April 30 and May 1 Quick and Dirty Boat-Building Rules and Application INTRODUCTION The Quick and Dirty Boat-Building Contest is a two day fun filled event for the contest participants and festival goers. Up to 8 teams compete to be the first to row and sail their boats to the finish line while staying afloat. The teams are encouraged to use their imagination and creativity when it comes to picking a theme, boat design, decorating, sailing attire, and boat name. All themes, boat designs, decorating, sailing attire, and boat names should be suitable for family audiences. The Perdido Wood Boat Assoc. (PWBA) Committee reserves the right to reject any themes, boat designs, decorating, sailing attire, and boat names it deems inappropriate for the festival. Entries will be accepted on a first-come, first-served and space-available basis. The entry fee is $ A team is generally made up of 4-6 members. Race boat crew members must be team members. PWBA Committee reserves the right to reject any application at their discretion. Participants must be approved by the PWBA Committee. All entries must include signed team member waivers and completed team roster before the application will be approved by the PWBA Committee. No team member may participate without a signed Waiver of Liability, Assumption of Risk and Indemnity Agreement on file. Participants not following rules as listed will be asked to leave. 2 CONSTRUCTION RULES Each team has 13 hours (9 on Saturday and 4 on Sunday) to build a boat out of the material provided to them. An additional 3 hours can be used Saturday after 6 pm to only paint and decorate the boat. No cutting or building is allowed during this time. 2. A 10' x 20' work space will be staked and roped off with yellow caution tape for each team. 3. Once teams have been assigned their work space they may begin setting up their equipment. 4. Signage indicating the team s name and/or boat name may not have racial or sexually explicit connotations. 5. A banner with a company or organization logo is permitted to be displayed in the work space. The banner must be pre-approved by the PWBA Committee. 6. Teams must furnish their own tents (maximum of 10' x 20' tent), signage, tables, chairs, etc. Tents must be freestanding. For the safety of participants, tie-down lines cannot extend past the assigned work space 7. Each team must provide their own ground cover, tools, work bench, saw horses, safety gear, extension cords, life jackets, etc. 8. Teams must provide their own portable woodworking tools and any necessary safety equipment. All participants must know how to properly and safely operate their tools and equipment. 9. Team members must maintain their demeanor and control their actions to ensure theirs, their team members, and festival goers safety at all times. 10. Full size paper plans, patterns, or templates are allowed. Cardboard, plywood, or other rigid patterns or templates used to dimension parts are not allowed. 11. Custom shaped clamps are allowed, but cannot become part of the boat. An example would be a temporary building frame that holds parts in place until fasteners are installed. 12. Children under 18 are not allowed in work area without adult supervision and Waiver of Liability form. 13. No animals or pets are allowed in work area. 14. A Team Captains meeting will be held prior to the event and before building materials are distributed to review the rules and answer questions. 15. Team members are allowed to assist other teams if needed and welcomed. The goal is for all teams to have a boat ready for the race. 16. Teams are responsible for clean-up of their work area and the removal of their boats. Work spaces should be swept with a magnet to remove screws and screw pieces from the ground. 17. Violation of any rules could result in disciplinary actions and/or disqualification along with eligibility to participate in future contests. RACE RULES 2

3 1. Each boat may have 1 to 3 crewmembers. 2. Each crewmember must wear a U.S. Coast Guard approve Type III or better life jacket during the launching and through the complete race up to the boat removal. 3. Each crew is allowed an additional four team members to launch the boat. Launching team members do not have to be from the original building team. 4. Launching team members must immediately leave the launch area once the boat and crew have been launched. 5. The race course is approximately 200 yards in length from the starting buoy to the turning buoy. The full race is from the starting buoy, to around the turning buoy, and back to the starting buoy for a total of 400 yards. 6. The first leg of the race from the starting buoy to the turning buoy will be a sailing leg. The only propulsion allowed during this leg is from the sail. The second leg of the race will be from the turning buoy back to the starting buoy. Crew powered propulsion (rowing, paddling, etc ) may be used during this leg of the race along with sail power if desired. The sail may also be lowered during the powered leg if desired. 7. Using an oar, paddle, rudder, etc as a sculling device that any way adds to the propulsion of the boat during the sailing only leg is not allowed. 8. The turning buoy is rounded to port (your left side). 9. Course location and starting buoy position will be determined based on the water and wind conditions on race day. The order of the sailing and powered race legs may also be reversed at the discretion of the PWBA Committee. 10. If weather conditions are such that a down-wind course cannot be readily identified, sailing/crew powered propulsion will be left to the discretion of the boat captains. The PWBA Committee will decide whether this rule will be implemented or not. 3

4 AWARDS Race winner The first boat that completes the full race course and complied with all the rules will be the winner. In the event no boat completes the full course the PWBA Committee will determine the winner based on which boat and crew has completed the farthest length of the course. 4

5 TIMELINE Friday 12:00 pm 6:00 pm Check in and get assigned work space. Tents, ground covering, tables, etc can be set up. Saturday 7:00 am 8:30 am Check in and get assigned work space. Tents, ground covering, tables, etc can be set up. 8:30 am 9:00 am Team captains meet with PWBA Committee to review the rules and ask questions. Pick up materials. 9:00 am 6:00 pm Boat building time. 6:00 pm 9:00 pm Additional boat painting and decorating time. No building is allowed during this time. Sunday 8:00 am 12:00 pm Boat building time. 12:00 pm 1:00 pm Boat display time for the festival goers to view the completed boats. The PWBA Committee will determine the display location and boats will need to be moved to the location by 12:00 pm. 1:00 pm Boat launching and race. 2:00 pm Awards ceremony. 5

6 BUILDING MATERIAL PWBA Committee supplied: 2-1/2 1/4 X 4 X 8 pine plywood or luan 2 2 X 4 X 16 lumber (pine) 1 1 X 6 X 8 lumber (pine) 1 2 X 10 X 32 lumber (pine) 1 lb 1-1/4 drywall screws (course threads) 1 lb 2 drywall screws (course threads) 1/4 lb 3 drywall screws (course threads) 2 tubes of construction type adhesive (10-oz size) 1 6 X 8 plastic tarp 50 5/16 rope 2 sticks of ARROW Type T50 3/8 length staples, approximately 78 staples per stick Notes: 1) 1/2 sheets of plywood may be 4 X 4 or 2 X 8 at the discretion of the PWBA Committee. 2) Equivalent substitution of materials listed above may be made by the PWBA Committee based on availability, but all teams will have the same material. 3) Teams will need to supply their own caulk gun for the construction adhesive tubes. Team supplied materials: -Water based paints and finishes that are not sealers. The number of colors is not limited. The goal is to have a well painted and decorated boat. -Decorations that do not add to the strength/sealing or sailing/propulsion/steering ability of the boat. These decorations can include cardboard cut-outs, but they cannot add to the strength/sealing or sailing/propulsion/steering ability of the boat. 6

8 WAIVER OF LIABILITY, ASSUMPTIONS OF RISK AND INDEMNITY AGREEMENT IN CONSIDERATION of being permitted to participate in the Quick and Dirty Boat-Building Contest sponsored by the Perdido Wood Boat Assoc. (PWBA) Committee and Pirates Cove Marina & Restaurant, and including the use of facilities and any of the property and/or personnel provided by the Perdido Wood Boat Assoc. (PWBA) Committee and Pirates Cove Marina & Restaurant, I, for myself, my personal representatives, assigns, heirs and next of kin: I. ACKNOWLEDGE that I understand the nature of the activity and the use of the equipment available to me and all rules pertaining to the activity and the use of facilities, and equipment. I further acknowledge and declare that I am qualified to participate in such activity and to use the facilities and equipment provided. I further agree that if at any time I believe conditions to be unsafe, I will immediately discontinue further participation in the activity or use of the facilities or equipment. (initials) 2. HEREBY COVENANT NOT TO SUE AND DO FULLY RELEASE AND DISCHARGE the Perdido Wood Boat Assoc. (PWBA) Committee and Pirates Cove Marina & Restaurant, its officers, directors, agents, employees, volunteers or other participants in activities and users of the facilities and equipment FROM ALL LIABILITY, CLAIMS, DEMANDS, LOSSES, OR DAMAGES on my account caused or alleged to be caused in whole or in part by the negligence of the Perdido Wood Boat Assoc. (PWBA) Committee, Pirates Cove Marina & Restaurant, or any person released by this Agreement; and I further agree that if, despite this release and waiver of liability, assumption of risk and indemnity agreement, I or anyone on my behalf states a claim against the Perdido Wood Boat Assoc. (PWBA) Committee, Pirates Cove Marina & Restaurant or any party released herein, I will indemnify, save and hold harmless each of those released from any litigation expenses, attorney fees, loss, liability, damage, or cost which may be incurred by them as a result of such claim. (PWBA) Committee, Pirates Cove Marina & Restaurant and/or any governmental authority, because of inclement weather, including a hurricane, tropical storm, or the immediate threat thereof, or due to any public health or safety hazard or emergency, or the threat thereof, declared by the Perdido Wood Boat Assoc. (PWBA) Committee, Pirates Cove Marina & Restaurant or any public body and that all fees paid by pa1ticipant(s) to the the Perdido Wood Boat Assoc. (PWBA) Committee or Pirates Cove Marina & Restaurant are non-refundable.
