1 REQUEST FOR QUALIFICATIONS FOR DESIGN, ENGINEERING, & CONSULTING SERVICES Date: To: Prospective Firms From: David Baker + Partners, Architects ( Architect ) Subject: rd Street, Lot 3, Senior Project (San Francisco, California) Introduction This Request for Qualifications (RFQ) is issued for professional design, engineering, and consulting services by Architect in connection with the design of the rd Street, Lot 3, Senior Project, San Francisco (the Project ). David Baker + Partners, Architects has been retained by McCormack Baron Salazar for Bayview Supportive Housing, LLC, the Developer. Sub-consultants to Architect hired pursuant to this RFQ will be contracted directly by Architect or its affiliates. At this time, we are requesting qualifications from prospective firms to provide services in the following categories which are expected to be necessary as a part of the Project development: Landscape Architect Structural Engineer Mechanical Engineer (HVAC / Plumbing / Fire) Electrical Engineer Waterproofing Prospective firms should offer a full range of technical services to be performed by key staff with experience including, but not limited to, construction document production and construction administration services related to elderly and rental multifamily housing projects. In addition, prospective firms will need to meet the following experience requirements: 1. Minimum six (6) years of professional experience in elderly and multi-family attached housing projects of 50 units or more in size. 2. Minimum of three (3), new urban in-fill, high-density, wood frame housing projects of 50 units or more in size. All other firms will need to have a minimum of six (6) years of professional experience in your discipline. MOH/SFRA certified SBE firms (as defined below) are encouraged to apply. Firms which need to submit their SBE qualifications can do so by following the Mayor s Office of Housing, successor entity for the San Francisco Redevelopment Agency ( MOH/SFRA ) certification process outlined below in Section 4.

2 1. Project Description The site is located at rd Street, Lot 3, in the Bayview District of San Francisco. The site is approximately 64,369 square feet in size. David Baker and Partners is the lead architect for the development. The project includes senior rental housing and a senior center. The brand new building will include parking and 121 affordable senior rental units in three / four stories above the podium level. The ground floor space will consist of management / leasing offices, community room, fitness center and an approximately 13,500 square foot senior center. Conceptual design drawings are attached (see Exhibit A). 2. Submittal Requirements Required Information for All Firms: 1. Name of company and number of years in business 2. Legal status and company ID number 3. Contact name, including address 4. Company address 5. Full names of company officers and/or principals 6. Biographical summaries of principals 7. Names and resumes of key staff and brief description of their roles/responsibilities in the project 8. Number of employees in the company 9. List the Principals and employee s professional licenses, accreditation, and memberships 10. Certificate of Insurance for the firm (if applicable). Exhibit B contains the necessary insurance required by Developer for the Landscape Architect, Structural Engineer, MEP Engineers and Waterproofing. For all other consultants, Developer will allow the following deviations to the insurance required in Exhibit B: a. $1 million in Excess (Umbrella) Liability coverage (instead of $3 million) Any other deviations in coverage may be granted at the discretion of Developer. 11. 3 12. Experience with green building and LEED process (if applicable) 13. Hourly Billing rates 14. Budget for reimbursable costs 15. Provide examples of projects that contain high-density, wood frame multi-family or senior housing. Information presented about the projects must include the following: a. Name, address, phone number and address of a reference (developer and contractor) that can be contacted for each project. b. Description of project, including: Number and type of units included in project Total square footage of project Density of the project along with the size of the site New construction or renovation Construction type of project (e.g., Type V-1 hour) Identify for-sale condominium housing projects vs. rental Amount of parking Construction cost Role on project Developer s and Architect s goal is to meet the following milestones: 1. 4 Deadline for Questions & Clarifications on RFQ Monday, February 27, 2012 at 3:00 PM PACIFIC Written Responses & Clarifications on RFQ Wednesday, February 29, 2012 RFQ Response Due Date: Friday, March 9, 2012 at 3:00 PM PACIFIC Request for Fee Proposals from Selected Firms: Wednesday, March 14, 2012 Fee Proposals Due: Friday, March 16, 2012 Notification of Selection: Wednesday, March 21, 2012 Pre Submittal Conference All interested parties are invited to a pre submittal conference that will be held to provide more Project specific information and answer questions about the Project prior to the submission of the response to this RFQ. The pre-submittal conference will occur on the following date (dates and location are subject to change): Date: Thursday, February 23, 2012 Time: 10:00 AM PACIFIC Location: Bayview Hunters Point Multipurpose Senior Services Center Program Center 5600-A Third Armstrong, San Francisco, CA Clarifications and Interpretations All questions and requests for clarification of this RFQ shall be submitted in writing to Kevin Wilcock (as identified on below) by 3:00 PM PDT on February 27, Any clarifications or interpretations that materially affect or change RFQ requirements will be distributed as an addendum on February 29, All such addenda will be posted on the MOH/SFRA website at and will be deemed part of this RFQ. 5 Fax or verbal responses will not be accepted. All documents and attachments are to be bound together in a single file. All documents will become the property of Developer, and Architect. Selection Criteria The Architect will evaluate all completed, responsive and qualified submittals. Evaluations will be based on the information provided in conjunction with the Selection Criteria as noted below. Upon completion of the evaluation, Architect, in conjunction with the MOH/SFRA, will select firms to submit fee proposals on the Project on which final selections will be based. It is the intent of the Architect to enter into agreements with selected firms depending on the discipline and the progress of the Project. Architect reserves the right to accept or reject any and all proposals at their sole discretion. Participants acknowledge and accept that any costs incurred from their participation in this RFQ shall be at the sole risk and responsibility of the participant. A selection committee will evaluate firms based on the following criteria: The strength of the consultant s qualifications to undertake the subject scope of services; 15 pts. Experience in working with the jurisdictions (San Francisco) affecting this project; 15 pts. Depth of experience with projects of similar size and scope; 20 pts. Professional references from developers, general contractors, and/or architects; 10 pts. Proposed staffing for this project, and ability to provide the requested services; 10 pts. Ability to meet the project schedule; 20 pts. Insurance in good standing; 10 pts. Input from the MOH/SFRA regarding meeting SFRA SBE Certification Other criteria that are deemed to be in the best interest of the Project and/or Developer. Short listed firms in each discipline will be asked to submit fee proposals based on pre-defined scopes of work. 4. MOH/San Francisco Redevelopment Agency SBE Certification Process If you wish to apply for certification as an SBE with the MOH/San Francisco Redevelopment Agency, follow the following directions. Below is the link to the MOH/San Francisco Redevelopment Agency's certification website. The site allows prospective firms seeking to apply for Small Business Enterprise (SBE) certification to do so on line, including the ability to upload supporting documents. FIRST YOU WILL NEED TO REGISTER, and create a log on identification (your address) and password to access the website. After you have registered, you will receive an to activate your account. Click the link in the to activate the account. If you do not receive the , then check your spam/junk folder. You RFQ for Architect Sub-Consultant Services Page 5

6 will be able to fill out your application and upload the supporting documents by logging onto the link above after you have registered. It is important to select "New Application" not the "Recertify" option for the first time with entering your application on the site. This way we will have all of your required documents uploaded and recertifying next time will be more efficient. Please use the checklist to identify the documents you are required to submit. If you are not able to supply the required supporting documents (tax returns, business license, etc.) in electronic format, then you may set an appointment with the MOH/SFRA to have them scanned. If you have MOH/SFRA scan them, they must be single sided and contain no staples. Before setting the appointment, you must have at least submitted the application online. If you are unable to submit your SBE Application due to technical problems, please call Elation Systems Technical Support at (510) ext 100. Compliance with MOH/SFRA Regulations The Architect is required to comply with several MOH/SFRA Regulations, including the Bayview Hunters Point Employment and Contracting Policy (Exhibit C) and the Policy on Small Businesses. The MOH/San Francisco Redevelopment Agency is committed to providing SBEs (Small Business Enterprises) an equal opportunity to participate in Agency-funded contracts. The Agency will monitor the consultant selection process and will monitor selected firms compliance with MOH/SFRA s Small Business Enterprise contracting goals. Developer's Reservation of Rights The Developer and Architect reserve the right to divide the Project into multiple parts, to increase or decrease scope of services, to reject any and all qualifications without providing any reason for such rejection and resolicit for new qualifications, or to reject any and all proposals and temporarily or permanently abandon the Project. Developer and Architect make no representations, written or oral, that it will enter into any form of agreement with any respondent to this RFQ for any project. No such representation is intended or should be construed by the issuance of this RFQ. 7. No Reimbursement for Costs RFQ for Architect Sub-Consultant Services Page 6

7 Respondent acknowledges and accepts that any costs incurred from the any respondent's participation in this RFQ shall be at the sole risk and responsibility of the respondent. 8. No Exclusivity Developer and Architect have an interest in seeing that the Project team is ultimately comprised of diverse and competent consultants and subcontractors retained in compliance with the Diversity Program. Therefore, for the purposes of the RFQ, respondents shall not form contracts with consultants or subcontractors or request or enter into exclusive or non exclusive arrangements which would preclude them from participating in the Project as part of another team.
