Project Description A description of the project, including a map showing existing facilities. The Sherman Terrace Condominium Association currently owns private water mains and building services that serve the residents and facilities on the property (see Exhibit A Existing Infrastructure). The private water infrastructure is connected to a City of Madison s water main at two metered locations on N. Sherman Ave. Under the existing conditions, any water main break or leak events on the private water mains are the responsibility of the condo association. The water mains have a break and leak history that warrants exploring the feasibility of water main replacement by the Madison Water Utility, which would subsequently be owned and maintained by the City of Madison. The Madison Water Utility has prepared three alternative water main replacement plans for the consideration of the Sherman Terrace Condominium Association. 2. Alternatives A description of alternative projects or programs considered. The Madison Water Utility has prepared three preliminary alternatives for consideration by the Sherman Terrace Condominium Association. 1. Alternative 1: Existing Service Alternative (Exhibit B). The Existing Service Alternative was designed to utilize existing building services and plumbing. The proposed water main would be installed in the corridor designated by the yellow dashed line (existing water infrastructure shown as blue). Building service lines would be replaced to a curb-stop to be installed outside each building, with a meter being installed at each building. This alternative requires approximately 3,500 feet of new water main to be installed, and 37 service connections. 2. Alternative 2: Replace 10 Services Alternative (Exhibit C). The Replace 10 Services Alternative was designed to simultaneously conserve the amount of water main to be installed while also limiting the amount building service reconfigurations. The proposed water main corridor is designated by the dashed purple line (existing water infrastructure shown as blue). The buildings designated by a purple circle would require plumbing reconfigurations to allow the building service to enter at a different location. Building service lines would be replaced to a curb stop to be installed at each building, with a meter installed at each building. This alternative requires approximately 3,150 feet of new water main, 27 service connections, and 10 service reconfigurations. Alternative 3: Replace 19 Services Alternative (Exhibit D). The Replace 19 Services Alternative was designed to minimize the amount of water main to be installed. The proposed water main corridor is designated by the dashed red line (existing water infrastructure shown as blue). The buildings designated by a red circle would require plumbing reconfigurations to allow the building service to enter at a different location. Building service lines would be replaced to a curb stop to be installed at each building, with a meter installed at each building. This alternative requires approximately 2,650 feet of new water main, 18 service connections, and 19 service reconfigurations. 3. Cost Estimate The estimated cost of the project. The following cost estimates are preliminary and are based on general assumptions, not actual or quoted costs. The goal of the preliminary estimates herein is to provide a rough order of magnitude cost for the proposed water main replacement projects in order to determine the feasibility of continuing development of more detailed project plans and estimates. General assumptions:!" Currently, all 37 buildings on the Sherman Terrace Condominium Association property do not have a curb stop between the building and the water main.!" All 37 buildings do not have a meter for building use; subsequently, each condominium also does not have a meter for individual unit use.!"all estimates assume that each building will have a water meter to be billed evenly per unit in each building to minimize building plumbing costs.!" Preliminary estimated cost for curb-curb stop and water meter installation at each building: $2,500.!" Preliminary estimated cost for water service reconfiguration: $5,000.!" TOTAL: $705, Alternative 2 Preliminary Estimate: Replace 10 Services Alternative (Exhibit C). d. Proposed Water Main: 3,150 $175/LF = $551,250 e. Install 37 curb-stops and $2,500 EA = $92,500 f. Reconfigure 10 $5,000 EA = $50,000 g. TOTAL: $693, Alternative 3 Preliminary Estimate: Replace 19 Services Alternative (Exhibit D). h. Proposed Water Main: 2,650 $175/LF = $463,750 i. Install 37 curb-stops and $2,500 EA = $92,500 j. Reconfigure 19 $5,000 EA = $95,000 k. TOTAL: $651, Alternative 4 Preliminary Estimate: Maintain Status Quo (Exhibit A). a. Annual water main maintenance and repair costs. Preliminary estimates suggest that a water main replacement project at Sherman Terrace would cost approximately $650,000 to $705,000. Based on these assumptions, Alternative 3 is the lowest cost alternative at approximately $651,250, followed by Alternative 2 at $693,750, and lastly Alternative 1 at $705,000. Given the fact that all of the preliminary estimates vary by a range of less than 8%, it is not recommended that any alternative is designated the preferred alternative until more detailed plans and building service quotes would be determined.!" For example, if building service reconfigurations would be quoted at $8,000 instead of the estimated $5,000, Alternative 3 would be $708,250, Alternative 2 would be $723,750, and Alternative 1 would be the lowest at $705, Financing The proposed method of financing the project. Water main replacement project costs would be the financial responsibility of the Sherman Terrace Condominium Association and would be paid through assessments. WM Rehab An example estimated assessment is shown below, with the following assumptions:!" There are 37 buildings, 36 of which have condominiums.!" Each condominium building has 6 units (216 total assessments).!" Estimated water main replacement cost of $675,000. Based on these assumptions, each unit would have an assessment of $3,125. Water main assessments would proceed according to City of Madison Ordinance Water Main Assessment Procedure (Appendix A). Also, based upon City of Madison Ordinance Special Assessments Payment In Installments (Appendix B), special assessments may be paid in annual installments with an interest rate determined by the City Comptroller at the time the assessment is levied. 5. Operational Costs The estimated annual operating costs of the project. With a water main replacement project, the operational, maintenance, and repair costs of the infrastructure would be the responsibility of the Madison Water Utility from the water mains to, and including, the curb-stop located at each building. All maintenance between the curb-stop and the customer s units would be the responsibility of the Sherman Terrace Condominium Association. 6. Project Timeline The estimated project timeline, with identifies major project phases and decision points. A water main replacement project at Sherman Terrace will likely require 7 months from authorization to completion. The design phase would require approximately 2 months to prepare construction plans, estimates, specifications, and assessments. The contract approval process would likely take approximately 3 months to allow for public hearings before the Board of Public Works and the Common Council prior to contract execution through the City of Madison standard bidding process. Upon contract authorization, the construction work is estimated to take 2 months to complete. Given that the project is estimated to require 7 months to complete, the Madison Water Utility would need to receive authorization to proceed no later than April 01, 2009 in order to complete the project in M:\DESIGN\WATER\DGN\Sherman Terrace\Engineering Report\Sherman Terrace Scoping Document doc 5 of 6
