2 What happens in the Cloud Industry in Europe? Digital energy is an economic and strategic challenge. Europe should aim to be the world's leading trusted cloud region The fundamental principle at stake is the need to look beyond borders when it comes to cloud computing. this Committee recommends that the Commission seek to promote the development of European digital energy production, i.e. the emergence and strengthening of European suppliers of infrastructure: IaaS, Infrastructure as a Service Achieving this ambition is not a task for the European Commission alone, it begins the cloud providers themselves and includes all stakeholders: Member States, industry and individual users. 3 Helix Nebula, the Market Place Future plans for a Helix Nebula Market Place: HNX The Helix Nebula Market Place service should begin January 2014, building on the Helix Nebula Initiative, with the intend to offer a European Cloud Market Place service alternative that is compliant with EU regulations and legislation. HNX intends to deliver easy access to a range of commercial Cloud Services through the innovative broker technology that has been deployed within the Helix Nebula Initiative over the last two years. Cloud suppliers will compete within HNX and offer their Cloud services at competitive prices. HNX will be open for new cloud providers that are able to participate competitively in line with European regulations and with a suitable quality of service. The Cloud services are offered to the global scientific community, for both publicly-funded and commercial Research and Technology Organizations, offering large-scale and HPC-type deployments from the start. Following an initial period of operations the companies are also determined to extend HNX with Information as a Service offerings, making open research data and algorithms from various research and technology projects and organizations available to the public in a pre-configured processing environment. Eventually, it is intended that HNX will lead to a Digital Energy Market Place, where users will have easy access to a wide range of services including digital infrastructure, tools, information and applications 2 An Atos company

4 Two major issues need to be solved in order to deliver Cloud Services in the Public Domain Tendering Issue Since Cloud offerings are often used by scientist, as a burst facility for peak moments, tendering should be easier. Cloud Services do have hop-on hop-off characteristics. Cloud Providers are offering their services via portals. Services are a few clicks away, not a 2 3 months tendering procedure. Market Places delivering Cloud Services could be certified by Governmental Organizations or the EC, allowing public organizations to buy services instantly from these. Border Issue When public organizations act on a small geographical basis, then European Cloud Industry will not take off. e.g. each and individual municipality, province, country claims they need their own Cloud A broader view is required to cooperate on a European scale. A Schengen-like area to deliver Cloud services and to secure data might be a good idea to work on. 3 An Atos company
