The project s overall goal is that by active work with influence attitudes in order to enable the integration of children and young adults with disabilities Project Objective (state the objective that the project aims at achieving within the time frame): The project objective is to increase the knowledge about and understanding for children and young adults with disabilities in society both on an individual and structural level so that all education/work and occupational actives is positive regardless of the conditions. The main focus will be on strategic influence in society in general and especially on education for those who will work directly with families with children and young adults with disabilities. 6 Expected results (the results correspond with the specific objectives that you are expected to reach within the project and that together contribute to the achieving of the project objective): Still, it is in Vitebsk Region as well as in Halmstad a lot left to do when it comes to influence and knowledge about people with disabilities. The long term of the project has been and will be to increase the living conditions and break the isolation for children and young adults in Vitebsk Region. Except for enhancing the contact between the organizations and key persons that are important for the target group, our partner has pointed out important improvement areas: o Development and coordination of social centres: social centres already exist today and have a great importance for the target groups as well as the groups that works with them the centre has an important function when it comes to occupational work and serves as a meeting point to further enhance and coordinate these centres we want to create a stable platform for the work with the target group; o Long term informational work directed to municipalities, organizations, private and state owned companies, citizens and young people with disabilities and their parents; o Educations and exchange of experience, for social workers and parents etc; o Support systems within the families: round table conferences for parents, study visits and information from the department of children and youth; o Employment/occupational work: information about supported employment method, supported employment is a general term for a specific type of work rehabilitations for people with disabilities; o Cooperation sustainability: it is important to create a clear vision how the future looks when it comes to technical and organizational solutions to involve the target group in decisions making, and in coordination s of cooperation between organizations involved and municipalities we will also introduce the methods of a special interviewing technique; and o Housing support. Indicators (describe the indicators (monitoring tools) showing whether the project achieves its objectives or not, indicators should be able to monitor project progress and objectives): Vitebsk Region will produce a film about how you can create a meaningful life for people with disabilities. Also, Halmstad and Vitebsk Region will together produce a material which focuses on equality topics. Exchange of experience between politicians and civil servants has been going on in the last three years. This has worked out well and has been given the project a solid ground. It is now important that the project expands its exchange of knowledge to groups like co-workers, students and user organizations. The work with creating a structure for housing support, is a long-time process with will run during the three years of the project. It is important that the structure is applicable on society of Belarus. Page 6 of 101

7 Indicators (cont.): We will also work with: support systems within the home; create an arena for meeting for parents, and special groups for fathers to enhance the role as fathers; education for parents about the disabilities potential; and producing educations material about equality. Regarding work: the aim is to create approximately a hundred new employment opportunities during the project; study visit to employers, companies for the target group is an important factor to create knowledge within both groups the project will offer education/information to the employers; informational meeting about supported employment ; and we will also plan study visits for doctor representatives from Vitebsk at the rehabilitation centres in Halmstad. Remarks The partners have cooperated for a long time and this is the continuation of a very successful project between them (ref: ). The application is well written and concerns an important area. Recommendation from the Partnership Council Approval the Partnership Council considers the application to be a solid project proposal. The expected results correlate with the suggested activities, as well as the aim of the Municipal Partnership Programme. This is a well written application concerning an important project area in a complicated cooperation country. The project will also in the long run create an improved infrastructure in the Sarajevo Canton in terms of waste management, which is a prerequisite for collection of household waste. Project Objective (state the objective that the project aims at achieving within the time frame): The project objective is to contribute to the development of a sustainable waste management system in Sarajevo Canton, where the Canton provides necessary services for the citizens in terms of waste management. Expected results (the results correspond with the specific objectives that you are expected to reach within the project and that together contribute to the achieving of the project objective): o increased knowledge about the current waste management situation in Sarajevo and East Sweden Region (challenges, actions to be taken, management etc.); o improved knowledge about environmental effects of waste among civil servants and policy makers in Sarajevo and East Sweden Region; Expected results (cont.): o new knowledge gained about collection of specific waste (hazardous waste, plastic, electrical and electronic equipment etc.) the Sarajevo Canton has started to establish an institutional framework regarding waste; Page 10 of 101

11 o improved knowledge in methods and services for awareness raising activities among citizens; o increased knowledge on business development aspects of waste management; and o increased knowledge of waste disposal techniques and waste economics. Indicators (describe the indicators (monitoring tools) showing whether the project achieves its objectives or not, indicators should be able to monitor project progress and objectives): Sarajevo Canton has initiated the work with establishing public recycling centres; 25 % of the citizens have been informed about new actions taken by the Canton in order to achieve a coherent waste management system (through Cantonal TV, websites, newspapers, press releases etc.); two regional analysis of the current waste management situation conducted by implementing the W2E-policy tool in Sarajevo and East Sweden Region; two regional reports of the results of the W2E-analyses; key target groups identified in Sarajevo and East Sweden Region; ten study visits conducted in Sarajevo and East Sweden Region showcasing the current situation; two training sessions for civil servants conducted; twenty-five civil servants participated in the training sessions in Sarajevo Canton; two study visits on collection of hazardous waste; a working group has been established in Sarajevo which is responsible for developing a regional waste management plan; an action plan for developing a regional waste management plan has been developed; the Executive Committee in the nine municipalities in Sarajevo Canton is aware of the work within the project; four local showcases on awareness raising activities for specific target groups have been identified; two examples of best practices in East Sweden Region have been applied in Sarajevo Canton; showcasing of at least three innovations in waste management regarding services provided by public authorities in East Sweden Region; five areas for potential innovations identified in Sarajevo Canton; two workshops conducted focusing on waste economics; and two different alternatives regarding costs for implementing an efficient waste management system has been presented. Remarks This is a well written project application with potential of generating mutual results. Östsam and SERDA will include several other local governments in the project. Recommendation from the Partnership Council Approval the Partnership Council considers the application to be a solid project proposal. The expected results correlate with the suggested activities, as well as the aim of the Municipal Partnership Programme. 12 Management and Coordination Municipal Partnership Programme SUMMARY ENGELISH VERSION Swedish applicant organization: East Sweden Regional Council (Östsam) Number of project years: 3 years Amount applied for per year: Year 1: SEK Year 2: SEK Year 3: SEK Country of Cooperation: Bosnia-Herzegovina Cooperation partner Local government in cooperation country: Sarajevo Economic Region Development Agency (SERDA) Title of related project(/s): Waste management As Means to Increase Local Democracy and Citizen s Influence ( ) Ref (to be filled in by the ICLD): Objectives of the Management and Coordination function (describe how the Management and Coordination function is to contribute to reaching the objectives of the related project(/s), maximum 150 words): East Sweden Regional Council and SERDA are applying for project funding from the Swedish International Centre for Local Democracy (ICLD) focusing on waste management. Both parties have appointed a coordinator, and members for the management and coordination function (politicians and civil servants). The management and coordination function will plan the activities in the project according to the project plan described in the application form, conduct follow-ups and ensure a high quality performance of the project. The management committee has five meetings planned during the project period. The meetings will focus on planning of the events in the project, and the committee will also discuss the project plan and responsibilities between the coordinators and the committee. These issues are important in order to ensure a high quality performance and commitment within the organization. Each meeting with the management committee will include a follow-up of the outcomes of previous project events. The management committee will at the end of the project approve the final report before it is submitted to the ICLD. Two students will be appointed for evaluation and follow-up of the project who will participate in the project activities. Page 12 of 101

Long term objectives of the partnership (describe the ways in which cooperation between the partners could contribute to poverty reduction in the long term): By increasing citizen participation in community development, the focusing on young people and increasing opportunities for independent living. Short term objectives of the partnership (describe in short how the cooperation could contribute to the strengthening of the local government in the cooperation country): The exchange of experiences enhances the capabilities of politicians and employees, and also increases the understanding of how Forshaga is a part of developments affected by the rest of the world. Remarks Forshaga and Kgatleng participated in the match making in Botswana in September 2011 organized by the ICLD. 17 Inception Municipal Partnership Programme SUMMARY ENGELISH VERSION Swedish applicant organization: Municipality of Karlskrona Amount applied for: SEK Country of Cooperation: China Cooperation partner Local government in cooperation country: Yunnan Education Department, Yunnan Region Ref (to be filled in by the ICLD): Potential areas of cooperation (describe the potential areas of cooperation and how these relate to current problems and challenges of the local government in the cooperation country): The project focuses on education and youth issues and in connection to this also values and attitudes towards gender, society etc. Karlskrona and the province of Blekinge have had certain contacts since many years, especially within the area of business and enterprise. Now, we wish to complete these contacts with exchange concerning development of education, schools and management of schools. In Blekinge, we have seen a growing interest in the development in China, shown for example in the establishment of a Konfucius Institute in Blekinge Institute of Technology, courses in mandarin at one of our upper secondary schools (the af Chapman gymnasium) and an increasing number of Chinese students in our municipality. We have had contacts with representatives from Kunming/Yunnan who have shown a deep interest in developing new teaching methods; discuss different perspectives and attitudes towards pupils, the role of teachers etc. Yunnan is a region in China which has not yet been reached by the economic boom, and they think that an exchange with Sweden would help them to develop teaching methods and the overall school system in the region. Also we found a deep interest in the Swedish vocational education. Page 17 of 101

18 Long term objectives of the partnership (describe the ways in which cooperation between the partners could contribute to poverty reduction in the long term): Yunnan is a province far from the economic high-pressure areas in China. Through the development of a more modern pedagogy, more persons will be motivated and liberated to find new means to tackle the development problems China is facing today. Cooperation within the field of education will raise the status around schools and teaching, as well as teachers and other persons working with these questions. This is essential for a developing country. An exchange with focus on these concrete questions will give us more opportunities to discuss outlooks on mankind, influence, ethics and moral, individualism contra collectivism, religion and politics as well as management and development of schools and education on different levels and in different systems. Short term objectives of the partnership (describe in short how the cooperation could contribute to the strengthening of the local government in the cooperation country): Through this cooperation we believe that the local governments in both Karlskrona and Yunnan will be strengthen. Remarks Karlskrona has got a partnership in South Africa but this inception phase will mark the beginning of the partnership with Yunnan. During the project period we will meet twice a year. The first meeting will be held in Huangshan City during the autumn of 2012, the second meeting in Vara during the spring of 2013, the third meeting in Huangshan City during the autumn of 2013, and the fourth and final meeting in Vara during the spring of Ongoing contact between the committees will be through the partnership coordinators who have regular contact via and phone throughout the project period. Partnership coordinators have to follow the ongoing projects and support ongoing project leaders and project teams in their work. Remarks No remarks. Recommendation from the Partnership Council Approval the project related to this application (Left-Behind Children Caring Support ref: , was approved during 2011). They did have a management and coordination committee (ref: ) that covers 2011 and 2012 until the 28 th of April Therefore they now need and are suggested to be approved a new management and coordination function. 21 Inception Municipal Partnership Programme SUMMARY ENGELISH VERSION Swedish applicant organization: City of Malmö Amount applied for: SEK Country of Cooperation: Kenya Cooperation partner Local government in cooperation country: Municipal Council of Kabarnet Ref (to be filled in by the ICLD): Potential areas of cooperation (describe the potential areas of cooperation and how these relate to current problems and challenges of the local government in the cooperation country): The potential areas of cooperation between Malmö and Kabarnet include: o o o o local democracy, governance and administration; technical municipal services (e.g. waste management, water and sewage, energy); environment/ climate; and local economic development. All of the above mentioned potential cooperation areas are in connection with the promotion of self supporting systems of biogas usage and supply. The Municipal Council of Kabarnet currently uses a landfill to dispose wastes. Among these wastes a large amount of organic wastes can be collected separately and utilized as resources for biogas production. An effective biogas system will alleviate pollution and health problems caused by landfill and enable the town to be more energy self sufficient. Also, by running vehicles on biogas the town s negative environment impact will be reduced. A biogas system will also improve the Municipal Councils service provision and there is opportunity to engage more social sectors to develop good governance and local democracy. Page 21 of 101

22 Long term objectives of the partnership (describe the ways in which cooperation between the partners could contribute to poverty reduction in the long term): Exploring the possibilities of an effective biogas system will contribute to poverty reduction in multiple ways. From an environmental perspective, utilising organic wastes as resources for renewable energy is a sustainable use of the environment. The negative environmental impact and health hazards currently caused by landfill will be reduced, and Kabarnet can reduce its energy dependency as it can utilize organic wastes to generate fuels for vehicles. From an economic perspective, the establishment of biogas system in Kabarnet mostly likely will foster new businesses and new jobs. With improved economy, communities will have more resources for social development as well. In the long run, Kabarnet s biogas system can be modelled by other urban areas in Kenya, considering that all towns in Kenya currently use landfills. Short term objectives of the partnership (describe in short how the cooperation could contribute to the strengthening of the local government in the cooperation country): This biogas focused partnership will first and foremost help the Municipal Council of Kabarnet to provide better public service in terms of waste collection and disposal. The trickle down effects of an effective biogas system will also enable it to improve the local environment and other social conditions. Moreover, through this partnership officials and civil servants in Kabarnet will have the opportunity to understand urban planning and management practices in Malmö, e.g. how the City of Malmö works with private sector and civil society in strategic planning, project implementation, and in particular the inclusive, participatory approach that Malmö is actively exploring, thus using the learning from this experience to improve Kabarnet s governance with more public participation and increased accountability. Remarks Malmö has long experience of Municipal partnership cooperation in both China and Namibia but with this inception they initiate a partnership in a new country, Kenya. 23 Project Municipal Partnership Programme SUMMARY ENGELISH VERSION Swedish applicant organization: Municipality of Robertsfors Number of project years: 3 years Amount applied for per year: Year 1: SEK Year 2: SEK Year 3: SEK Project title: Youth for Democracy and Human Rights Country of Cooperation: Kenya Cooperation partner Local government in cooperation country: Municipality of Machakos Ref (to be filled in by the ICLD): Main cooperation area (as in project application): Education Overall Objective (describe in short how the project will contributed to change in a long term perspective, 100 word maximum): The vision of this project is to create outstanding sustainable platforms, which endure over times, in both municipalities for youth which enhances their participation, democratic activity and human rights. This would be a forum for youth in which they can express themselves, having dialogue between themselves and with different stakeholders on issues that are of concern for youth in their respective municipality. This project should be perceived as a continuance of the project Creating Capacity Centres for Sustainable Development, which supported sharing of information, learning and initiatives for sustainable development in both Robertsfors and Machakos. This should also be perceived as project supporting the ideas and goals in the governing documents (i.e. strategic plans) for both municipalities. Project Objective (state the objective that the project aims at achieving within the time frame): The objective of this project is to a build youth forum for democracy and human rights in each of the municipalities, which has a sufficient stability and capacity for developing towards outstanding platforms for youth. 24 Expected results (the results correspond with the specific objectives that you are expected to reach within the project and that together contribute to the achieving of the project objective): The specific objectives for this project are the following: o to find out among the youth in both municipalities how they perceive democratic possibilities and human rights situation in their municipalities; o to identify entry points, activities, strategies and organizational possibilities which will enhance democratization and human rights for youth both municipalities; o to educate youth in both municipalities on democracy and human rights, and on environmental challenges from a rights-based perspective; and o to establish support and understanding for the importance of this project in the community. Indicators (describe the indicators (monitoring tools) showing whether the project achieves its objectives or not, indicators should be able to monitor project progress and objectives): In the description of activities and timeframe, it is clear that follow-up, monitoring and evaluation will be an important part of the work every time when the members of the team meet each other. In order for making it easier to monitor and evaluate the work, Robertsfors and Machakos have identified indicators for the goals in the project. These indicators are: vision - to create outstanding sustainable platforms, which endure over times, in both municipalities for youth which enhances their participation, democratic activity and human rights; and objective to establish youth forums for democracy and human rights in both municipalities, which have a sufficient stability and capacity for developing towards outstanding platforms for youths. Indicators in relation to the vision and objective: increased awareness and knowledge about democratic rights and duties among the members of the project, and among other youths in the municipalities; support and commitment for this project in the municipality council; and there is a youth council and an independent youth forum in both municipalities. Specific objectives I) To find out among the youth in both municipalities how they perceive democratic possibilities and human rights situation in their municipalities. Indicators in relation to the objective: surveys on how youth perceive democratic possibilities and human rights in their municipalities; and interviews with a selection of youths on democratic possibilities and human rights in their municipalities. Indicators (cont.): II) To identify activities, strategies and organizational possibilities which will enhance democratization and human rights for youth both municipalities. Indicator in relation to the objective: inventory and assessment of examples in other municipalities. Page 24 of 101

25 III) To educate youth in both municipalities on democracy and human rights, and on environmental challenges from a rights-based perspective. Indicators in relation to the objective: tailor-made education for members of the project; and outreach activities to other youths by the members of the project after tailor-made education. IV) To establish support and understanding for the importance of this project in the community. Indicators (describe the indicators (monitoring tools) showing whether the project achieves its objectives or not, indicators should be able to monitor project progress and objectives): by April 31 st 2013, the strategic plan has been approved in Voi Council; by December 31 st 2013, an 80 % among the participants in the environmental and youth groups tells in a survey that they have increased their knowledge in environmental issues; by March 31 st 2014, 75 % among the children in the primary school at least 50 % correct answers in a following test concerning environmental and garbage issues; by March 31 st 2014, three garbage sites are used in a proper way by the market sellers, shop owners and citizens in the area; by May 31 st 2014, the garbage in the area is collected properly by a decided schedule; and by May 31 st 2014, there are opportunities for recycling garbage in Voi new landfill. Remarks The municipalities received funding from the ICLD in 2011 to do an inception phase (ref: ). The goal was to find a collaborative project within the environment sustainable development field. The inception phase resulted in this project application. Remarks Cair and Botkyrka have completed one project together which is one of the good examples in an upcoming documentation by the ICLD.
