1 NP GIRLS SOFTBALL CHARTER & BY- LAWS Article I Name Article II Objective Article III Government Article IV Managers and Coaches Article V Membership Article VI Finances Article VII Rules Article VIII Sportsmanship Article IX Playing Rules Article X Draft Article XI All Stars Article I ~ Name The name of this league shall be known as the North Providence Girls Fast pitch Softball (NPGFS). The name of this league may not be used in any manner unless expressed or the executive board gives written permission. Article II ~ Objective The purpose of this organization is to teach young girls the fundamentals of the game of softball. It is to promote honesty, loyalty and the ideals of good sportsmanship. Playing supervised games will complete this objective. Article III ~ Government A. The government of the NPGFS will be lead by the Executive Board. The executive board shall consist of the elected officers of the league. President, Vice President, Secretary, and Treasurer. Remaining government will consist of the officers of the league B. The officers of the league shall consist of: President, Vice President, Secretary, and Treasurer, Fast pitch Director, Instructional League Director, Equipment Director, and Field Maintenance Director. Each executive board member is responsible for being down at the field at least one night per week. Other than scheduled game nights C. 1 It is the responsibility of all Officers, Mangers and Coaches to take part in every aspect of league functions (i.e. concession stand duties, Field Maintenance, clean up of all areas, invitational and state tournaments, fundraisers, annual league banquet, etc.) C. 2 All board members are required to attend all board meetings. Should any board member miss 3 consecutive meetings They will be excused from all board duties upon board vote
2 D. The duties and / or responsibilities of each of the officers President The president shall preside at all meetings, appoint all committees and enforce all by laws. The president will use parliamentary procedures at all meetings. The president will oversee all league activities to ensure that all members are following the by- laws. Vice President The vice president along with the Executive Board will resume all responsibilities of the president in the event of his/ her inability to carry on in that capacity. The vice president along with the Executive Board will serve in this capacity until the President has the ability to resume his/her responsibilities or a new president is elected. Secretary The secretary will be responsible for recording detailed minutes of all meetings. The secretary will also be responsible for the accuracy of the voting members. It is the secretary responsibility to ensure that only eligible voting members get to vote during all meetings for which they qualify. The secretary is responsible for providing a written account of the minutes of the previous months meeting. Treasurer The treasurer shall be responsible for all collections of any type. This person shall pay any bill due providing it is authorized by the president or the executive board. The treasurer or President will be responsible for submitting a detailed written report of both income and expenditures for the period of the time between monthly meetings. This report should include specific details of each deposit and all expenditures. Fast pitch Director/Instructional Director These positions along with the executive board will conduct all tryout sessions including all star tryouts. They will also have the responsibility of conducting both the junior and senior draft. These positions will assign all players to teams after the draft has taken place. Finally these positions will be responsible for all players in their division, maintaining accurate up to date information on each player and able to provide such information upon request. Equipment Director The equipment director shall order all required items needed for the league play. He/She will report to the president and the executive board and receive approval for any purchases. The equipment manager will also be responsible for checking all equipment and keep records of the equipment that a manager has. The equipment manager will also check all equipment in and out every year. All purchases should be made with the President and/or Executive boards consent. Communications Director The communication director will be responsible for all external publicity required for the league. This also includes but not limited to any newspaper and or television ads for registration, fliers for all events etc. The publicity director along with the president approves all items to be published (i.e. newspaper articles, fliers, and web page, etc.) Clinic Director The clinic director will be responsible for all clinics pertaining to fast pitch. She/He will also be responsible for getting a place to hold clinics upon board approval and getting the proper help required to run any and all clinics. This
3 person must have knowledge in the game of fast pitch softball. And may receive payment for clinic in absence of treasurer or president Field Maintenance Coordinator The field director will be responsible for dragging, lining and maintaining the fields on a regular basis. And communicate needs with Equipment director Fundraiser Director- The fundraiser director is responsible to come up with fundraising for the year for board approval. They will also coordinate all opening day, tournaments and banquet fundraisers. And will also collect all funds from fundraisers and will give to the treasurer or president upon collecting. E. The executive board will meet at least once per month, more if necessary. The executive board will decide dates and times.. The first hour will be a closed session, and the last 30 minutes will be open to all involved in the league (i.e. managers, coaches, parents, volunteers). F. Elections of officers shall be performed at the September meeting. Their term will begin in October and run for 2 consecutive terms. 2 years with 1 year to serve and then the 2nd year is optional. If the person does not serve the 2nd year then an election will be held to fill that position. 1. To be eligible for a position on the executive board, you must be a member in good standing and have attended half the monthly meetings. In the event that the nominee is not a member in good standing, the existing executive board will decide his/her appointment to the executive board. 2. If an executive board member resigns or is removed before his/her full term had been completed they will be ineligible to run for the executive board at the next election, the executive board will appoint someone with in 1 week to fulfill the remainder of their term. G. Any issue of the policy will be decided by the executive board 1. Any issue of policy regarding disciplinary action will be decided by the executive board H. The voting membership shall consist of anyone who is an active member of the league, whether it is a manager, coach, parent and/or guardian. The person must attend at least half the monthly meetings and can not miss back to back meetings. I. All present at the monthly meeting must sign in with the secretary upon arrival. 1. A manager, coach or representative of each team should be in attendance at every Coaches meeting. However, the manager is ultimately responsible to see that his/her team is represented at each meeting. J. The president does not vote on any issues except in the case of a tie, and yearly executive board elections. As a system of impartiality, if for any reason a vote concerns an issue directly involving an executive board member that member will not be allowed to vote. K. Any volunteer who commits to this league is expected to up- hold the by- laws. A copy of the by- laws will be available upon request and given to all managers. L. The managers will give a copy of specific rules of play to all players, parents and coaches M. Managers and coaches who will be returning to the league must make their intentions known by the November meeting.
4 1. Anyone approaching the league wishing to be a manager, coach, scorekeeper, or executive board member must have a police background check (BCI), and be approved by the executive board. 2. The Board shall be able to remove any Board Member, Manager or Coach who is deemed to be detrimental to the league by a majority Executive board vote. 3. If a team loses a manager during the year, the Executive Board will allow one of the coaches as acting Manager for the remaining part of the year. a. All Coaches on said team will be considered for the position of Manager by the Executive Board the following year. 4. There will be 1 Manager and up to 3 Coaches and a Team parent on the roster per team. 5. A Manager can be the Manager of only one team in the league for a specific season. Exception Those Managers who also manage an Instructional Division team. a. This manager can be listed as a Coach on one team in each of the other divisions. b. The team that he/she manages will take priority over all other teams responsibilities c. If a Manager does not live up to his/her responsibilities to the team of priority, he/she will be subject to forfeiting his/her position as Manager. As decided by the executive board N. The Executive board shall be responsible for accepting and considering proposals for changes in the playing rule and the bylaws of North Providence Girls Softball at all Board meeting. The Executive board will have the right to vote on bylaw changes at anytime during the year. O. To be considered, any rule or bylaw proposal for change, deletion and/or addition must be submitted in writing to the Secretary along with reason for change. After the Executive board has received a request for change, deletion and/or addition, there will be an Executive board meeting to vote on said issue. At the next scheduled meeting Article IV ~ Managers and coach s Managers- the managers of a team will be responsible for any and all decisions made concerning his/her team. It is his/her responsibility to oversee that their coaches follow all by- laws and up- hold the code of the proper association. 1. Any penalties brought upon a team will be focused solely on the manager unless it is blatant misuse or misconduct of rules by a specific coach of said team. Any manager not fulfilling his/her duties will be dismissed. 2. It is the sole responsibility of the manager to fulfill his/her duties (i.e. fundraising, field maintenance, clean up, etc.) 3. Managers and coaches will be responsible to prep fields (i.e. rake baselines, mounds and home plate) and remove trash from field before the start of the game and practices. 4. Managers and coaches are responsible to make sure their dugouts are cleaned after every game and practice.
5 5. Each manager will receive a bag of equipment for his or her team. It is the responsibility of the manager to ensure all equipment is safe and in proper working order. Any damaged or broken equipment will be returned to the equipment manager as soon as possible and exchanged for a replacement. Any equipment that is missing at the end of the season will become the financial responsibility of the manager. Managers may be excluded from the league for failure to replace or return said equipment. 6. The managers of the All Star teams will be chosen by the Executive Board. Coaches- it is the coaches responsibility to take over the duties of the manager, when the manager is not available. The coaches are required to help in all aspects of this league. (I.e. fields maintenance, fundraisers, field clean up, etc) Article V ~ Membership A. Any girl who meets the requirements will be allowed to play in the league. The instructional Junior division s players will be 4, 5, and 6 and the cut off date will be December 31st. The instructional Senior division s players will be 7 and 8 and the cut off date will be December 31st. The 10u division s players will be ages 9 and 10 with the cut off date of December 31st. The 12u division s players will be 11 and 12 the cut off date will be December 31st. Exceptions will be allowed for a 13 yr old if both parent and previous Manager agree. The senior division players will be 13, 14, 15, 16, 17 and 18 as long as the girl is still in high school; the cut off date shall be December 31st. Instructional 1 Division ages 4-6 Instructional 2 Division ages 7-8 Minor Division ages 9-10 Major Division ages Senior Division ages * All Players may move to the next division upon request and board approval. Requests must be brought to board and voted on at next meeting B. A league member consist of elected board members,managers, coaches and active players and volunteers Article VI ~ Finances A. The players and league members will be expected to help in fundraising for league expenses. B. The type of fundraising will be determined by the fundraising director and the Executive Board C. The treasurer shall collect/disperse all league income/expenses. Including but not limited to registrations, snack bar, fundraising and clinics
6 D. A monthly report must be given on the concession stand during the season. This should be given by the treasurer. Or snack bar coordinator Article VII ~ Rules A) Any and all rules shall be decided on by the executive board. The league will follow all the rules of the American Softball Association (ASA), except as modified of specified below. 1. The home team shall occupy the dug out on the third base side of the playing field. 2. Each team will consist of 12- player min. and a max decided per number of sign ups. 3. All players must wear team shirts and league issued shorts. Any player who is not in uniform will not be allowed to play the game with the exception of the ASA blood rule at the discretion of the executive board. No jewelry is allowed to be worn, except for medical related jewelry. Uniforms should be tucked in, and sleeves and shorts should not be rolled up. 4. When a team s roster falls below the 12- player minimum one shall be appointed by the fast pitch/instructional director. It is the manager responsibility to notify the player agent when his/her team falls below the 12- player min. The player will be assigned will be the next player registered. Or player from a lower division looking to play up upon board approval 5. Only the president, vice- president, or the fast pitch or instructional director shall cancel a game before the starting time. After the designated starting time, only the umpire shall have the authority to cancel the game. It is up to the manager/coaches to inform the players. 6. A continuous batting order will be used in all divisions. 7. For the players safety, no hair spray, perfume, radios, brushes, cell phones, food, etc, will be allowed in the dugouts. 8. No players shall be allowed to stand or sit on back rest of the dugout bleachers. 9. There will be no smoking in any dugout or in the complex. Except in designated areas. 10. Playoff format will be announced and distributed before the season begins. The championship will be decided by a best of three series. All player must play at least 50% of the regular season. 11. Players are expected to attend regularly scheduled practices in order to maintain good physical condition and to have practical understanding of the game. This is essential to all players safety. (Players unable to attend practice must notify their manager or coach by phone). 12. No player will be allowed to enter the game after the Third inning.
7 Article VIII ~ Sportsmanship A. No foul language will be allowed. Any manager or coach using foul language towards umpires, other managers, coaches, players or fans will be suspended from the league with possible expulsion from the league. B. No combative physical contact will be allowed between manger/coaches umpires, players, fans, or parents. Zero Tolerance C. All Parents, Managers and Coaches Will be given and must sign and return a code of conduct D. All Players will be given and must sign and return a players code of conduct Article IX ~ Playing Rules A. Rules will be handed out every year B. The pitcher will be given five warm up throws before the start of the game. Once the game is under way, only 3 pitches per inning will be allowed. Any new pitcher, who comes into the game, once it has started, will be allowed 5 throws. C. A base runner may slide into any base. There will be a mandatory slide if there is a play being made at that base. First base does not apply to this rule D. There will be an infield fly rule in all fast pitch Divisions. E. Starting times and game limits will be determined once permits are given. F. All rained out games will be rescheduled, and played on the Saturday of that week. G. If a team cannot field the minimum players to start a game after the 15- minute grace period, the game will be considered a forfeit. H. A courtesy runner will be used in case of injury also for the pitcher and catcher as defined in the ASA rule book. If the injury is sustained in the first inning, the last batted out or last batter in the lineup will be the courtesy runner. At any other time during the game, the player who made the last out of the preceding inning will be the courtesy runner. I. Only managers, coaches, scorekeepers and roster players of the team scheduled on the field will be allowed in the dugouts with the exception of the instructional division. Exception: if a team needs assistance for any game because a manager or coach is unable to attend, their spot can be filled by a member of the league. J. During a game, no player will be allowed to leave the dugout except for emergencies. K. Once schedules are released, no changes to the game schedule will be allowed unless both managers agree 2 weeks prior to the scheduled game. Requests need to be submitted to the President and the director of their division at least 2 weeks prior to the scheduled game. Article X ~ Draft The order of the draft will be determined by the standings of ALL teams at the end of playoffs. The last place team will draft first and so on. 1. In the event of a tie, playoff records of the teams tied only will be included.
8 2. In the event of a tie when including the playoff games of the teams tied, the following will determine the order of the draft: a. Head to head competition, and if still tied; b. A coin flip 3. In the event of an added team in a division. The added team will get The first overall pick in the draft Sister Option 1. A player moving up to the 10u, 12u, or Senior Division under the sister option will be drafted as follows: A. A sister option who is an All Star will be considered the team s first round draft choice. If there is more than one sister option that is an All Star, going to the same team, she will be their second round draft choice and so on. B. A sister option who is not an All Star will be considered a third round draft choice. In the event there are no positions available on said team, they have the option of putting the girls on 2 different teams or putting both girls back into the draft. C. Manager or Coaches Option: 1. Coaches will not be selected until after the draft date, except coaches that are returning to the same team from the previous year. Managers and Coaches who have coached in the instructional division will be allowed to move up together, following the daughter rules in #2 below. 2. If a Manager or Coach of a team and they have a daughter who is an All Star, she becomes their first round draft choice. 3. A player who is not an All Star becomes the third round choice. D. Any eight (8) year old from the Instructional Division will be allowed to come to try- outs to be drafted up to the Major Division with the following stipulations: 1. The parent of the player must request this. 2. The girl must have at least one year of Instructional Division experience. 3. The Executive Board approves. 4. The girl will not necessarily be drafted up if the Managers feel she is not ready. E. Anyone not signing up to play before the draft date will be placed in the player pool to play for the next available team. A spot on the roster will not be held for any player who did not register before the try- out. F. Birth certificates must be presented by all new players G. Any parent of a player requesting that their daughter not play for the same team must follow these procedures: 1. The parent must notify the director of their division stating the reasons for their request prior to try out date. 2. The parent must understand fully that this will be honored only one time for the duration of their daughters play in the division. 3. The player requesting to leave her original team will be placed in the draft and will be available only to other teams. 4. A request cannot be made as to what team she will be drafted by. 5. The manager of said player from the previous year cannot draft this player for any reason.
9 I. Any new player to the league who does not attend the scheduled tryouts will be placed at the end of the list of draftees and will not be drafted until the other draftees have been picked. (Exception: sisters, cousins) The player agent must provide a separate list of players not attending tryouts to all managers/coaches before any players are drafted. Also all players not attending try outs will be put in a blind draft and be drafted by team order of drafting Article XI ~ All Stars A. Eligibility 1. All girls meeting the age eligibility and that have played in at least 50% of league games will be eligible to participate. 2. Any player can only try out for the ALL STARS in the division they play in B. All- Star teams will be selected in all Divisions in accordance with the ASA age specifications, whether or not any tournaments will be entered after the season is completed. The selection process will be based on the following principles: All players will be nominated by their manager and coaches All players nominated will be given a try out and be chosen upon the results of their tryouts C. Mangers The manager of the all star team will be chosen by the executive board. Upon all request to be manager forms have been filled out and submitted to the board Voted and Approved on January
