2 Do you Qualify for ASSET?! Graduated in Spring of 2013 or later:! 1) Attended Colorado high school for three years! 2) Graduated or earned GED! 2) Be admitted (not enrolled) to a college within twelve months of graduating
3 Do you Qualify for ASSET?! Graduated before Spring of 2013:! 1) Attended Colorado high school for at least three years! As long as a student attended six academic terms from three separate academic years and then graduated or received a GED the student would satisfy the high school requirement. (CDHE FAQ document)! ASCENT is considered part of a student s high school program and may be counted toward the three-year academic residency requirement.! 2) Graduated or earned GED! 3) Be admitted (not enrolled) to a Colorado state-funded college! 4) Demonstrate you have been physically present in Colorado for the last 18 months
4 DOCUMENTATION OF PHYSICAL PRESENCE! Rent receipts, utility bills, receipts or letters from companies showing the dates during which you received service;! Employment records or, if you are self employed, letters from banks and other firms with whom you have done business);! School records from the schools that you have attended in the United States, showing the name(s) of the schools and periods of school attendance;! Military records! Hospital or medical records concerning treatment or hospitalization, showing the name of the medical facility or physician and the date(s) of the treatment or hospitalization;! Official records from a religious entity in the United States confirming your participation in a religious ceremony, rite, or passage (e.g., baptism, first communion, wedding);! Money order receipts for money sent in or out of the country; dated bank transactions; U.S. Social Security card; automobile license receipts, title, vehicle registration, etc.; deeds, mortgages, rental agreements; tax receipts; insurance policies; receipts; postmarked letters.
5 DACA & ASSET! Undocumented students who attended high school in Colorado for FEWER than three years, regardless of the time they have been physically present in the state, are not eligible to qualify for in-state tuition classification under ASSET.! Students who have been granted DACA status MAY BE eligible under existing in-state tuition criteria depending on individual institution practices.! If a student can provide documentation that he or she resides in Colorado and has acceptable evidence of domicile, such as a valid driver s licensure and/or social security number, the student may qualify for in-state tuition under existing tuition classification laws and policies.
6 How do I get in-state tuition under ASSET?! FIRST STEP: APPLY AND GET ACCEPTED TO THE STATE-FUNDED COLLEGE YOU WISH TO ATTEND!! Visit their website and make yourself familiar with their deadlines and qualifications.! Go through that college s process for determining your eligibility for ASSET and in-state tuition.! Note: High school transcripts show three years in high school and graduation or GED
7 How do I get in-state tuition under ASSET?! SECOND STEP: submit required paperwork on time to be classified as an in-state student ON TIME! Make sure to respond to any follow up s for additional information! Failure to provide all required information could result in out-of-state classification
8 How do I get COF?! THIRD STEP: GO TO CO DEPT OF HIGHER EDUCATION WEBSITE and apply for COF! ( Default.aspx)! Make sure to respond to any follow up s for additional information! Failure to provide all required information could result in out-of-state classification
9 How do I get COF?! THIRD STEP: GO TO CO DEPT OF HIGHER EDUCATION WEBSITE and apply for COF! Local district and Students enrolling at Aims Community College, Colorado Mountain College, Emily Griffith, Pickens Tech, or Delta-Montrose Area Technical College should complete an affidavit on the COF website.
10 Private Schools & COF?! Will ASSET students at COF participating non-profit private institutions (Regis, DU, and Colorado Christian University) be eligible for COF in the same way that other resident students are eligible?! No. Under current law all students attending nonprofit private institutions must qualify as Pell eligible in order to receive COF. Federal law does not extend Pell eligibility to undocumented students.
11 Verification of lawful presence! ASSET strikes the language that requires institutions of higher education verify lawful presence for any person who applies for educational services or benefits from state institutions of higher education, including participation in the Colorado Opportunity Fund, college savings plans, and other aid relating to attendance at the institution.
12 Verification of lawful presence! The affidavit is a onetime requirement that will be maintained by the Colorado Department of Higher Education. Evidence of completion of the affidavit will be provided to campuses electronically.! This will allow ASSET students to complete and submit the affidavit only once in their educational career.! The Colorado Office of the Attorney General will provide the language for the affidavit.
13 Verification of lawful presence! No additional documentation besides the affidavit is required to be submitted to complete the process.! No notary is required to sign the documentation.! The document is legally binding.! The higher education institution is not required to conduct any follow-up on the affidavit.
14 State & Federal Financial Aid! ASSET students are ineligible for federal or state funded financial aid! Pell Grants! Work Study! State Merit Aid, Loans, or scholarships! Federal Merit Aid, Loans or scholarships! ASSET does not make a student eligible for other benefits offered by the state or federal government.
15 Institutional or Private Aid! ASSET students are eligible to apply for and be awarded:! Scholarships and other financial aid that is generated from each individual school s funds or private beneficiaries donating money to individual schools where being a resident of the US or Colorado is not required.! Hourly-paid jobs created by individual institutions (not work-study)
