of experience in emergency management and 911, having served as the Executive Director of Clarion County Office of Emergency Services, and prior to that as the 911 Coordinator/Deputy Director of the same office. Mike also has experience within the regional counterterrorism taskforce system as a past chairman of the Northwest Central PA Emergency Response Group. Michael has over 31 years of experience in 911, EMA, EMS, consulting and project management. Michael began his career in emergency services as a professional paramedic, moved into 911 and emergency management, and eventually converted his knowledge and skills into a telecommunications consulting company, which has since grown into a multi-operational 911, telecommunications, emergency management, GIS, healthcare, public safety, training and exercise company. Michael strives to maintain the integrity and principles on which his company was built, by keeping an ever-present personal touch on all projects in the company. Kristy S. Agosti Executive Vice President, Chief Financial Officer Kristy has been working in task force management and fiscal management since 2005, and currently supervises 3 regional task forces. Kristy oversees the program and equipment management, training and exercises and completes the grant funding applications for the SHSGP. Kristy previously served as the owner and President/CEO of Agosti Fire & Safety Services, Inc., prior to its acquisition by MCM. Kristy s primary role with MCM is in the overall management and administration of the company and our task forces and healthcare clients.
