The Board uses a combination of Federal, State, and local funds to contract with providers for service delivery. Eight area residents are appointed to the Board by the Ohio Department of Mental Health (4), and the Ohio Department of Alcohol and Drug Addiction Services (4). The Putnam County Commissioners make the remaining appointments. This annual report is presented to highlight our accomplishments and to bring you up to date on our financial situation. The Mental Health, Alcohol & Drug Addiction Recovery Board of Putnam County will continue its commitment to our mission and monitor locally driven programs. Community Boards Community Benefits! 2 Caring, Wellness, Recovery, Resilience Mission Statement The commitment of The Mental Health, Alcohol & Drug Addiction Recovery Board of Putnam County (ADAMHS) in partnership with providers, other social service organizations, the community, and our families is to provide necessary behavioral health care services. The residents of Putnam County believe in and promote strong family ties. We believe our future is dependent upon the well-being of our families. As these needs are effectively met, individuals and families will develop to their fullest potential, and the community will build on the renewed strengths of the residents. Vision Statement Ohioans believe in their families, children, and communities. The best hope for the future is the well-being of Ohio's families. Ohio will be a place where families can build their heritage and culture and feel secure in the present as well as reach for the future. Families will accept responsibility for meeting their needs. Ohioans will develop to their full potential, and communities will support and build upon the strengths of their residents. 4 WRAPAround The Mental Health, Alcohol and Drug Addiction Recovery of Board Putnam County has been a key leader in the implementation and sustainability of the Putnam County WrapAround program. The Board is one of the partners involved in helping the Putnam County Family & Children First Council in plan, monitor and evaluate services to families. WrapAround stands for Wellness & Recovery Action Plans. WrapAround is a research-based practice that coordinates services for families and children who have multiple needs. In Putnam County, 83 families have been referred to WrapAround since the program began in WrapAround is a strengths-based, family driven, planning process to address the family s needs and help them meet their goals. When families enroll in the program, they help create their own child and family WrapAround team. The team is comprised of four to seven people who know the family best and have a history of working with the family. Agency workers, teachers, principals, grandparents, neighbors, friends, and clergy have served on teams. It has proven beneficial for families to have a consistent group of people working with them over time. The team learns about the strengths and needs of each family member, helps them develop short and long-term goals and assists in resolving conflict. The family and team develop a plan of action that will help the family accomplish goals they have set for themselves. The plans ensure: 1) basic needs are being met; 2) mental health and behavioral healthcare are addressed; 3) resources are accessible; 4) a support system is identified for the family; and 5) family connections are strengthened in order to prevent further crisis. Assessment tools are used to track the safety and progress of each family in WrapAround. The results are shared with the Putnam County Family Coordination Team, which acts as an advisory committee for the program and includes the Mental Health, Alcohol and Drug Addiction Recovery Services Board director.
5 Crime Victim Services (CVS) Since 1990, CVS has been assisting victims of violent & property crimes in Putnam County with mental health services, including victims of sexual assault, domestic violence, and homicide. CVS is also designated by the Putnam County Prosecuting Attorney as the agency to implement the victim rights and court hearing notification required in ORC Section CVS is the only one of Ohio s 88 counties where one stop assistance is obtainable to victims of crime at one facility. Victims are provided comprehensive safety, justice, healing, and financial recovery services for victims of felony, misdemeanor, and juvenile crimes, even if there is no arrest. Services include guiding and advocating for them through the justice process from reporting the crime, court hearings, and parole hearings, with assistance of Victim Impact Statements and Victim Compensation applications, and a 24-hour crisis line with hospital response for victims of domestic violence and sexual assault. All CVS staff are Licensed by the State of Ohio Counselor and Social Work Board except one Victim Advocate Assistance, and licensures include a Social Worker, Professional Counselor, and a Independent Licensed Social Worker. The 24 hour crisis line responded to 83 victims with 55 calls pertaining to domestic violence while another 28 were primarily sexual assault victims. CVS assisted a total of 786 victims, including 313 domestic violence. Victim Advocates assisted domestic violence victims with obtaining Civil/Temporary/Criminal Protection Orders. CVS also provided 23 families & 67 individuals with transportation assistance as well as provided 16 families & 28 individuals with assistance for meals. CVS provided financial assistance to 53 victims. Victim Advocates coordinated emergency shelter for 4 families for 14 nights and coordinated transitional housing for 5 families and 13 individuals. In collaboration with are Boards of Developmental Disabilities and the Putnam County Building Partnership Initiative for Victims with Disabilities, CVS developed & copyrighted an icon picture booklet to assist persons with disabilities in identifying their perpetrator and in reporting evidence for a criminal or civil investigation. Every law enforcement department cruiser & disability partner has a copy of this booklet. Training was provided to law enforcement, children services, prosecutors, Pathway s Counseling Center, and other disability partnership members on issues related to victimization and use of the icon booklet.
6 Central Pharmacy & Nursing Facility Pathways uses a few different ways in obtaining medications for patients who don t have the means or have limited resources to purchase their medications. We, of course, utilize Central Pharmacy. We were originally allotted $44, this past fiscal year then we received notice, in December, that the state would be re-allocating additional monies. Pathways received an additional $14, This was a relief because we would have used all of our original allocation by the end of January We are also using Patient Assistance Programs through the drug companies. The patient and physician fill out an application provided by the company. It is then sent in for approval by the company. The medication is usually sent to Pathways for distribution if the patient is approved. This fiscal year, we were, again, awarded funding for our Medication Stop Gap program of $10, from The United Way of Putnam County. Pathways also has sample medications on hand to alleviate some of the cost to the patients. We encourage the drug representatives to visit Pathways frequently. Clients who are on Medicaid or Medicare can usually purchase their medications without a lot of difficulty. Pathways Counseling Center continues to contract with The Meadows of Ottawa-Glandorf Nursing Facility to provide consultation services. This service is provided by a Licensed Social Worker. Four hours of direct consultation services is provided monthly at The Meadows. New residents are evaluated for any serious mental health needs with referrals and linkages recommended as necessary. Additionally, residents are assisted in making the adjustment to the care facility with ongoing consultation and support available to all residents on an as needed basis.
7 Prevention Services Prevention Services at Pathways Counseling Center consists of a multitude of programs that provide youth and adults with education, skill building, and alternative activities to prevent the use of drugs and the abuse of alcohol. Services include, but are not limited to, school-based programming, youth-led initiatives, awareness campaigns, and drug free alternative activities. Many of the programs have seen a steady increase in members through the 2010/2011 school year, and in the past two years, three separate programs have been created and offered to the students in Putnam County; Girls Circle, Jumping Into Jedi, and Putnam County High School Leadership Day. As of October 2008, prevention programming at Pathways Counseling Center is licensed by ODADAS, and has also been named an Exemplary Program by the national accreditation agency CARF. Mentionable Prevention Programs: Girl s Circle, FRIENDS, How To Be A Better You, JEDI and Putnam Adolescent Response Team for Youth Alcohol / Drug Services This year the Alcohol and/or Drug (AoD) group therapy has continued to grow and face new challenges. The curriculum of The Change Company s Interactive Journals and focus on 12 step attendance has continued. There has been a refining of the curriculum, and some topics have been shortened or eliminated. Topics added are about gambling and about sexuality. We received a prevention grant and were able to purchase some new materials such as DVD s. These changes are still ongoing with constant improvement being our aim. The motivational incentive aspect of the program was discontinued due to a statistical analysis showing that it was not effective at level of funding available. It was redesigned and grant applications were submitted for increased funding, but we were not able to receive the level of funding necessary. It may be tried again in the future if an appropriate level of funding can be secured.
8 Early Childhood & Pathways During the past year, the Early Childhood Mental Health Grant provided multiple programs and resources to Putnam County residents who have or work with children ages 0-6. The activities within this grant address issues of mental health that have been identified as a need in the county. Assessment and consultation services were available to the professionals and families of children identified with mental health needs. Seminars were offered to professionals working with children ages 0-6 in Putnam County on effective discipline. Small groups and programming for pre-school children on behavior management through the use of puppets called Dinosaur School was also offered. Unfortunately, this grant was one of the cuts in next year s state budget. Mental health services for children are still available at Pathways, but not through the ECMH grant. Pathways earned its second consecutive three-year CARF Accreditation in the fall of CARF is a national accrediting association for behavioral health providers. The Prevention Program at Pathways was awarded Exemplary Status by CARF. Pathways is also accredited by ODMH and ODADAS. Pathways Counseling Center is currently upgrading their computer software and hardware in preparation for the use of Electronic Health Records. A new server, improved security hardware and updated software have been installed.
