2 Higher Education Institutions in Turkey Prepared by the Centre for EU Education and Youth Programmes (Turkish National Agency); the purpose of this publication is to facilitate mobility of students and teaching staff between the higher education institutions of Turkey and the higher education institutions of other countries participating in the Erasmus programme. Background Turkey became a candidate state for the membership of the European Union in This entitled Turkey to participate in the Community programmes of Socrates, Leonardo da Vinci and Youth. After a preparatory phase during which the Turkish National Agency completed all necessary preparations, Turkey fully participated in the Community programmes as of 1 April During the preparatory period, the Agency launched a massive promotion campaign throughout Turkey in order to inform potential beneficiaries about the programmes. The Agency also run a pilot scheme which involved student mobility and implementation of ECTS at pilot universities. The project triggered the participation of other Turkish universities in the programme and most of Turkish higher education institutions actually participated in the Erasmus programme during the last phase of the Socrates II. With the start of the Lifelong Learning Programme (LLP) in 2007, 90 Turkish higher education institutions possess Erasmus University Charter enabling them to take part in the Erasmus programme. During the full participation period of three consecutive academic years ( ), Turkish HEIs have managed to send 8500 students abroad and received 2534 whereas they sent 2120 teaching staff abroad, receiving 925. Turkey with a large number of student population offers great potential for student mobility. There were approximately short-cycle or pre-bachelors; 1,5750,000 first-cycle or undergraduate; 109,000 second-cycle or postgraduate; and third-cycle or doctoral degree students enrolled at 122 higher education institutions (HEIs) in Turkey for the academic year 2006/07. HEIs consist of 85 state universities; 30 foundation universities; 1 private vocational high school; 3 military academies, 1 military medical school; 1 military professional school of higher education and 1 Police Academy with around academic staff. There were foreign students registered at Turkish universities during the academic year 2006/07. Admission to the universities is through a centrally held university entrance examination administered by the Student Selection and Placement Centre (ÖSYM). The students become entitled to apply for the central entrance examination after completing primary (8 successive years) and secondary school (3-4 years) education. In 2007, students applied for the central university entrance examination and only students were placed at universities for bachelor degrees. A considerable more number of students (around ) were registered for pre-bachelor degrees or open university. In other words the examination is very competitive and only about 11 percent of the applicants succeed in enrolling at a university for a bachelor degree. International students wishing to pursue a full time degree programme at Turkish universities are required to take a separate exam called Foreign Student Examination (YÖS) which is also administered by ÖSYM. Although HEIs are spread throughout Turkey, number of universities and students in major cities like Istanbul, Ankara and Izmir are for in excess. As of August 2007, there are 29 higher education institutions in Istanbul, 13 in Ankara and 6 in Izmir. Almost all foundation (private) HEIs have been established in these three major cities. 2

3 Higher Education System in Turkey Council of Higher Education (YÖK) is the constitutionally established authority in the higher education area. Universities are the principle higher education institutions in Turkey. They enjoy academic autonomy and the status of public legal entity. The universities offer two years pre-bachelors (short cycle); 4 year bachelors (first cycle); 5 year for some disciplines, such as veterinary medicine and dentistry courses (master level) and 6 years medical courses. After completing at least a 4-year bachelor degree, the students are admitted at the accredited universities for a master degree. The minimum period for a student to complete a master programme (second cycle) is two years for master with thesis and a year and half for master without thesis. In the master with thesis programmes students are requested to attend at least a one-year-course and submit a dissertation. Possession of a master degree is traditionally necessary for admission to a doctoral degree (third cycle). However, there are some universities which accept students to a PhD degree without a master diploma. The minimum period for a PhD degree is three years. Students are requested to complete a certain number of credits at the beginning of the programme before they write a thesis. In other words Turkish universities already implement Bologna two and three cycle system. Majority of the Turkish universities have already started implementing ECTS in various departments and also many universities have completed their Diploma Supplement work. Although education in most universities is commonly in Turkish, medium of instruction can be partially or totally in a foreign language (generally in English). An act of Parliament is needed to establish an HEI. Academic calendar generally starts in mid-september and ends in mid June with a 2-4 week winter term break in January/February. Some universities also run summer schools during the months of July and August. HEIs have dramatically advanced in terms of both quality and quantity in recent years. Some Turkish universities have had strong links with various universities in other countries, through which, prior to Turkey s participation in the Erasmus programme, they had already achieved a substantial number of student and teaching staff mobility. Some universities are involved in trans-national cooperation projects as well. This publication provides basic information about the HEIs, their major departments, faculties and language of instruction all of which were provided by the HEIs themselves. They alphabetically listed under State Institutions and Foundation (private) Institutions headings. The Turkish National Agency appreciates the cooperation extended and information provided by the HEIs in the preparation of this publication. The Agency plays a coordinating role and the responsibility for the correctness of the information lies with the HEIs themselves. The Turkish National Agency, in anticipation of this publication to be of assistance to students and teaching staff of universities in other programme countries, sincerely wishes all parties concerned successful outcomes as part of the Erasmus programme. Abant Izzet Baysal University was founded Bolu in It is a unique university model in Turkey for not being a purely state university nor a foundation university but instead;a foundation-supported state university. This status enables our university to receive funds from both the Turkish Government and the Izzet Baysal Foundation. Academic Units of AIBU are spread out to a large area. Izzet Baysal Campus is the central one and is only 8 kms to the city centre. The University accepts unreservedly that creating an academic ground for social, cultural, scientific, economic and technological development in an international context is essential for its mission. Thus, AIBU aims to be a dynamic institution focusing at excellence, which will bring the development of our society and mankind to the highest universal standards. Excellent educational infrastructure, including a modern library and computer facilities with internet connection, creates a unique research environment. BOLU, WHERE THE UNIVERSITY IS LOCATED Bolu is an impressive Anatolian city where the blue sky encloses the green forests that are listening to the whisper of the wind on the misty peaks of gorgeous mountains. The city, which is located between the roads from the capital city Ankara to the world famous metropolitan İstanbul, has been the host of many civilizations for centuries. From glorious lakes like Abant, Yedigöller, Gölcük and fascinating creeks to picturesque villages and stunning sunsets...bolu bursts with beauty. Together with the Turkish hospitality, the region welcomes large numbers of tourists from all around the world every year. Combined with outdoor sports like rafting, trekking, hiking, parachuting, the natural beauties provide various tastes and excitement. Kartalkaya, which is one of the most famous ski-centres of Turkey, offers first-class service and is only 25 kilometres to the centre as well. 6

The applications are made during the registrations. There are private dormitories holding 80 people which are primarily in the service of master students. Dormitory rooms are for maximum 8 people. There are canteens, hairdresser and barber services, and laundry service. In the main campus, there are also modern state dormitories holding 600 girls and 600 boys. LABORATORIES There are more than 30 laboratories and workshops equipped with the state-of-the art technology. On Izzet Baysal Campus, there are more than 40 thousands books in the library serving in a building covering 3600 square metres area in use. The main library serves with a collection of 448 in volume and 82 periodical publications, 206 master theses and a series of audio and visual materials. Publication scanning is possible both inside and outside the library through a computer system consisting of ten terminals. Over 1500 computers are available in all faculties and in laboratories as well. Each campus has internet connection. INTERNATIONALISATION The AIBU has also been providing undergraduate education for students from the recently established republics of the former Soviet Russia under some fields since There are also cooperative studies with some German universities in the field of education. In addition, Having the Erasmus University Charter, Abant Izzet Baysal University is a member of European University Association since LANGUAGE OF INSTRUCTION Turkish; Biology, Maths, Physics and Chemistry in English. SOCIAL FACILITIES The campuses offer extensive social and cultural facilities. Cultural activities such as symposium, panel, conference, concert and film shows are performed in the Culture Centre. The Sport Centre, consisting of a twin-dome hall with its indoor-outdoor sport areas, hosts every kind of sports activity. Cultural activities are organized by students during the Spring Festivities for a week. Transportation is provided by public and private buses. Lunch is served regularly under control of dieticians for an economical charge. 7

In our university,education was in Aydın and in Nazilli but today education is given in our 18 different buildings and 8 different units. All academic staff and practising experts participate in education and research at ADU. The university also has 664 administrative staff. The university is located in the western part of Turkey and that is why the climate shows more Mediterrenian characteristics AYDIN, WHERE THE UNIVERSITY IS LOCATED The city of Aydın was the cradle of old civilizations. There were ancient cities like Tralleis, Nysa, Afrodisias and Magnesia in BC times. Aydın takes its name from Aydınoğulları Principality which settled down in Menderes Valley through the end of XI century. Industry and trade is based on agriculture generally in Aydın and Aydın is number one of Turkey in production of Olives, figs and chestnut and in second place in production of cotton. Besides them tobacco, citrus fruits and greenhouse growing are other important agricultural sectors. Percentage rate of people having school education is higher than the average of Turkey and the rate of literacy in Aydın is %81.53 according to 1990 results. The success of Aydın in university entrance exams is higher than the average and the success of Aydın in education is appreciated all the time by people. Its altitude is 65 metres and its population is according to the census in Aydın draws attention of native and foreign tourists with its thermal springs, museums, bridges, inns, caravan-seraies, mosques, castles and other regional aspects 8

But university tries to support students to select among the best option and tries to be a guide in finding an accomodation. LABORATORIES, LIBRARIES AND COMPUTING SERVICES All kinds of books, magazines, CD Roms,tapes and other technical instruments.according to May 2004 data there are books, 423 Turkish magazines, 5 foreign magazines, 189 CD Roms and supplements,35 disks-tapes and video tapes, 4 CD Rom data base and 7 online data base. There are laboratories and computer services in faculties for student usage and besides them there is a central research laboratory and an internet cafe in central campus area. INTERNATIONALISATION The university\'s mission is to deliver high quality and practically oriented education that is closely related to the professional and social needs. In order to achieve, ADU believes that a solid internationalisation strategy of the university is to prepare the students for a life in a multicultural community and information society.the university aims to put its expertise to wider use in international questions arising in the Agean Region. LANGUAGE OF INSTRUCTION Turkish (in some departments it is English too) STUDENT LIFE Inside the campus there are various kinds of meals and price options for students to dine. Lunch is served every noon The cafes in central campus area usually serve lunch at noon. In dormitory there is a canteen. There is a football field in central campus area. Medicine Faculty, Afyonkarahisar Vocational School, Research and Application Hospital are in Ali Cetinkaya Campus and State Conservatory, Physical Education and Sport High School are in Ahmet Karahisari Campus. AFYONKARAHİSAR, WHERE THE UNIVERSITY IS LOCATED Afyonkarahisar is a city in western Turkey, 250 km south-west of Ankara. Elevation is 1,034 meters and population is 128,516. Afyon is the centre of an agricultural area and also known for its marble, its sucuk (peculiar sausages), its kaymak (meaning either cream or a white Turkish delight) and various handmade weavings. This is a natural crossroads; the routes from Ankara to İzmir and from Istanbul to Antalya intersect here. There are a number of well-established roadside restaurants to breakfast on the local cuisine. Some of these places are modern well-equipped hotels and spas; the mineral waters are renowned for their healing qualities. ACCOMMODATION There is a hostel belonging to state. In the hostel, there are rooms for persons and a restaurant, cafe as well as a theatre, billiards and internet rooms with table tennis and chess corners. In Afyonkarahisar and its towns there are many private hostels as well. 10

Outer Application Workshop Building has wooden, metallic, stone and brick workshops and a functional depot; also fine arts, flooring and mine workshops. In The Center Library, there are 11 classrooms, 5 conference halls. In ANS Campus there is an internet room with 20 computers and also two computer rooms each with 40 computers in the faculties. STUDENT LIFE Our university supports social, cultural and sports events which are formed by student clubs. Every year in May, university's traditional spring festival is organized. A big excitement is experienced during the fair, sport tournaments, fashion shows and the other shows. In our university, each institution has a restaurant and a canteen. In our canteens fast food is sold as well as drinks and the selling price of food is considered according to students budget. In all campuses, there are sport facilities and our students can make sports there. INTERNATIONALISATION The University was awarded Erasmus Charter in May Up to now, 41 students and 54 teachers have been abroad. Many LdV and Youth Projects have been developed as well. The name of AEU stem from Ahi Evran who established Ahilik organization which means brotherhood, is the founder of vocational solidarity in the work of tradesman at 13th century in Anatolia.The ribbon which was tied to the tradesman who reached to the mastery level in his craft, is the inspiration point of AEU s logo. The blue section of the logo represents the sky, the green section represents the earth, while the yellow ribbon in the middle represents the mastery of craft. KIRŞEHİR WHERE THE UNIVERSITY IS LOCATED The city of Kırşehir is located in central Anatolia, and it is near to Ankara, Kayseri, Kırıkkale and Nevşehir cities. Kırşehir and its surroundings have an archeological importance concerning ancient civilisations with rich cultural heritage which comes from early 3000 BC. In Kaman Kalehöyük which is one of the most striking tumuluses of central Anatolia, archeological excavations have being carried out by Japanese Scientists since Important characters lived in this region who contributed Turkish science, culture and art in the 13th century. The first astronomy centre of the region, which was established by Cacabey in the same century, is still being used and visited as Cacabey Mosque in the city center. Kırşehir has a general population of , of which are living in the city center. There are thermal baths which are so popular and healthy. These are the resorts those have board and lodging facilities. Motorized vehicle tyres and steel products, manufacturing machines, batteries, textile products, flour are the most important industrial products. Agriculture is also one of the most important activities in the region; wheat, barley, sugar beet, vegetables and fruits. Marble is important mining sectors of the city.

Private accommodation is also available, and the office can also give you help in finding a suitable room in a family or student house nearby. LANGUAGE OF INSTRUCTION Turkish LABORATORIES In our university, all academic units have their own library facilities. Our libraries have more than registered books and it is planning to increase the number of books in a near future. A total of thirteen computer laboratories with internet access are available at the university units. There are two private internet cafés at two main campuses and lots of in the city center. There are also twenty science laboratories in various subjects for teaching and research. SOCIAL FACILITIES AEU has two campuses in the city center, one in the city center, the other one is outside the city center. During academic year, conference, seminar, symposium and panels are organised. Student clubs are also active in various fields from theatre, music, technology to sports. Students have the opportunity to play various sports by themselves or by attending to tournaments. Being close to Cappadocia gives an opportunity to students having excursions and nature sports. In May, Spring festivals are organised by students with various activities. INTERNATIONALISATION AEU s aim is to provide quality assurance in higher education by encouraging academic staff and students to scientific studies and improving our relations with international organisations in the field of education and research. Our Erasmus submission is accepted. This means that academic staff and student exchanges are inevitable. In order to have strong relationships with international instituon, our International Office is being reorganized. 13

ANTALYA, WHERE THE UNIVERSITY IS LOCATED Akdeniz University has its home in Antalya, the eleventh largest city in Turkey, and located at the heart of the Turkish tourist industry. With its range of modern hotels, restaurants, bars and other leisure facilities, Antalya shows its visitors a pleasing mixture of new and old. Kaleiçi still maintains the rich historical heritage of these civilizations, when the old harbour in Kaleiçi was the most important naval base in the region. Antalya region, which surrounds the city, was known in ancient times as Pamphilia. From the first evidence of habitation in the Karain caves 50,000 years ago, and through ten thousand years of recorded history the region has been a stage on which cultural and historical events have played their role in the development of the modern world. The result today is a city and region rich in archaeological interest, vast scenic beauty, and abundant natural and agricultural wealth. There are mild winters, and though snow caps the purple silhouettes of the surrounding mountains, it rarely falls in the city. In spring, the sweet perfume of orange blossom pervades the city, and in summer Antalya generously shares its sunshine, its broad beaches and historical treasures. 14

LABORATORIES, LIBRARIES AND COMPUTING SERVICES The Central Library on the main campus has a total floor area of 4,305 m². More than 40,000 books, 35,500 full text e-journals, and 35,000 full text-book collections are available to students and university staff. Furthermore, some specific libraries covering certain fields are established in various departments and faculties.the data communication of the main campus is provided by a network with a speed of 100 MBps. The backbone of this network is composed of 9 kilometers of fiber-optic cables. The Internet connection to the campus is provided by the National Academic Network with a 34 MBps access speed. STUDENT LIFE At Akdeniz University we attach a great importance to the social and cultural dimension and encourage participation and in artistic, scientific and sporting activities. Cultural activities stimulate the curiosity of students.the campus is located near the city centre. Various forms of public transport link the campus to every part of the city.
