1 PROMISE & LAW CONSULTATION ACTIVITY JOEYS/CUBS AGE SECTIONS PROMISE & LAW CONSULTATION ACTIVITY JOEY/CUB AGE SECTIONS Activity to be run in Sixes or small groups Gear required: Paper Pens Stopwatch A copy of activity pages per small group/six P&L video either downloaded or access to You Tube Device to view video per group (could be laptop, projector, phone ) WHY ONE PROMISE & ONE LAW? Some background for adult leaders: In working towards the concept of One Program and reducing the silo-effect evident across sections, a One Promise and Law approach is being explored. This means that all Scouts in our Movement, regardless of age, would make the same Promise and follow the same Law. The research so far indicates that, by exploring the Promise and Law with our youngest members in a developmentally appropriate way, these young Scouts will be able to relate to the words in their own way. This understanding will develop as members move from section to section. There is no doubt that good quality, accessible resources will need to be developed for adult and youth members to support ways of connecting with the Promise and Law in developmentally-appropriate ways through the program. This will be the job of later stages of the YPR. This concept was initially inspired by a call from some Joey Leaders to provide aspects such as One Promise to help unify the Section with the rest of the Movement. YPR has received feedback both for and against this concept from people linked to the Joey Section. We d appreciate your thoughts too! 1

The lines of the Promise for each section are cut up and mixed up. 4 PROMISE & LAW CONSULTATION ACTIVITY JOEYS/CUBS AGE SECTIONS ACTIVITY 2 THE PROMISE & LAW AROUND THE WORLD Did you know that no matter where we live in the world, to be a Scout you must follow a Promise and Law? Every Scout Association in over 160 countries has their own Promise and Law. Here are just a few. The following worksheet has a number of Promises and Laws from around the world. Cut along the dotted lines to separate the Promises and Laws, and their country of origin, and mix them up. Joeys/Cubs then match the correct Promises and Laws to its corresponding country. What are the differences? Which one do you like best of all? 7 PROMISE & LAW CONSULTATION ACTIVITY JOEYS/CUBS AGE SECTIONS REVIEWING THE SCOUTS AUSTRALIA PROMISE & LAW SOME BACKGROUND: Scouts Australia is currently reviewing our Promise and Law. It s happening because we need to make sure that Scouting remains relevant and meets the expectations and needs of Australian youth today and in the future. It s all a part of making Scouting more exciting, fun and adventurous. PROMISE & LAW CONSULTATION VIDEO To explain the options check out this video: If you can t play the video, explain the following: The YPR has already completed 18 months of research into this topic! FINDINGS: The Promise needs to include three key concepts, or Principles, identified by the World Organisation of the Scout Movement (WOSM): Duty to God, Duty to others, Duty to self. The Promise also needs to be inspired by the original Promise laid out by B-P. Duty to God is seen in many different ways by Scouts Australia members. Currently we have different Promises for some Sections, and two options of the full version of the Promise (one that says do my duty to the Queen of Australia, and one that says do my duty to Australia ). Having different promises is felt to be something that splits the Movement. The YPR is looking at having one Promise for all members to unify the Movement in Australia. Spirituality and Spiritual Development, key concepts promoted by WOSM, are often misunderstood. Many people see Spirituality as being just about religion. To be seen as a modern organisation for youth, it s felt that we should use more modern language. Many people feel our Promise is not inclusive, even though we are an organisation open to all, including those of all faiths, and those who don t follow a set religion or faith. Overall, the research has found there is a need for a new approach. THE CONSULTATION: So to build on the research, the YPR is asking members to: 1. Explore two possible wording options for a new Promise and a new Law; 2. Reflect on what they think about them; and to 3. Share their thoughts. We want as much member feedback as possible, especially from youth! This isn t a vote, but the team is interested in which options you would prefer and whether you have any feedback about them what s really good, what s not so good, and is there anything missing? 7
8 WORKSHEET - ACTIVITY 3 PROMISE OPTIONS SUGGESTED OPTION 1: On my honour I promise to do my best, Be true to my spiritual beliefs, Contribute to my community, And live by the Scout Law. SUGGESTED OPTION 2: On my honour, I promise that I will do my best, To be true to my spiritual beliefs, To contribute to my community, my country and our world, To help other people, and To live by the Scout Law. Facilitated Group Discussion: What do the following lines of each Promise option mean? On my honour Why is this important? I promise to do my best, When have you done your best? Why should we do our best? Be true to my spiritual beliefs Who is important in your life? Why? How can we be thankful to those we care for? How can we be thankful for our environment? Contribute to my community, my country and our world, How can we help out in our community? What does community mean to you? To help other people How do you help others now? Live by the Scout Law What do we need to do every day? There are currently 2 options for a new Promise, which option do you prefer? Give each youth member a printed copy of the feedback form and get them to list option 1 or 2 plus add any comment she or he may have. 8
9 WORKSHEET - ACTIVITY 3 LAW OPTIONS SUGGESTED OPTION 1: Scouts are friendly Scouts exercise honesty, fairness and loyalty Scouts are resourceful, responsible and trustworthy Scouts treat others and the environment with care and respect SUGGESTED OPTION 2: A Scout is honest A Scout is trustworthy A Scout is responsible A Scout is considerate A Scout is loyal A Scout is caring A Scout is friendly A Scout is resourceful A Scout is fair A Scout is respectful to themselves, the community and the environment Facilitated Group Discussion: What is a law? A law is one or more rules describing behaviours and actions that must be followed to help keep the community safe. Where else do we have laws in our community? Laws, or rules, are used in schools and the broader community. As an example, the police make sure that members of our community are following the laws that have been decided upon by our governments Why do we have laws? Laws help to keep us safe. They outline behaviours we should be demonstrating to ensure we remain safe and people feel welcome. Cut up the words and meanings on the following page separately (one set per group) Mix the words and meanings up and place them face down in the centre of the group Play a game of concentration with a youth member turning over two cards to match a word and meaning When a combination is matched ask for an example of how he/she lives by this proposed law and to clarify their understanding When completed show both Law options and ask for their preferences and why Ask youth members to Complete the Law section of the feedback form and add comments as desired 9

HOW TO RETURN FEEDBACK ONLINE DURING YOUR MEETING Feedback is preferred to come through the YPR website. If the consultation can be done online during your meeting, that is perfect! Maybe bring along a laptop or tablet and provide your feedback immediately.
