Transcription

1 In the event that the Child Development Center experiences an unscheduled emergency evacuation the following steps will be taken. Preparatory Steps 1. Conduct emergency evacuation drills once a month. Document the event on the fire drill chart Program Director or designee 2. Know the location of all emergency exits. Evacuating CDC through the playground o Underst that the playground gate is locked for security safety reasons o Know where the gate exits are located Back left corner Right front side o Know where the gate key is kept The gate key is in the key box located at the exit door to the playground o Underst how to unlock the gate o Know where to take your children/students once outside of the playground fence Everyone should proceed across the parking lot to the grass area near the swimming pool Evacuating CDC through the main entrance (front entrance) o Exit the building turn right on the front sidewalk o Cross the parking lot proceed to grass area adjacent to the student services patio All

2 Preparatory Steps 3. Prepare maintain Emergency Evacuation Bags for: The Infant Room The Infant Toddler Room The bags should contain Bottled water, diapers, wipes, a blanket 4. Be prepared to use the nearest exit in the event of an evacuation/emergency. 5. Follow the directions of Emergency Response Team or person announcing the emergency. 6. The primary off campus evacuation site for CDC is: Howard T. Ennis School gym Howard T. Ennis School will only be used when directed by Emergency Response Team. Infant Room Staff Infant Toddler Room Staff Everyone Everyone 7. Underst know how to access the Howard T. Ennis School property. Transition between CDC Howard T. Ennis School will be accomplished by o College bus when available o Carefully proceed walking along Community Drive to Howard T. Ennis School 8. When crossing any traffic lanes, staff instructors/faculty are to take measures to ensure the safety welfare of all students children. Be vigilant prepared to deal with road /or traffic conditions to ensure safety

Designate an emergency support team to assist support the Maintain current emergency phone lists for all children, staff, faculty Prepare a stardized statement to notify parents during emergencies Work closely with the Public Information Team Department Chairperson Program Director or Emergency Evacuation Procedures Evacuation Steps To Follow 1. When the fire alarm activates or when the order to evacuate CDC is received: Alert each classroom to initiate an emergency evacuation Direct visitors to the nearest exit Alert the Learning Resource Center to evacuate Notify Public Safety Program Director or 2. Infant Room: When the fire alarm activates or when the order to evacuate CDC is received Place infants in transport cribs AND/OR Carry infants out of building Take Infant Room emergency bag Use nearest emergency exit Proceed to designated meeting areas Infant Room Staff

Infant/Toddler Room: When the fire alarm activates or when the order to evacuate CDC is received Assemble all children in the room prepare for evacuation Ensure that all children stay together are moved expediently to safety Carry children as needed to safety Take the Infant/Toddler Room emergency bag Use the nearest emergency exit 4. Toddler Room: When the fire alarm activates or when the order to evacuate CDC is received Assemble all children in the room prepare for evacuation Ensure that all children stay together are moved expediently to safety Carry children as needed to safety Use the nearest emergency exit 5. Preschool & School-age Rooms: When the fire alarm activates or when the order to evacuate CDC is received Assemble all children in the room prepare for evacuation Ensure that all children stay together are moved expediently to safety Carry children as needed to safety Use the nearest emergency exit Infant /Toddler Staff Toddler Staff Preschool Staff School Age Staff

5 Evacuation Steps To Follow 6. All DTCC Education Students: Use nearest emergency exit Do not disrupt the evacuation of children Be aware of the children s location at all times during the evacuation Stay clear of emergency equipment once outside DTCC Education Students 7. Assist with Infant/Toddler Room evacuation Floaters 8. Assume responsibility for each class do the following: Close doors windows before exiting classrooms Check restrooms for children assist as needed Take class attendance sheets during the evacuation Assist leading children to designated safe areas Take attendance once safe area has been reached All Adults 9. Once everyone is out of the building, verify that the evacuation was safely completed by contacting Each Lead Teacher Learning Resource Center Manager Secretary Make a report to the Campus Emergency Operations Center Program Director or

6 Evacuation Steps To Follow 10. Assemble the Emergency Support Team (if needed) to make phone calls to each child s parents/guardian Distribute copies of the prepared statement to each phone worker Distribute phone lists to designated support team members Be aware of the status of parental/guardian contacts that have been o Successful o No contact made Emergency Response Team Program Director or 11. Keep pedestrians: Away from emergency workers equipment Stay 300 ft. from affected buildings 12. Do not re-enter any affected building. Re-entry can only be approved by the Campus Emergency Operations Center Emergency Response Team Director of Administrative Services, Evening Coordinator, /or Emergency Response Team 13. Once the all clear is given re-entry to CDC is permitted: Ensure that the playground gate is relocked Ensure that the gate key has been returned to the lock box Program Director or

7 Emergency Assistance Button/Lanyard Procedures Using the Emergency Assistance Button or Lanyard will activate the blue light alert system will simultaneously summons police. The Alert Button or Lanyard will only be used when other communication are not immediately available (4/17/14) Emergency Assistance Button/Lanyard Procedural Steps To Follow 1. You should use the Emergency Assistance Button or Lanyard if There is a hostile intruder Police assistance is immediately necessary There is a life threatening emergency (Always alert Public Safety to the emergency) Everyone 2. When Emergency Blue Lights flash, front desk personnel office personnel will: Move to a safe place Follow directions of faculty staff Do not leave until it is safe to do so 3. Children s Classrooms: When Emergency Blue Lights flash, CDC personnel are to: Lock classroom door/turn off the lights Pull emergency door shades down Assemble all children away from door window panels Ensure that all children stay together Await further directions from the Police/Campus Emergency Response Team Front Desk Personnel Office Staff Center Teachers Assistant Teachers 4. Playground: When Emergency Blue Light flashes CDC personnel are to: Assemble all children away from emergency threat Ensure that all children stay together are moved expediently to safety Carry children as needed to safety Await further directions from the Police/Campus Emergency Response Team CDC Teachers Assistant Teachers 5. Remain in the protected area you have established until the all clear is given by the Police or Campus Emergency Response team Everyone End of Emergency Procedures

8 Emergency Shelter/Relocation Plans The Delaware Tech Child Development Center will follow plans as outlined below in the event of an emergency. Emergency resources, coordinated through the campus Public Safety Office, will ensure food, water, supplies to sustain children staff for three days if needed. The Owens Campus, of Delaware Technical Community College, serves as a community emergency site, Neighborhood Emergency Health Center, in the event a county shelter must be established. The Public Safety Office, Emergency Response Team, coordinates all emergency relief measures for the Child Development Center. Shelter In Place Plan Shelter in place will be initiated by Delaware Tech Child Development Center, in the event of any unforeseen emergencies, which require shelter to be established to those on the premises. Center personnel will direct all children adults away from rooms/areas, which contain exterior glass panels, whenever possible, until further direction is received from a college official or the college Emergency Response Team. During a shelter in place event, classroom shades will be pulled down classroom doors will be locked. Lobby bathrooms are the designated shelter in place first option, for weather emergencies, which require shelter from exterior glass panels. Chemical Emergency In the event of a chemical emergency, Center personnel will follow the directions given from a college official or the college Emergency Response Team. The college has emergency procedures which have the ability to disable the air-vent systems, in the event that an emergency deems it necessary. Emergency Evacuation In the event of an emergency, which requires evacuation, Center personnel will follow the directions given from a college official or the college Emergency Response Team in accordance with the Emergency Evacuation Procedures posted in all rooms. In the event of a Center evacuation, which requires children staff to be relocated off campus, children staff will be relocated to the Howard T. Ennis gym. The Howard T. Ennis gym also serves as the Center s evacuation drill site for inclement weather. Emergency Supplies 1. Water Water should be stored in plastic containers. Avoid using containers that will decompose or break, such as milk cartons or glass bottles. A normally active person needs to drink at least two quarts of water each day. Hot environments intense physical activity can double that amount. Children, nursing mothers ill people will need more. Store one gallon of water per person per day (two quarts for drinking, two quarts for food preparation/sanitation) 2. Food Select foods that require no refrigeration, preparation or cooking little or no water. Suggested ready-to-eat canned meats, fruits, vegetables are as follows: Canned juices, milk, soup (if powdered, store extra water) Staples--sugar, salt, pepper High energy foods--peanut butter, jelly, crackers, granola bars, trail mix Foods for infants, elderly persons or persons on special diets Comfort/stress foods--cookies, hard cy, sweetened cereals, lollipops Instant coffee, tea bags 3. First Aid Kit A first aid kit should include: 1. Disposable nonporous gloves 10. Eye dressing 2. Scissors 11. Pen/pencil note pad 3. Tweezers 12. Instant cold pack 4. A non-glass thermometer to 13. Current American Academy of Pediatrics (AAP) measure a child s temperature stard first aid chart or equivalent first aid guide 5. Bage tape 14. CPR Barrier devise 6. Sterile gauze pads 15. Small plastic or metal splints 7. Flexible roller gauze 16. Non-medicated adhesive strip bages, 8. Triangular bages plastic bags for cloths, gauze, other 9. Safety pins materials used in hling blood

9 Front Desk Secretary: Emergency Evacuation Procedures FRONT DESK Upon receipt of an evacuation notification from the Emergency Response Team, the Child Development Center switchboard personnel will notify the Child Development Center Director of the need to evacuate the building. The Director will initiate an emergency evacuation once notification approval has been received by the Emergency Response Team. The Director will notify the Child Development Center building staff to evacuate the building either in person, through alarm activation, or through the building Public Address Speaker System. (Child Development Ctr. Learning Resource Ctr.) The Front Desk Secretary is to secure the front desk by locking all confidential documents evacuate the building as follows: Tasks: 1. Notify the Center Program Director & Learning Resource Center Personnel 2. Lock confidential material at the front desk. 3. Lock Cabinets 4. Check Restrooms 5. Record number of evacuees exiting from the lobby Exit with Emergency Notebook, containing: 1. Door Signs (Center Evacuation & Center Lockdown) 2. Childhood Emergencies What To Do Reference Guide 3. Child Abuse & Neglect Symptoms & Signs 4. CPR Choking Guidelines Mobile Copies 5. Building Evacuation Map 6. Child Development Center Lock-up Procedure 7. Emergency Phone Procedures 8. DTCC Emergency Guidelines 9. CDC Community Resource Directory Emergency Numbers Etc. 10. CDC Emergency Procedures Pamphlet 11. DTCC Owens Campus Public Safety Campus Shooting Resource Pamphlet 12.
